Elders,

As shown on my attached résumé I have more than 20 years’ experience in engineering, environmental consulting and management. I have taught college courses on environmental site management, spoken to community groups, made presentations to public bodies and regulatory boards, and mentored junior staff and look forward to additional opportunities to teach others what I have learned.

I have worked successfully in the past with the Piikani Nation in southern Alberta and learned much about them and the Blackfoot Confederacy, but though I am willing to learn, I have no knowledge of the Tr'ondek Hwech'in or the Hän-speaking people.

I have written environmental policy and procedures for previous employers. I am familiar with provincial and federal environmental laws and legislation, have prepared budgets, performed, supervised and planned environmental monitoring programs, inspections and assessments. I have been following global warming and climate change for 30 years and, based on my research, my understanding of climate issues has lead me to greatly favor adaptation strategies rather than mitigation strategies. I believe is using cost-benefit analysis in choosing sustainability options.

I am old enough to cherish traditional values such as humility, integrity, loyalty, dedication and taking responsibility, and I think they are as fundamental to character today as ever before.

I would appreciate the opportunity to discuss how my qualifications might be an advantage to the Tr'ondek Hwech'in Government as an Environmental Sustainability & Climate Change Coordinator.

I have strong and broad-based engineering and project management skills in municipal, industrial, and commercial development projects. This résumé has been prepared to highlight just my experience in the environmental sector.

Some Career Highlights

Lead the successful application to obtain an Approval from Alberta Environment under the Environmental Protection and Enhancement Act (EPEA) for the operation of the McCain’s Food potato processing plant located in the Lethbridge County in 2010.

Project Lead in the development of a commercial gravel pit operation for the Piikani First Nation, including preparation of a predevelopment Environmental Site Assessment & Operations and Reclamation Plans, culminating in the Approval of the proposed operation by Aboriginal Affairs and Northern Development Canada (AANDC FILE: 5868-8-06647-4).

Researched and designed major upgrade for a petroleum refinery’s landfarm facility, including recommendations for equipment selection, operating procedures, application and amendment rates, public perception modifications, runoff controls, and ecological, conservation and wetland improvements, Petro-Canada, Edmonton, AB.

Translator and contamination site inspector on an international contaminant study for a major surface and subsurface mining and power generating operation, Micare Mines, Mexico.

Project Engineer designing a southern-Alberta style feedlot operation for a consortium in the Región del Biobío, Chile.

Successful development and reclamation for multiple gravel extraction operations. This involved obtaining feedback and design adaptation to obtain city, county and provincial approvals.

Team Lead in various projects involving air monitoring, exhaust monitoring, water monitoring, effluent monitoring, flood mitigation assessments and water licensing.

Helped develop and write environmental policy.

Wrote Environmental Construction Operations (ECO) Plans for multiple construction projects.

Successfully provided presentations before government planning and permitting boards for permitting of development projects.

Senior Project Engineer EBA Engineering Consultants Ltd. 1999 – 2010

Managed groundwater monitoring and reporting for numerous municipal, industrial and agricultural clients and prepared yearly reports. I built long-term relationships that allowed me to work for a number of years with these clients and led to other work through their recommendations. Clients included: Crowsnest / Pincher Creek Landfill Association, Chinook Regional Health Authority, Taber and District Regional Waste Management Authority, Town of Taber, Town of Milk River, McCain Foods, Cavendish Farms, Agropur, Rogers Sugar Ltd., Elite Swine Inc., Southbend Colony, Midland Colony, Armada Colony, Suncrest Colony, Green Acres Colony, and Mountain View Colony.

Project manager, editor and contributing author of groundwater monitoring manual for the Alberta Government.

Supervising Author of reports assessing the potable water facilities for numerous border crossing stations and for the Cypress Hill Provincial Park.

Designed and supervised the construction of the latest solid waste cell and a hydrocarbon contaminated soil cell for the Lethbridge Regional Landfill. Civil Engineering works also included construction and drainage of waste & recycling pads for separation of waste streams (e.g. metals, paints, hydrocarbons, wood, shrubbery and trees, masonry, electronics, etc.).

Designed and supervised construction of numerous solid waste storage facilities, catchbasins and effluent lagoons, including sizing and configuration of effluent piping, geotechnical suitability of site and soils, supervision of excavation, compaction, erosion controls, and ground water testing regimens, and need, placement and sealing quality control for geo-synthetic liners. A project of note was the evaporation cell for the ATCO power generating station at Sheerness, AB.

Successful applications under EPEA for the development of multiple gravel extraction operations.

Engineer of Record for the design & construction of several oil-field waste landfills in Saskatchewan.

Senior Project Manager for the decommissioning and ‘green’ demolition of various buildings and greenhouses at Lethbridge’s Agriculture and AgriFood Canada Research Station.

Conducted and reviewed numerous Phase I and Phase II environmental site assessments.

Team Lead or Senior Review of drilling and investigation programs to delineate subsurface contaminant limits (Phase III environmental site assessments) and excavation.

Environmental engineer on Stanfield Mining Group of Canada Ltd.’s EVEX project for their gold and copper mining operation.

Project Engineer for wellsite closure project following soil remediation efforts for major oil company.

Project Engineer for major contaminant excavations and underground storage tank (UST) removals and remediation projects.

Taught a course in environmental site assessments for the Lethbridge College.

Taught a course in permeability testing of clay and synthetic liners for Approval Officers of the Natural Resources Conservation Board.
