Duties and Responsibilities:

Review and approve contractor documents such as EHS CMP, Method Statements/Risk Assessment, Emergency and logistics plans in order to be in line with legal, contractual and AECOM SH&E requirements.

Review traffic diversion plans and advises in order to be in line with Abu Dhabi-Work Zone Traffic Control Manual and site requirements.

Monitor and ensure implementation of the above approved documents through daily site inspections and advise contractor to rectify SH&E concerns.

Document all SH&E concerns found on site and communicate to contractor via project reporting system and follow with contractor for timely close outs.

Ensure that Project SHE programs and procedures are reviewed and improved as needed.

Provide technical advice on HSE issues as they arise, also provide advice and assistance aimed at reducing and prevention of incidents.

Review and comment to the contractor SH&E manager and project manager on site safety organization and key HSE personnel CV’s as submitted by the contractor in order to establish an excellent HSE organization at project sites.

Develop HSE Training Process and Initiate all kind of actions for conducting HSE Trainings by contractor to their Project team to ensure Project Training Plan is implemented effectively.

Prepare and review AECOM project EHS CEMP and Office Emergency Procedures and submit to client for approval and ensure implementation.

Prepare training matrix and Conduct relevant HSE Trainings to AECOM staff to identify Site hazards during their job activities at Site and follow with contractor for rectification.

Coordinate with AECOM SHE Manager to ensure that COMPANY SHE requirements and Key Performance Indicators (KPI), etc. are achieved at Site.

Ensure emergency drills are conducted by contractor as required by Project HSE plan and other relevant regulations.

Ensure contractor labors accommodation camps, fire protection, welfare and dining facilities are in line with legal and contract requirements.

Investigate accident cases, near miss cases, property damage incidents, environmental related issues, violence and disobedience cases, etc. and prepare / submit reports to SH&E and PD/RE.

Project - NEW ORBITAL HIGHWAY & TRUCK ROUTE (P023) - The contract includes approximately 45km of road network and represents 25% of the 200km long Orbital highway. The project is located to the south west of Doha and provides a new dual carriageway connecting the New Doha Port and Al Wakra bypass, with the other phases of the New Orbital Highway, and the construction of a road linking Mesaieed road to the East/West Corridor. The cross section of the roads will provide four lanes in each direction with the provision of two future lanes. Duties and Responsibilities:

Monitor the implementation of the company EHS CEMP and other SH&E procedures and programs.

Undertake regular inspection to ensure implementation and compliance with approved HSE procedures, client requirements and local regulations.

Promoting better safety awareness through monthly safety campaigns through proactive training, toolbox talks and poster campaigns

Reviewing traffic management and diversion plan and road safety plans.

Promote a high level of safety awareness on the Project/plant through new employee induction training, subcontractor orientation and constant contact with Project and operations supervision

Ensuring compliance with Permit-to-Work Procedures

Conduct compliance and focus HSE audit on contractor.

Conduct site environmental inspection with Contractor Environmental Engineer to full compliance with local and international standards.

Reporting incident through the approved project requirements using Industry Safe LifeGuard.

Determine cause of unsafe condition through procedure review, equipment and facilities inspection, and worker observation with corrective action recommendations provided.

Spending more than 60% of time on site coordinating work and inspecting workplace for unsafe conditions.
