Roles & Responsibilities
Leading a HSE team of 60 HSE Officers.
Reporting directly to the HSE manager/ Project manager.
Undertake daily inspection tour in areas of responsibility to ensure implementation of and adherence to the procedure set out in CCC HSE management system and project HSE plan and Procedure.
Coordinating of construction and commissioning PTW related to all activities.
Verification of commissioning PTW on job location.
Verification of competency of employees for commissioning activities.
Ensuring about Lock out Tag out system in Mechanical/Electrical Isolation.
Frequent Audit of PTW related to construction, simops and commissioning activities.
Auditing of Task Related Hazards of each Activity.
Competency Evaluation of Equipment operations.
Awareness programs to employees such as OJT related to chemical Awareness, chemical Handling, High noise activities such as air blowing etc.
Attending Regular Simops Meetings with Respective work disciplines representatives.
Prepare inspection Report bringing to attention matters of concern with proposals remedial action.
Follows direction of Training Programs and guidelines as advice from HSE Department.
Ensure that approved Emergency Procedures are well established, and all individuals are aware of their respective Roles.
Ensures emergency equipment is in place and maintained.

Coordinate and Monitor all project HSE activities to ensure agreed Health HSE and Environmental standards are implemented and properly followed.
Convene regular Sub-contractor compliance and coordinate the execution of various activities and ensure minimum description to work program.
Review all HSE related documentation including method statement, JSA, work permit and HSE Equipment regulations to ensure compliance with established standard.
Ensure HSE Statistics are documented, maintained and analyzed and other remedial action is taken where necessary.
Review Scope of work completed from the HSE Prospective to identify trends and possible exposure to problems and prepare lessons learned.
Set Rotational schedule for HSE Officers to provide covrage of all project activities and the development of staff expertise.
Interface with HSE Officers to provide supervision, coordination and technical assistance and problem solving advise in the course of their inspection duties.
Record and remedy deficiencies or breaches identified during inspections to ensure safe work practices and that full and accurate records are maintained for compliance assistance and analysis.
Receiving Daily HSE Reports from HSE Officers and prepare summaries for the HSE Manager or HSE in charge.
Advising about prevention of injury to personnel and danger to plant equipment.
Advising about suitability from a safety viewpoint of new and hired plant and equipment and validity of all appropriate test certificates.
Identifying potential hazards on new contracts before work commences and takes action to have it rectified.
Ensuring all the information delivered from the HSE Department is clearly cascaded to the HSE Officers.
Coordinate with the contractor / client HSE Personnel to ensure all related observations are rectified or reported to higher authority.
Stop unsafe activities and advice the requirements to recommence safely.
Coordinate with the site supervision and engineers for any safety activates and events.
Ensuring while assigning the HSE Officers their capabilities and skills especially for extended hours or remote areas.
Implementing “See it own it” safety philosophy.
Providing the Training to the workers, supervisors and engineers according to the necessity of the requirement like internal and external training.
Thorough Inspection of Equipment of Lifting Activities and required documents of the equipment’s.
Carrying out Safety Audits to ensure the compliance in line with HSE Procedure.
Ensuring of Welfare Facilities have been in place and according to procedure.
