Accountabilities

HSSE

• Support and promote HSSE awareness and performance during activities

• Participates in all Risk Assessment and HAZID Meetings

• Help to drive behavior based safety programs including STOP and SOC or equivalent.

• Stop any unsafe work and ensure that all workers understand that they are empowered to do so as well

Workscope

• Contribute HSSE component to Daily Reports “DPR”

• Continuously Monitor all activities for HSSE performance and have conversations around Hazards and Risks

• Ensure all the required HSSE Assurances are in place

Interfaces

• Effective communication between Vessel officers, Party Chief and Onshore HSSE Team Lead

• Provides expertise and engages with the bpTT project team on the fielKey Roles:-

• Provide the Project Manager/SPA/HSSE Lead with assurance that operations are being carried out within risk levels that are acceptable to bpTT.

• To provide bpTT Onshore SPA with detailed advice, guidance and realistic options to enable effective delivery of HSSE performance, for all operations undertaken

• Act as internal auditor for the HSSE Management Systems being employed including HSSE Plan, Risk Assessments etc

• Single point of contact identified on crew as BPTT HSSE Representative

• Act as a coach in the areas of practical application of HSSE Management systems

• Communicate bpTT policies and procedures to all personnel working on the vessel

Responsibilities

The Offshore HSSE Advsior is responsible and will be held accountable for:

• Communicating HSSE requirements and providing assurance and self-verification on risk identification, effectiveness of controls, regulatory and procedure compliance

• Assisting with the accurate compilation, reporting and action-tracking of all HSSE performance inputs and outputs for the activity.

• Maintain records of all HSSE meetings, reviews including attendees and discussion

• Ensure all persons receive the bp HSSE induction

• Liaising with contractors (Marine Crew and Project Personnel ) to ensure BPTT HSSE Policies and procedures are understood and met at all times.

• Providing the Project Onshore HSSE Lead and Project Manager/SPA with daily reports of all activities carried out during the course of the activity.

• Confirm Communications Test (systems and emergency channel) done

• Verbally reporting of all Incidents And Near Misses as soon as being notified

• In conjunction with Client Survey rep and party chief, STOP work if any of the controls and mitigation measures identified in the risk assessments are no longer in place or non-functional . No consultation required if deemed immediately dangerous to life or health

• Identify changes to the agreed activity set and controls as discussed in the risk assessment, and notify Project Manager/SPA and Project Onshore HSSE Lead to review the risk assessment

• Disseminating Lessons Learned

• Ensuring the Project Manager/SPA and the Project Onshore HSSE Lead are informed of any HSSE incident that comes to their attention and it is reported in a way that is consistent with the bpTT HSSE reporting requirements.

• Submit final report on HSSE activities and lessons learned

• Any other deemed necessary by the Survey and HSSE SPAs

Individual Targets

The Offshore HSSE Advisor is expected to deliver:

• Attend daily Tool Box Talk before activity starts each day

• At least 1 SOC per day

• At least 1 STOP /OBSERVATION card per day

• Conduct JSA audits

• Conduct 1 housekeeping audit per week

• Conduct 1 dropped objects sweep per day

• Conduct weekly HSSE meeting with all personnel on vessel

Responsibilities:

Ensure establishment and proper implementation of work processes at the site level as stipulated in the Project Safety Plan and the Project Security Plan

Monitor, investigate, identify, and resolve site level HSSE issues, evaluate metrics, and provide weekly / monthly reports to responsible line management, Project Team HSSE Team, and Function, as required

Work with company and contractor's site management and Safety, Security, Health, and Environment organizations to implement project specific site safety programs

Advise site Project Team (company, contractor, and subcontractors) of company, contractor, and local authorities' safety requirements, regulations, expectations, and best practices

Facilitate and advise contractor and subcontractors to establish, communicate, and implement safety expectations and initiatives; monitor and stimulate execution with contractor's safety policy, rules, and procedures; and monitor conformance with project and site safety execution plans and implement improvements where appropriate

Promote safety awareness and safe performance among Project Team members, including consultants and contractor personnel

Identify and work to eliminate site hazards, unsafe conditions, and unsafe acts; work with company, contractor, and subcontractor management toward achieving an injury-free work place

Keep site management apprised of significant safety issues and plans / progress toward resolving issues and eliminating hazards

Collect and analyze data on safety initiatives and performance for reporting to project and functional management

Identify and assist with prioritization of opportunities for site safety process improvements

Conduct periodic safety inspections / assessments onsite and at key offsite subcontractor locations in accordance with established project and site safety plans or as requested by Project Team members

Organize and coordinate HSSE training program

Develop expectations for project management systems for safety-related activities

Communicate and coordinate guidelines for company HSSE awareness, recognition, and incentive programs

Provide assistance to and participate in risk assessment and studies as defined in the Project's HSSE Plan

Organize and participate in investigations and follow-up of incidents, including development of remedial action plans

Assist in the preparation of notifications / reports for communication of significant incidents to company project / functional management as per the company's incident reporting procedures and matrix

Review and / or critique incident and investigation notifications and reports

Provide support for training, drills, and other matters related to emergency preparedness and response.

Collect and share company's lessons learned between site and outside organizations where appropriate

Encourage heightened HSSE awareness and behavior throughout the site project

Monitor work processes to ensure compliance with the site work permit system and area / system responsibilities
