ATLANTA DEPARTMENT OF WATERSHED MANAGEMENT - Atlanta, Georgia 2007 TO 2020 Environmental Compliance Program Manager (2012 to 2020) Created and led the Environmental Compliance Program in the Office of Watershed Protection to address department-wide environmental compliance. Directed core teams of up to 20 highly skilled environmental professionals and consultants to drive and ensure regulatory compliance to meet environmental goals, systemically reduce environmental and financial impact, enhance public trust and improve quality. Key Achievements:
Established and implemented standard processes and procedures for managing and overseeing departmental environmental reporting and compliance with local, state, and federal laws dealing with Clean Water Act and the NPDES Program, Safe Drinking Water Act, Clean Air Act and Title V, and MS4 permit applications, submittals, negotiations, and oversight.
Developed a new reporting mechanism engaging internal and external partners to ensure timely submittal of environmental records, improved accuracy and reduced resubmittals by 80%.

Stormwater Compliance Program Manager (2007 to 2012) Successful management of a professional team responsible for compliance, inspection, permitting, reporting, enforcement, and community education associated with City of Atlanta’s NPDES Municipal Separate Stormwater Sewer System (MS4) program.
Key Achievements:
Restructured and re-established to improve relationships between the Stormwater Compliance Program and regulatory agencies by bringing operations into compliance with regional, state and federal laws, regulations and rules.
Completed the City’s stormwater infrastructure inventory and future floodplain mapping projects.
Developed and implemented standard operating procedures for city-wide stormwater management. THE WINTER CONSTRUCTION COMPANY – Atlanta, Georgia 2003 TO 2006 Senior Project Manager/Environmental Business Group Delivered complex environmental projects throughout the southeastern US and Puerto Rico and provided supplemental technological support to a variety of confidential national utility and property management clients.
Key Achievements:
Developed and implemented a tracking and assessment system to estimate and report potential shareholder Sarbanes-Oxley environmental liability and which was implemented by six public utilities. The system was reviewed, approved and accepted by external accounting oversight firms and noted as being innovative, reproducible, and defensible.
Provided project management and technical and regulatory support to property development corporations seeking to acquire protections under the Georgia Brownfield Program, including management of the first HSRA site to be approved for future residential land use in the State of Georgia.
Completion of multiple Phase 1 and Phase 2 Environmental Site Assessments, development and regulatory approval of proposed corrective actions, including regulatory negotiations, implantation, post- acquisition compliance support, and project close-out. Sr. Project Manager/Technologist/Hydrogeologist (1991 to 2003) Joined as a hydrogeologist with responsibilities for technical and regulatory deliverables as a project team member. Advanced to Project Manager and Senior Project Manager, and also became the Environmental Group Leader responsible for delivering complex environmental projects, as well as day-to-day administrative operations, employee mentoring and development, semi-annual feedback, personnel issues, hiring, reporting, scheduling and other personnel issues.
Key Achievements:
Led a 2-year effort to develop an innovative program applying sustainability principals at Homestead Air Reserve Base which included a 20-year forecast saved over $20 million of dollars while enhancing military readiness and which was applied at other Air Force Reserve facilities.
On-time and under-budget management of a $6M environmental investigation to verify nature and extent of contamination at over 60 SWMUs and AOCs at RCRA-regulated facilities, which required the mobilization of multiple field teams with over 60 field team members and real-time data evaluation. Led an onsite project management team and provided technical support to a major international building products manufacturer for federal litigation of Clean Air Act and multiple state supplemental enforcement actions covering the 15-year operational compliance histories of 42 facilities. Efforts resulted in a 40% reduction of anticipated regulatory penalties.
Investigation for and completion of RCRA Part B permit applications for textile and aerospace facilities, all were accepted by the perspective regulatory agencies without significant revision or modification.
Developed and delivered stormwater pollution prevention plans (SWP3) and Spill Prevention, Control and Countermeasure (SPCC) Plans for building product manufacturing facilities throughout the southeast, all of which were delivered and implemented within the regulatory timeframe to ensure compliance. ENVIRONMENTAL SCIENCE & ENGINEERING – Atlanta, Georgia 1988 TO 1991 Geosciences Department Manager and Sr. Project Manager – Performed day-to-day administrative operations and delivery of investigations of complex hazardous waste sites and management of underground storage tank compliance for multiple high profile public and private sector clients. U.S. ENVIRONMENTAL PROTECTION AGENCY – Region IV, Atlanta, Georgia 1984 TO 1988 Superfund Remedial Project Manager – Responsibilities included site characterization plan development, contractor procurement, field investigation, data evaluation, and preparation of RI/FS reports, along with technical, financial, and legal evaluations and assessments of multiple Superfund projects throughout the southeast, including community outreach and negotiations with state regulatory agencies to obtain state concurrence with remedial alternative recommendations. Finalized Records of Decision for three previously abandoned Superfund properties.
