• Devised the Environmental, Health, Safety and Security strategy for a billion + dollar upgrade of the refinery.

• Ensured that the PSM elements were addressed in the design and HazOp reviews conducted for each new unit and on the effected upstream and downstream units.

• Successfully managed Environmental, Safety and Health issues for the upgrade of the refinery. The project comprised of 4 new units and several revamps. At the peak of construction the labor force reached up to 4700.

• Set programs, policies and procedures in the Health, Safety, Environmental and Security matters for the refinery upgrade project.

• Wrote directives and specifications for HSE compliance; including Air, Water and Safety directives and PSM compliance strategy.

• Provided guidance and assistance to the CEO and the V.P. in charge of the project on all HSE and Security issues.

• Under my direction the project achieved an OSHA Recordable Incident Rate (RIR) of 0.89. The total work- hours for the project exceeded 17.5 Million. The record represents one of the best records (if not the best) for project this size.

• Directly managed Certified Safety Professionals, Certified Industrial Hygienist and Certified Emergency Management Technicians and a team of consultants.

• Lead the effort to obtain environmental permits, including air permits, and closure of a wastewater impoundment.

• Hands on involvement (sampling and analysis plan, closure plan preparation etc.) in closure of active and inactive solid waste management units needed for new unit construction at the refinery.

• Evaluated the impact of the wastewater loading from the new units to the Gulf Coast Waste Disposal Authority and led all negotiations for the contract renewal/amendment.

• Served on a board composed of 8 members that approves companywide promotions for technical groups (HSE, Process Engineering, I&E, evaluations, etc.)

International Matex Tank Terminals New Orleans, LA Worked for IMTT as an independent consultant from 1987 - 1988. During this period worked on developing compliance strategies, audit protocols, air permitting, waste de-listing, Fugitive Emission monitoring groundwater monitoring and hazardous waste incineration projects for various other clients. In 1988 I joined IMTT as Director of EH&S responsible for companywide Environmental, Health and Safety affairs for IMTT (seven facilities in four states, one in Canada). Responsibilities included:

• Overseeing Bulk Liquid terminal operations, both technical and financial matter, in Bangladesh, Korea, and

• Pakistan.

• Representing the company in partnership dispute in Pakistan. Worked with local attorneys and government officials to resolve the issues in company's favor.
