Mr. Visaya is an experienced IT professional with over 20 years of experience in the Industry and heads the Office of the Director for MIS and IT Operations at the Department of Transportation. He oversees the development of DOTr's Data Science unit through intensive capacity building, integration of information systems across the Department's attached agencies and the use of Data Analytics, Visualization and Machine Learning Platforms. Mr. Visaya also has maintenance oversight of the Department’s ICT infrastructure and provides management and strategic direction to software development activities that cater to the requirements of DOTr and its attached agencies. He also functioned as Assistant Secretary for Planning and Project Development responsible for evaluating and managing projects and various other programs and initiatives in the Department.
Before joining DOTr, he was the Software Engineering, Development & Maintenance Manager at SeaChange, a leading technology company providing advanced video delivery solutions to the biggest cable companies in Europe & North America. He was also a Manager & Service Delivery Lead at Accenture and had oversight of both BPO & IT engagements. Apart from his responsibilities in project & program management, he also figured prominently in various certification initiatives, & in the implementation & deployment of data management programs. He contributed to pioneering one of Accenture’s most notable BPO engagements, and was at the forefront of creating the foundation of the Operational Excellence Guidelines against which all subsequent BPO engagements were benchmarked. His training & experience in a broad spectrum of IT disciplines such as software development and maintenance, network infrastructure and security and data sciences, has allowed him to participate in the implementation and governance of many enterprise-wide IT programs.
