Wrote and submitted the Comprehensive Plan for the Muscogee (Creek) Nation child support program which was approved by the federal Office of Child Support Enforcement July, 2008. Wrote the Muscogee (Creek) Nation Child Support Enforcement Code (Title 6, Chapter 6). Performed all duties to start a federal program including but not limited to the creation of the organization through the Wage and Salary Committee, the hiring of all staff, the development of the budget, and the equipping of two offices and supervision of the creation of a computerized case management data base. Represented the child support enforcement program in tribal court and those state courts within the territorial boundaries of the Muscogee (Creek) Nation. Negotiated with the State of Oklahoma Department of Human Services for the transfer of child support cases. Supervised a staff of ten employees and the collection and distribution of child support to Native families in the amount of $1.7 million for FY ’11 and over $4 million since the start of the program, July 2008.

Negotiated and drafted tribal legislation. Researched and advised the Nation on Muscogee (Creek) Nation codified law as well as federal and state laws that are applicable to the Nation. Represented the Nation in State and Tribal court on contract disputes, employment cases, foreclosure actions and jurisdictional issues. Negotiated and drafted business contracts. Provided legal advice and assistance to internal departments on business and operational issues. Supervised a staff of 22 employees.
