Oversaw Federal and commercial proposal development programs and projects from initial planning to bid and execution estimating, determining staffing, and developing and following schedules. Assessed requirements and designed solutions using Federal financial management-actual cost accounting and EVM asset commercialization methods. Recruited, hired, trained, and supervised staff ranging from early professionals through experienced technical architects. Mentored early professionals in a new hire college-to-leadership program. Key Projects:

Global Combat Support System (GCSS) Machine Learning for F100/220: Guided architecture, review, and development/implementation team demonstrating model of system to apply AI and Cognitive Analytics (Python custom Machine Learning models + Watson Explorer and Studio) to aircraft engine maintenance. Analyzed solution of aircraft engine telemetry, maintenance logs and records, and maintenance/removal narratives producing dynamic dashboard reports of performance of Predictive Failure Indicator (PFI) codes against historic actual events.

IBM US Federal Watson and AI Practice Area. Designed and led Practice operations during hyper growth from 18 staff and $5.5MM in revenue to 62 people and $100MM in revenue. Directed utilization reporting, assessment, and maximization, resource band optimization; investment designation, planning, accounting, estimating, and strategic planning. Managed completion of Practice-led engagements including financial metrics vs. business cases, delivery conformance to contract scope and specifications, risk and issue analysis and management, staffing and resource management, partner and intra-company contract development and management, and client satisfaction measurement (Medallia) and management. Created and introduced Pilot to Production engagement review framework improving conversion rates by 300% from initial to complete production agreements.

United States Marine Corps Manpower and Reserve Affairs, Survey Analytics: Led project as Engagement Manager during pre-contract negotiations of test effort to employ cognitive analytics to career-point survey details to improve retention of high potential Marines and decrease attrition in high-value skills workforce groups. Collaboratively negotiated and refined scope in collaboration with client parties, developed and refined budget and pricing, analyzed and developed tooling/staffing plans, and negotiated and developed final contracting path and terms. Qualified team through pre-contract CITI Human Studies Research Ethics training and certification.

Department of Commerce (DoC) Talent Acquisition Optimization (TAO) Phase 2: Spearheaded four AI and cognitive workstreams to devise working prototype of system meeting DoC’s TAO solicitation. Employed Acendre Recruitment solution (replacing Monster.com) and merging commercial workflow, automation, and AI solutions (ServiceNow, Watson Studio/Watson Candidate Assist) with custom AI development and assets for reporting and recruitment metrics, fulfillment and orientation performance analytics, and candidate and hiring manager cognitive assistance agents.

Cognitive Insights (CI) and Cognitive Recruiting (CR), [Family and Military Life Counseling Provider]: Managed methods to rapidly expand provider of psychological and therapy counseling services to service members and families for Office of Secretary of Defense. Delivered dashboard with drill-down and reporting abilities depicting contract performance over time and region for 2,500+ employee and contract care providers. Oversaw full lifecycle effort from final pre-signature negotiation, design thinking, development, user acceptance testing, production deployment, and transition to O&M. Project received an overall Medallia score of 9 through full production operations.

Commercialization and Marketing for Cognitive Assets: Supervised commercialization of IBM CARLA (Cognitive Applied Learning Agent) and additional assets. Guided final development to specifications, code stabilization, and packaging for commercial sale; pricing model and marketing materials development; naming and trademarking coordination; and contract terms, conditions, and limitations creation and specification for counsel review.

U.S. Commodity Futures Trading Commission (CFTC), Agile O&M: Led 28 person integrated agile team during transition from structured Scrum to pure Kanban frameworks while preserving and improving more than 30 discrete line-of-business applications. Exceeded overall price case GP by 7% by tracking T&M hours and skill levels while earning Very Good and Exceptional CPARS ratings.

IRS Affordable Care Act, Technical Integration: Led 26-person team of technical, security, process management, infrastructure, and business professionals during IRS’ implementation of PPACA provisions resulting in full production for 2016 filing season identifying, mitigating, and managing technical and operational risks associated with program integration of 17 discrete and interdependent workstreams. Delivered on FFP budget to exceed price case GP by 15%. Received individual and team awards for Service Excellence.

US Citizenship and Immigration (CIS Modernization): Served as BoM Program Manager for $45MM of hardware, software, and services. Managed requirements analysis, terms and maintenance/support negotiation, renewals, and purchase authorization. Handled purchases and procurement to decrease overall client expenses by 12% while maintaining price case gross profit figure.
