Interior Systems, Inc. (ISI): Evaluated approximately 230 acres near Double Eagle II Airport, on the West Mesa (west of Albuquerque), for the presence of surface and subsurface unexploded military munition and submitted report on findings.

• Castillo del Norte VRP Project: Drafted and submitted the VRP Completion Report to the New Mexico Environment Department (NMED) VRP regulators for review and approval. Project included delineation, excavation, and disposal of 10,000 cubic yards (cy), installation of one monitoring well to a depth of approximately 100 ft, collection and analyses of groundwater samples, and a human health risk assessment.
• Phase I and II ESAs: Due diligence for properties located in heavy industrial areas, commercial retail areas, city government real estate transactions, and undeveloped properties. • Dam Safety Program - Trinidad Dam (April 2015 to June 2015): Developed drilling plan, developed emergency procedures during drilling, drilled eleven boreholes to varying depths in and through the downstream dam embankment, executed with inhouse staff (including drilling crew and sonic drilling rig), characterized and logged cuttings, collected and shipped samples to a materials lab, installed inclinometers and piezometers, grouted, monitored for grout loss, and recorded depth to water.
• Fort Wingate Depot Activity (April 2008 to November 2016): Design team environmental geologist and project manager assigned to the Base Realignment and Closure (BRAC) team for Fort Wingate. Monitored contaminated groundwater, designed and installed monitoring wells, performed aquifer tests, supervised field work, monitored well drilling, collected groundwater samples, evaluated chemical data, made recommendations to the BRAC Environmental Coordinator (BEC), delineated water-bearing units/formations and plumes, wrote semi-annual groundwater monitoring reports, submitted reports to New Mexico RCRA regulators, contracted with consultants to supplement USACE resources, oversaw and participated in geophysical surveys and geochemical analyses, prepared and presented presentations at public meetings, developed Performance Work Statements (PWS) and Scope of Works (SOW), and was the Department of Justice certified Contracting Officer’s Representative (COR) responsible for contract oversight, contract quality assurance, contractor payments, and contractor evaluation.
• Fort Wingate Depot Activity (2013 to Mid-2015): Project manager, geologist, and COR for the TNT Leaching Bed mitigation. Characterized the lateral and vertical extents of RDX and TNT, modeled contaminant leachability, estimated the volume of contaminated soil, and developed the contract Performance Work Statement (PWS) to excavate contaminated soil and restore the site.
• Cannon Air Force Base and Cochiti Lake: Designed groundwater supply wells (reviewed and approved by the USACE Project Engineer and the New Mexico Drinking Water Bureau engineers) and developed the PWS and cost estimate to drill and install a supply well. Had COR authority and supervised and oversaw drilling with mud rotary, installation of the well screen/casing and gravel pack, grouting, pump/motor installation, pump tests, final well completion, and the collection and analyses of groundwater samples in accordance with (IAW) the Safe Drinking Water Act (SDWA). • NELAMP (2002 to 2007): Program Manager for the Native American Lands Environmental Mitigation Program (NALEMP) and grew the program into the largest recipient of NALEMP funds in the U.S.
• FUDS (2001 to 2007): Co-Program Manager and Project Manager/Geologist for the Formerly Used Defense Sites program, otherwise referred to as FUDS. The FUDS program included, Underground Storage Tanks (UST, LUST, PST) sites, CERCLA sites, MMRP sites, and Building Demolition and Debris Removal (BD/DR) sites. Grew program from approximately $50K to $1 million + per year.
• FUDS and NALEMP Examples:
N1, N2, N3, N4 and New Demolition FUDS project (MMRP) – Performed an Engineering Evaluation and Cost Analyses (EE/CA) and executed a Time Critical Removal Action (TCRA).
VT Fuse Range (MMRP) – Project included an advanced digital geophysical survey (DGS), munitions sampling, munitions excavations, blow-in-place, and the airlift of safe-to-move munitions/items from high, rugged, terrain to a predetermined staging area at a lower elevation using the New Mexico Air National Guard.
WAFB VOC Plume (HTRW) – Investigated a VOC plume using Direct Push (DPT) with an onsite lab by actively sampling and analyzing soil vapor samples.
• Afghanistan (March 2005 to July 2005): Deployed to Afghanistan as the Environmental Engineer for Kandahar Army Air Field (KAAF) and southern half of the country. • April 1999 to April 2001: Project manager for superfund sites and potential superfund sites throughout New Mexico and conducted CERCLA investigations, PAs, SIs, RI/FSs, EE/CAs, Remedial Actions/Removal Actions/Emergency Response Actions, and developed Hazard Ranking System (HRS) scores to evaluate potential inclusion to the National Priority List (NPL).
• Examples:
Deming, NM, VOC Plume (2000) – For a temporary remedy, installed a Granular Activated Charcoal (GAC) filter system, and extended a 6-inch water main five miles east of Deming to connect a small community to the city water supply.
Stephenson-Bennett mine Time-Critical Response Action (1999) – Removal Action confirmatory sampling. The project included collecting soil and indoor dirt and dust samples for analyses. Soil and inhouse dirt samples were analyzed in the field using a handheld XRF spectrometer. Dust samples were collected with wipes and submitted to a fixed laboratory for analysis. Inhouse dirt samples were collected primarily from carpets with environmental sampling vacuum equipment specifically designed for sampling indoor carpets.
