CITY ADMINISTRATOR

• Coordinate and implement city’s comprehensive master plan. Oversee city’s strategic planning, performance management, and process improvement efforts.

• Provide technical leadership in all aspects of the city programs to assure quality and integration.

• Managed city through AA bond rating certification and issuance of $7 million municipal bonds. This involved rating interviews and accurately reporting the city’s financial reports.

• Administer the construction of all municipal roads, public facilities and utilities.

• Prepare and manage the $5+ million budget including general, capital improvement and restricted funds.

• Compose, submit and comply with grant applications on behalf of the city. This included applying for grants and securing $500,000 worth of grants in 6 months of assuming role.

• Work directly with the Mayor and City Attorney in the development and interpretation of city policies, municipal codes and state legislation. This also included working with external consultants to develop up to date comprehensive land-use and zoning ordinances.

• Coordinate with administrative, street and public works staff to ensure public services are delivered timely and effectively.

• Draft, solicit and manage requests for proposals, requests for quotes and invitations to bid for municipal services.

• Supervise 25 City Hall employees including City Police department, and Municipal Court. ST LOUIS ECONOMIC DEVELOPMENT PARTNERSHIP.

Oversaw, promoted and partnered with St. Louis County Government Office of Community Development to create a strategic and economic development plan for "blighted" areas in North St. Louis County

Managed $2 million expansion project of the Wellston Business Center/Incubator funded by EDA. This involved the design and administration of project.

Managed over $2.5million in demolition and improvement projects in the City of Wellston, that brought in digitalized classrooms, new landscaping, and upgraded playgrounds to the Wellston Early Childcare Center.

Recommended and coordinated purchases of St. Louis County Trustee properties for future housing development in North St. Louis County.
