Aransas Pass (pop.8138) is a full service community with a

$9.3 million dollar budget and 90 full time employees and 25 seasonal

employees. Directly supervise seven department heads who are

responsible for Police, Fire, Public Works, Administrative Services

(Finance, IT, Court and Business Office), Library, Senior Citizens

Center and Community Aqautics Center.

Salary: Base salary plus car allowance $98,777

Highlights of Accomplishments:

•• Aggressively promoted economic development securing new business

developments in order to bring in needed tax revenues and tax

stability along with jobs and prosperity. Projects include: The Iron

Gator Project, a 200 plus unit RV Park site complete with 18 hole

golf course; Sutherlands Hardware Company with multiple

restaurant and business pad sites; and three new residential subdivisions.

•• Led successful negotiations to secure a developer for the Conn Brown

•• Harbor Project. This entailed negotiations with the city council, the

developer, the General Land Office, the Corp. of Engineers, legal

staff on both sides as well as the community stake holders. This

project was a multi phased retail and residential development with an

estimated value at build out in excess of $250m

•• Oversaw the creation of an Enterprise Zone for Gulf Marine which

insured that over 150 new jobs would be created and that they would

remain in our city.

•• Worked with the Chamber of Commerce on the annual “Shrimporee”

which brings in visitors from all over the country and promotes out

city as a great place to live and work.

•• Restructured staffing to increase effectiveness while reducing overall

reoccurring personnel costs by more than $100K

•• Increased the General Fund reserve balance by more than $200,000

through effective operational changes.

•• Implemented the DPS FTA program addressing a $1.3M backlog in

uncollected fines and fees. In the first six months of the program

revenues in the court increased more than 50%.

•• Implemented comprehensive personnel, discipline, grievance and

performance evaluation manuals that had not been updated since

1978.

•• Upgraded the city software system and hired an in house IT specialist

which increased efficiency and decreased costs by more than $30,000.

•• Ensured that all city agreements and or leases were reviewed and

updated and changed as needed. This increased revenues by more

than $20,000.

•• Directed completion of the city web site (www.AransasPassTX.gov)

Established weekly meetings with department heads to foster

teamwork and effective communication.

•• Recommended changing the city depository for banking services

which saved over $7,000 per year.

•• Secured grant funding and or bonds for a variety of needed public

works projects.

Re-established a working relationship with the General Land Office

as this relationship had become strained over the years with regard to

land ownership and environmental issues.

•• Developed a harbor task force committee to address environmental

issues and also to clean up the harbor.

•• Instituted a “Customers First Program”

•• Established an “ Open Door Policy” while recognizing the importance

of the chain of command.

City Manager, City of Leon Valley, Texas:

(February 2002 to October 2004)

City Manager: Manage a budget of $7.5 million, seven Department

Heads, who are in turn responsible for Public Works, Finance, Courts and

Administration, Police, Fire, EMS, Library and Community Development, along with 104 full time employees.

Salary: Base Salary plus car allowance $ 78,000 annual

Highlights of Accomplishments:

• Maintained the level of service that was present when I arrived and the level of service that makes Leon Valley such a great place to live and work, in spite of the downturn in the economy and a 17% decrease in sales tax revenue in fiscal year 2003.

•• I made sound management decisions, though not always popular, but always in the best interest of the City, that resulted in a gain of

$ 22,000 for the General fund balance. If these decisions had not been made, and not made early in the fiscal year, the fund balance could have decreased by $ 300,000.

•• Originated the concept of Vision 2012 and provided leadership to initiate the program.

•• Promoted the Council the concept of going after the half-cent ED sales tax a second time and will continue to promote leadership to acquire the half-cent ED sales tax.

•• Hire Police and Fire Chiefs

•• Represented suburban cities on a Regional Watershed Management Technical Advisory Committee. As a member of this Committee, I initiated, fought for, and won the right for suburban cities to be represented with a voting member.

•• Served on a committee that drafted and implemented an Inter- local Agreement (ILA) integrating Suburban City flood control and storm control programs into the Regional Management Program.

•• Served on Executive Steering Committee and the Technical Advisory Committee for the Metropolitan Planning Organization Studying the feasibility of toll-roads.

•• Promoted ad valorem tax increases and water rate increases which have provided badly needed revenue.

•• Authorized the establishment of a Warrant Officer program which increased General Fund revenue by $ 198,000.

•• Successfully negotiated the settlement of two lawsuits against the City that occurred before my tenure.

•• Promoted the Storm Water II program. Although, as a result of public opinion, the initiative was not enacted, the program was nevertheless a means of addressing the current flooding issues and I will still promote the initial program again if Council would agree and support the initiative. It is not my job as City Manage to promote to Council what will be popular, but what will be most effective in attaining community goals which consequently improve the quality of life for our citizens.

revenues.

•• Explore ways to provide better and more cost effective City services.

City of Gilmer, Texas January 1995 to May 2000

City Manager: Provide leadership and manage the activities of 59 full Time employees and a budget of $ 6.9M. Directly supervise seven Department heads that are in turn responsible for Water and Waste Water, Code Enforcement, Police, Parks, Fire, Streets, Administration, Main Street Program and Municipal Airport.

Salary: $ 64,000 Annual

Highlights of Accomplishments:

•• Provided leadership for the construction and completion of Lake Gilmer (a $ 14M project)

•• Completed the Lake Gilmer project over $ 1.0M under budget

•• Recommended and provided leadership for the establishment of a City Charter providing a home-rule status for the city

•• Utilized Unilateral Annexation provided for by the City Charter to bring the newly established Lake Gilmer into the City Limits

•• Provided leadership that brought the interest of an Elector Power Corp. to the city of Gilmer (negotiations are currently under way for the construction of a $ 250M facility that will utilize Lake Gilmer water). (Contact Dan King listed on the Reference page.)

•• Initiated twelve-hour shifts for the Police Department, saving the City Thousands of dollars in overtime expenses.

•• Increased pay and benefits for all City employees above the median level (without a tax increase)

•• Assisted in drafting, organized local and state support for and effectively implemented the city’s curfew ordinance

Ensured adherence to state and federal agencies concerning National Pollution Discharge Elimination Systems permits. Prepared and submitted budgets. Inspected, sampled, categorized (according to EPA regulations) and permitted all industries to discharge waste water into the City’s waste water treatment plant. Advised on all wastewater and environmental problems. Nationally recognized by the EPA. Established the Water Quality Monitoring Program for the City of Longview, which continues to provide an early warning system for the water treatment plant on the Sabine River.
