SUMMARY OF EXPERIENCE

Over 37 years of extensive experience working on projects under the National Flood Insurance Program. My tenures at Dames & Moore, Dewberry and CDM Smith have given me a broad spectrum of experiences in the production of Flood Insurance Study and related products. Primary objectives have been to ensure that products prepared for the Federal Emergency Management Agency (FEMA) are compliant with FEMA’s Guidelines and Standards. In addition, at Dewberry, I took on such tasks as ‘Librarian’ for the Knowledge Management System known as HELPR, an online resource documents and Internet links library, and as the primary liaison with the FEMA Map Service Center (MSC).

PROFESSIONAL EXPERIENCE

●Responsible for review of FEMA products, including Flood Insurance Rate Maps (FIRMs) and Flood Insurance Study (FIS) reports and production correspondence letters produced nationwide

●Led or assisted review teams for thousands of FISs and FIRMs over career ensure on-time delivery of FEMA products

●Managed Preliminary and Post-preliminary quality reviews including final deliverables to MSC

Other responsibilities included:

●Senior member of a joint-venture Quality Management Team

●Assisted Quality Manager in Continuous Process Improvement, which included evaluating and recommending changes in process and tools, conducting root cause analyses and writing and implementing in-house ‘best practices’ procedures as result of lessons learned

●Arranged and conducted compliance audits

●Collected and reported quality metrics of production deliverables and error return rates

●Assisted Project Managers in development, implementation and oversight of custom quality plans for individual projects

●Facilitated Quality Reviews (QRs) and associated corrective actions

oCoordinated final product submittals and managed Notice to User Letter Corrections (oversight, product review and processing) with MSC

oExecuted FEMA’s QR3, QR4, QR6 and QR7 reviews, tracking and reporting of mapping, report and letter correspondence

●Calculate FEMA metrics for QRs 3, 5, 6, 7 production and Notice to User Letter FIS/FIRM product corrections

●Process certified mailing and receipt of QR6 Letter of Final Determination correspondence

●Addressed comments resulting from post-delivery MSC QR8 review of FIS and FIRM products

●Created, developed, wrote, and reviewed in-house quality procedures, checklists and specifications

●Maintained custom Checklist Tool (creation of checklists and updates)

●Conducted research of historical map dates and community Chief Executive Officer contact information for all studies

●Facilitated an in-house, one-week training program for new staff members

oAs an instructor, trained and coached product producers and quality reviewers on quality review basics, standards and protocols
