Anthony was assigned as the SME for the Palo Verde Nuclear Security Study, analyzing the existing protective strategy to identify opportunities to reduce annual station O&M cost while evaluating and determining measures to increase the Physical Security Plan’s (PSP) effectiveness. Anthony will define all integration of technology with engineering upgrades to include blast analyses to support the redesign. Anthony will assist the station with NRC 10CFR 50.54(p) submittals to establish high assurance of protection of the health and safety of the public from the design basis threat of radiological sabotage. Anthony was assigned as the security lead for the PI Nuclear Security Study and Defensive Strategy Assessment, developed a station approved design with recommendations for implementing changes to the Physical Security Plan to meet all NRC regulatory requirements. NuScale Power Small Modular Reactor (SMR) Security Plan Development Corvallis, OR/January 2018

Anthony was assigned as the SME for NuScale Power’s initiative to develop a site Physical Security Plan (PSP) that would offer the opportunity to request exemption against 10CFR 73.55’s current mandate on the number of Armed Responders that are required to protect nuclear material against the threat of radiological sabotage. Anthony designed an initial defense strategy that accomplished the exemption request integrating security technologies into the base document and as a major component of the PSP. Senior manager of security operations who analyzed Entergy’s physical security programs to develop and implement defensive strategies with offensive capabilities using advanced technologies and force deployments. Anthony was the project manager/nuclear physical security specialist who provided expert knowledge in counter terrorism and assisted the NRC, DOE and Defense Threat Reduction Agency (DTRA) in baseline and Force on Force (FOF) security inspections. He provided up-to-date information through critical intelligence gathering on; physical security philosophies, site-specific protective strategies, security procedures, response plans, and defensive techniques related to commercial nuclear power reactors, fuel processing facilities and weapon storage depots. Anthony is a subject matter expert in terrorist/counter-terrorist methodology, small unit tactics, weapons handling and explosive characteristics, charged to identify potential weaknesses within protective strategies. He assessed licensee’s ability to protect the public’s health and safety against the theft of radiological material or the threat of radiological release from a terrorist attack. Anthony provided critical feedback on strategy implementation, target set assignment, table-top exercises, FOF exercises and after-action reviews. Anthony’s additional responsibilities included having the ability to communicate with individuals having varying degrees in high-level positions within the government and a wide range of senior executives of the civilian populace. His position required writing succinctly and organizing ideas clearly with the capability to communicate both orally and in writing.
