SUMMARY OF QUALIFICATIONS:

First let me say I have no intention of retiring anytime soon. Mr. Durkin is fully qualified for any Intelligence position except Linguist and SIGINT based on 35+ years within the Intelligence community. He earned his Bachelor’s Degree from the United States Air Force Academy and his Master’s from the University of Oklahoma. Over the years he has been a Commander providing supervision and guidance to over 200 military and civilian personnel. As a Site Lead, he evolved a one-person shop into a thriving MASINT support section of over 20 personnel for the Pacific Theater. In recent years he has been the Subject Matter Expert for several organizations covering General Intelligence, Intelligence Operations, Collection Strategy and Management and Advanced Geospatial Intelligence. Most recently, he established and manned an FMV operation over five physically separate sites in Afghanistan.

He advanced through the ranks from simple Apprentice to Master Craftsman and Mentor. The common thread in all the positions he has held has been the link to intelligence. He has provided direct analytic reporting, operational planning and all manner of ancillary support. Along the way he performed conventional and unconventional Targeting, All-Source Analysis, GEOINT and Full-Spectrum Analysis (formerly known as Advanced Geospatial Intelligence and/or MASINT). He has been the Security Officer at unit and corporate levels due to his intelligence background and the direct ties to security awareness and Foreign Disclosure. He learned ArcGIS, Target Development, Weaponeering, and Terrain and Human Terrain analysis as well as a host of specialized and standard computer software packages. He has worked in Europe, Asia, North Africa and the Middle-East. Currently, he is assigned to CONUS due to COVID-19 restrictions. He came out of the Persistent Surveillance, Dissemination System of Systems Processing, Exploitation and Dissemination Chief (PSDS2-PED), Raytheon Corp., USFOR-A, Bagram Afghanistan. He provided NRT reporting for TAUV missions in support of US and Coalition Forces. He developed and established the Tactical UAV capability for assigned resources, established the SOP’s and oversaw the operation of multiple sites while also acting as a critical member of one of the two-man teams created. In this capacity, he also interacted daily with his JAIC counterparts to evaluate and make improvement recommendations for enhanced automated support for future Imagery Analyst. The mission was established and solid prior to his relocation due to COVID-19 restrictions.

Dec 18 - Present: Persistent Surveillance, Dissemination System of Systems Processing, Exploitation and Dissemination Chief (PSDS2-PED), Raytheon Corp., USFOR-A, Bagram Afghanistan

Raytheon Company, Bagram, Afghanistan - Oversee the development and staffing of an FMV PED capability supporting USFOR-A over five sites in country. Develop Standard Operating Procedures, Product Templates, and trained new personnel to staff five sites. Interact with representatives from JAIC to help further automated support to Imagery Analyst in the field. Act as Team Lead for Bagram based PED team as program is moving from concept to IOC and FMC status. Brought the program to fruition with sites operational on-time and supporting daily missions. I am the Program Lead but also currently work as a member of a two-man PED team on the largest US Military Installation in Afghanistan.

Feb 17 – Dec 18: Technical Advisor and Target Analysis Mentor, New Century US, National Military Intelligence Center, DCOS INT TAA (MOD), Kabul, Afghanistan

Required to mentor, train, assist and advise the National Military Intelligence Center (NMIC) Target Division and staff. Responsible for the guidance and training of the targeting staff of the NMIC Ministry of Defense. Position oversees all targeting operations within the NMIC in support of CORP operations throughout the country. Primary function is to assist the Division to become self-sufficient in the targeting process to ensure effective use of kinetic resources while minimizing collateral damage. The process entails integration of all intelligence assets assigned to the NMIC, Imagery resources from indigenous reconnaissance assets and integration of commercial imagery. This was an armed position.

Aug 16 – Feb 17: Mapping Analyst, Visual Awareness Technologies & Consulting, Inc., US Special Operations Command, MacDill AFB, Tampa, FL.,

Required to provide detailed research and analysis of current ground status in support of deploying survey teams within the Integrated Survey Program. Duties entail detailed research on the current-status of various locations worldwide to mitigate potential surprises to deploying teams. Research provides a snapshot of the ground situation, identifies changes to ground structures and functions and outlines transportation and mobility issues that may be encountered. The position requires direct interaction with various teams and team members to ensure products are tailored to a specific standard yet meet the individual preferences of the teams themselves. Products are built around an ArcGIS framework yet include, imagery, drawings, digitized documentation and various maps, charts and native products to provide as near a complete picture of the location as possible. Interaction with Department of State, Department of Defense, and various other National Agencies is required to compile and collate the product support materials.

Required to advise, mentor and train the Deputy G2 for Geospatial, Intelligence and Topography. Responsible for providing geospatial training and advice 15 include processing, exploitation and dissemination (PED) of imagery-based products. Assist with the development and delivery of geospatial curriculum and instruction to the GSG2 Staff and Afghan Geospatial and Cartographic Head Office. Provide supervision and evaluation in the development of the GSG2 Imagery Staff to meet established requirements. GEOINT (FSG) Subject Matter Expertise (SME) to US Central Command (USCENTCOM) in support of integration of evolving FSG capabilities. Duties entail limited support to US Special Operations Command and US Southern Command as required. My first two years were spent in the Collection Management section supporting collection strategy development and assessment for MASINT and Full-Spectrum GEOINT policy. Later, my positon required regular interaction with other USCENTCOM staff such as the NRO and NSA LNO members. Limited staff work performed as required. Provide daily interaction with other Agencies and Directorates to support identification, planning and integration of AGI/FSG capabilities within the command in support of mission requirements. Represent the NGA Support Team and USCENTCOM at various conferences and forums as the FSG SME. Identify and take action to correct deficiencies as I find them such as the lack of an Intelligence Community position on sensor calibration and phenomenology assessments.
