SUMMARY:

Over twenty years of civil and project engineering experience involving supervision, design, checking and estimating for the design and construction of multistory industrial and office building, processing facilities, hazardous waste management facilities, and freeways.

RECENT EXPERIENCE

Senior Civil Engineer. June 2018 to January 2019 (when project moved to Houston). Parsons Corporation, Federal Division. Strategic Petroleum Reserve Life Extension (SPR-LE2) project. Responsibilities included preparation of engineering computations, design of Well Pads, Caverns, Culverts installations and providing standard ditches design. Finalized site development work package drawings and specifications. Use of specialized software including:

Operational Manager. April 2016 to December 2017. Prompt Service Company. Responsible for performing a broad range of responsibilities in marketing, research, negotiating with client, job proposals, invoicing, preparing financial statements, documentation for insurance companies, and interface with client on daily basis.

Project Engineer. October 2011 to November 2015. Part time support for EcoChem Strategies. Provided periodic support to the managing director.

April 2007 to September 2011. Family leave to take care of parents and grandparents.

PREVIOUS PARSONS EXPERIENCE (15 years: January 1992 thru March 2007)

Manager, Business Systems Integration. October 2005 to March 2007. Worked on integration of business systems with a newly acquired Seattle construction company. Lead development of some 45 EPRs including Division, GBU and Corporate level.

Project Engineer, Tom Bradley Renovation Terminal, reporting to PTG Program

Manager, February 2005 to October 2005. Lead development of 3D model and video presentation to clients for assessment and survey to renovate the Tom Bradley International Airport Terminal.

Project Engineer, Chemical Weapons Destruction Facility for Shchoeh’ye Kurgan Oblast in the Russian Federation. March 1999 to January 2005. Primary point of contact with two Russian companies and two hundred engineers to review subcontractor submittals of Working Construction Documentation (WCD) packages.

Responsible for maintaining schedule, budget, and ensuring that WCDs are biddable, constructible and safe

Maintain daily interface with the Parsons Volgograd office and the USG client located in Edgewood, MD. and Huntsville, AL

Preparation of engineering change proposals; negotiations with the client on schedule and funding; supervision of engineering review effort for equipment, technical data packages, and design submittals. Convert drawings to 3D model and develop overall video with narration in two languages

Acting Civil Lead, June 1997 to March 1999. Responsible for supervising and developing scopes of work for engineering survey for Russian Chemical Weapons Destruction Facility in Shchoeh’ye Kurgan Oblast in the Russian Federation. Coordinated, negotiated and reviewed task proposals, as well as performed survey for all field activity. Finalized site development in accordance with existing Russian standards, normative and selective methodology.

Senior Engineer, January 1992 to May 1997. Responsibilities included preparation of specifications, engineering computations, material quantity takeoffs, estimates, surveys and civil design for Chemical Stockpile Disposal Program for the US Army Corps of Engineers, Huntsville, Alabama. Support of potential work in Russia, including the Russian Chemical Demilitarization Program Black Sea Marine Terminal, Sachalin Pipeline and Pechora Development Project.

INFRASTRUCTURE EXPERIENCE

Engineer, R. Stone and Company, Inc., Los Angeles, California, 1990 to 1991.

Designed drainage layouts, profiles, details and calculations for the Harbor Freeway. Used Intergraph Micro Station 32 system. Reviewed project plans and specifications, prepared cost analysis and estimates for hazardous/flammable warehouses for Marine Corps Air Station. Maintained liaison with client, contractors, subcontractors, and vendors.

Civil Engineer, US Ecology, Inc., Louisville, Kentucky, 1988 to 1989. Participated in the development and design of hazardous waste management facilities. Prepared construction and engineering drawings from field survey data. Projects included trench units, cap systems and roadways for the low-level radioactive waste disposal site in Needles, CA. Designed hazardous waste disposal cells for Texas Ecologist Inc. and a low-level radioactive site in Beatty, Nevada for US Ecology.

PETROCHEM EXPERIENCE

Engineer, Chemical and Industrial Engineering, Louisville, Kentucky, March 1981 to March 1988. Designed complete engineering drawings/diagrams of engineered systems, equipment and plant arrangements. Developed architectural, HVAC and piping (drawings and details) using Intergraph System and ACAD. Maintained liaison with clients such as: Procter and Gamble, Litton Industries, Ralston-Purina, Brown and Williamson Tobacco Company, Ashland Oil and US Army Corps of Engineers, Louisville, Kentucky.

FOREIGN LANGUAGES

Fluent in English plus Russian and Ukrainian language skills
