Lobbyist and Consultant -- 2003 to 2011
Developed strategy papers, conducted lobbying operations in Congress to support or oppose passage of legislation, met with key Congressional leadership in both the House of Representatives and the Senate, made speeches and other public presentations, and developed grassroots operations.

Assisted in planning and management of the annual retreat for Republican Members of the U.S. House. Efforts resulted in a successful three-day gathering in which 180 Republican Members of Congress debated and determined legislative strategy for the coming year.
Assisted in planning and organizing day-and-a-half event for Historically Black Colleges and Universities. Efforts resulted in bringing four members of the President’s Cabinet to the event. Also successfully raised $50,000 from various donors to fund the event.
Investment Company Institute, Washington, D.C.
Known as “ICI,” this is the national trade association for the then $9 trillion mutual-fund industry. Members of the association include Fidelity, Charles Schwab, Morgan Stanley and Merrill Lynch.
Vice-President, Legislative Affairs --1995 to 2003
Worked in and then headed a department of 9 staff with an over $4 million annual budget, with responsibility for developing and managing the legislative agenda of the mutual fund industry in the Congress and the Executive Branch, including the White House, Federal Reserve and the Securities and Exchange Commission.
Developed and implemented the industry’s legislative strategy behind the multi-decade long effort to reform the banking industry. Efforts resulted in legislation that repealed Depression-era restrictions on the mixing of banking and financial services while preserving functional regulation in varied financial sectors.
Took the lead in negotiating with Congressional leaders to develop the first e-commerce related legislation to come out of the Congress. Efforts resulted in a law authorizing the use of electronically authenticated “signatures” in contracts.
U.S. House of Representatives, Hon. Bill McCollum, Washington, D.C.
Served a Member of Congress who represented approximately 550,000 people in suburban Orlando, Florida. This Congressman was Senior Member of the House Judiciary and Banking Committees, and also served as Vice-Chairman of the House Republican Conference.
Staff Director, Administrative Assistant, Leadership Staff -- 1986 to 1995
Supervised legislative and support staff of 15 in one Washington and one Florida Congressional office, as well as one campaign office (when not on House payroll). Represented the Member to Congressional Leadership as Vice Chairman of the House Republican Conference. Served as the founding Legislative Director for Task Force on Terrorism and Unconventional Warfare.
Developed, passed, and oversaw the implementation of legislation establishing the Office of Humanitarian Affairs in the Office of the Secretary of Defense. Efforts resulted in the establishment of a worldwide relief operation involving air and sealift of humanitarian supplies to war-affected refugees in Afghanistan, Angola, El Salvador, Nicaragua and Pakistan.
Developed legislative language and strategy to revise a major provision of U.S. immigration law. Efforts resulted in passage of P.L. 99-639, which changed the procedures for granting of resident-alien status in the United States.
Prior to working for Representative McCollum, served as Associate Staff Member of the House Appropriations Committee; was Communications Director for the House Republican Study Committee; and was Legislative Director for the American Conservative Union.
