Senior IT Project Manager Enterprise Change Manager - Office of Information Technology

Executes CIO led enterprise, mission-critical change projects, from concept through delivery ($1M). Manages sensitive clients, infuses culture change, builds trust and removes barriers. Manages project initiation and charter, readiness for change, stakeholder engagement and governance. Defines scope, sets goals, drives action plan and measures progress. ●Led 2-year Learning Management System (LMS) migration, from Moodle (home-grown locally run) to Canvas (industry-standard cloud-based) system. Choreographed migration of 23,000 courses across 25 different business units and set up governance. Assessed readiness, provided custom options to fit unit culture and deployed experts to resolve technical issues. Clear, timely and consistent messaging was the backbone of this migration.

●Led ITSM Access/Service Request Form workstream migration (9 months) from ServiceNow into TeamDynamix. This workstream was identified as the highest risk to a successful migration. Coordinated 100 forms (workflows/functional design and testing) with process improvements including usability and accessibility. Conducted stakeholder interviews, clarified team roles, applied consistent comms and measured burndown.

●Chartered organization-wide Identity and Access Management (IAM) Program, conducted stakeholder consultation, drafted Governance structure and background paper (4 month).

●Piloted a new Scrum Team as Scrum Master (2 months).

●Led HIPAA Compliance project (6 months) and now shifting to a multi-year program. Coordinated SMEs, socialized policies, assessed readiness for change and socialized workstreams to roll out HIPAA controls.

As senior operations lead, coordinated UN Humanitarian Agencies campaign for change and recovery. Negotiated conflicts, orchestrated senior-level visits and facilitated country-team performance assessment. Managed the staff and oversaw human resources function, finance ($2M), communications, coordination, information and preparedness teams.

●Led change management scale up from 25 to 65 staff in 2014. Ensured business continuity.

●Established governance team, built consensus on issues to be resolved and choreographed secretariat support, updates, media and government relations.

●Led the 1st countrywide and public humanitarian appeal for Myanmar (50 agencies). Coordinated needs assessments, developed strategy, set priorities, reported and advocated with donor nations.

●Developed and rolled out all staff sensitization training. Identified needs, built a coalition and implemented for all staff (2,200 people).

●Coordinated contingency planning, preparedness and risk mitigation plans. Held crisis simulations.

Senior Operations Manager / Program Manager - Colombo, S ri Lanka (Jan 2010 - Jan 2012)

Responsible for country strategy development, office management, monitoring and reporting, country work plan, budget ($1.8M) and four sub-offices (20 - 35 staff). Convened strategic and technical level working groups to prioritize assistance and resolve conflicts.

●In 2011, coordinated the first ‘Joint UN-Sri Lanka Government Transition Strategy’ from aid to development; wrote grant-awarding $10M of total $100M donated.

●Coordinated with government and demining agencies to clear, certify land safety and resettle 200,000 people living in camps with livelihoods kit and home start-up materials.

●Developed/implemented change strategy to close office operations, transition assets and relocate staff.

Communications and Appeals Coordinator for S omalia - Nairobi, Kenya (Jul-Dec 2009)

Led office reporting, communications, public information and information management teams (eight people). Coordinated 75 aid agencies to develop a joint strategy, an action plan with projects and $1B appeal campaign for Somalia. Coordinated launch event and ceremony. Drafted reports, managed and recruited teams, defined strategy and monitored achievements.

Senior Regional Information Manager/ Deputy Head - Nairobi, K enya (Apr 2 007 - Jul 2009)

Provided policy guidance and technical training/support to regional humanitarian partners and 10 sub-offices. Topics included building partnerships, response strategy, fund-raising, protection of civilians and technical advice on setting up data systems to monitor crisis trends. Managed the information team (five people) and coordinated/delivered workshops (10-200 people). Recruited and managed team and crisis deployments.

Established and managed the first Humanitarian Information Management Unit (eight staff) that was later mainstreamed globally. Coordinated field data from five roving field teams. Conducted satellite and GIS analysis, drafted reports and presented data to stakeholders with the goal to improve displaced persons access to schools, jobs, health centers and family.
