NOV 2013 – MAR 2014 : FUTURE NET GROUP (FNG), DETROIT, MI
PROPOSAL Manager – Managed Proposal Development Team
Robust Pipeline of 20 Proposals per week
Was laid off in May 2014 along with many other FNG employees as a direct result of the City of Detroit having declared Bankruptcy. Since FNG had many contracts with the City, this created a serious cash shortfall for FNG. The Vice President had to reluctantly assume all my duties.
JAN 2012 – NOV 2013: SOS INTERNATIONAL, RESTON, VA.
I was hired as a Proposal Writer in January, 2012, to develop Proposals to provide Interpreter Services in Iraq and Afghanistan. In November, 2013, personnel in the Reston office were taking note of Management personnel suddenly leaving the company. The rumor was that USIS was about to go out of business. Fearing a possible sudden layoff, I made a crisis management decision to leave the company (after providing proper Notice). I never found out exactly what was going on in Management, but a few months later I discovered SOSI had survived this real or perceived crisis.
JUN 2011 – JAN 2012: PRIVATE CONTRACTOR, BUSINESS DEVELOPMENT
After the Frontier Technology layoff in June 2011 (see below), I decided to try out private contracting. I was quite successful with the below three consecutive private contracts, but by May, 2011, I decided life was less stressful and uncertain as a full time employee. Below are the three corporations for which I performed proposal development work:
DEC 2011 – JAN 2012: USIS CORPORATION
USIS had taken over the Freedom of Information Act (FOIA) FBI Contract from the incumbent contractor after that contractor had been removed from the contract for Cause during the initial contract’s final year. When it came up for renewal, I was hired as an Independent Contractor by USIS to serve as the Proposal Manager for the Recompete. Working at USIS Headquarters in Falls Church, I served as Proposal Manager by working remotely with Contract on-site personnel at the FBI site in Winchester, VA. I completed the task and delivered the Proposal on time, and it won the Recompete for USIS.
AUG 2011 – DEC 2011: GLOBAL CI/BENOVIS
I was hired by Benovis Corp. in August 2011 as an Independent Contractor to serve as a Technical Writer/Editor on a contract Benovis had with the FBI, whose Director at the time was Bob Mueller. Global CI was obliged to undertake this contract under the name “Benovis.” My assigned Technical Writing/Editing tasks supported individual Projects, as the writing/editing need arose. I ensured that my writing style for each project was appropriate per the FBI format. The Benovis Contract with the FBI was suddenly cancelled in December, 2011. In compliance with their ongoing security policy, the FBI did not disclose to me the reason for the sudden contract cancellation. Nor did I feel I should ask.
JUNE 2011– JULY 2011: VSE CORPORATION
I was hired as an Independent Contractor by this Alexandria, VA, firm as a professional consultant/editor to rewrite an entire Proposal for the Contract to repair, rehabilitate, and perform engineering updates as necessary to sell DECOMMISSIONED U. S. Navy Knox and Garcia Class Fast Frigates to “third world” nations for use as combatant ships for their navies. At the very start, I noted the existing Proposal had many technical, style, and format errors. I had served the U.S. Navy as an Electronics Technician aboard two consecutive Fast Frigates during my enlistment (1975-1982). I had served aboard each of those vessels during its 1.5-year Repair-Overhaul (ROH) period; for the first ship in the update of its Electronics Systems and for the second ship as Petty Officer In Charge of the Fire Watch Division (preventing fires resulting from cutting and welding in engineering and other ship spaces). I completed the task in less than half the time expected, and there were no complaints or questions regarding the accuracy of my comprehensive edits and additional writings. VSE quickly won the Contract.

I substitute taught in four local county school districts, in the following order, one year per county:
oAnne Arundel County Schools
oBaltimore County Schools
oFairfax County Schools
oMontgomery County Schools
I utilized my MATH CHALLENGE, a 15-minute morning warmup that featured a mental math competition, to inspire the students by enabling them to discover how smart/capable they really are. I ended this marathon at the end of the 2018 school year because there were some school administration personnel in several schools per county who preferred to consider this my failure to follow the absent teacher’s lesson plans, even though I DID follow the lesson plans at every assignment. But rather than continue dealing with that issue, I ended public school substitute teaching in June, 2018. The good news, private schools never have a problem with my warm-up competition. They in fact appreciate how it ramps up the students’ interest in their capabilities, their grades, and their academic achievement.
NOTE: None of the below NON-PUBLIC schools had a problem with my MATH CHALLENGE. In fact, they appreciated the way it permanently ramped up student grades and also overall enthusiasm for their academic achievement.
NOV 2012 – MAR 2014: WYZANT TUTOR – part time
Tutoring via the auspices of wyzant.com. Assignments are mostly SAT Prep, all levels of Math, Chemistry, and Writing.
