Lead Electrical Engineer / Deputy Team Leader for ILF Poland- Responsible for the design review and site supervision of Chinese Bank funded Kulna 335MW CCPP Dual Fuel Project for Bangladesh Power Development Board, BPDB. (November 2019 – Now). Design review of dual fuel (Gas and HSD) 215 MW GT (GE 9FA.03) & 120MW ST (GE A651) and generators,triple pressure HRSG, controls and instrumentation, GE Nexus DCS, switch gear and 230kVswitchyards as well as all balance of plant. Responsible for Construction, Commissioning, FATS, SATS, QA/QC, Functional Tests and client meetings as the resident electrical expert. 230KV outdoor substation, including 14 km of 230kV interconnecting underground feeder, 230kV Circuit Breakers / Disconnecting Switches / CT`s & VT`s / 3 x 126MVA MVA Generator Step- Up Transformers / Protection Relays, DCS, Control / Metering & Telecommunication equipment. SCADA and IT Specialist for SMEC- Responsible for QA overview of design, and documentation for World Bank ICB, for the rehabilitation of Tono and Vea Irrigation Schemes, Upper East Region, ICOUR, Ghana. (Part time input from August 2016- May 2017). Two independent irrigation schemes surveyed and total SCADA and IT automation and enabling plan formulated. Included all automation requirements (Electrical, I&C, Mechanical, Civil) of cross and head regulators, weather station, and communication requirements and UHF, FH Spread Spectrum, cloud computing to control the schemes canal and irrigation flows from System Operating Centres and a Master Control Centre. Emphasis was on IT enabling and total automation from Farmer/WUA to water allocation and billing. Construction & Commissioning Manager-Responsible for design, cost estimation, local & international procurement, construction civil, M&E & commissioning supervision for 180MW Combined Cycle Power Station, Sulawesi, Indonesia, for PT Energy Sengkang. (May 07 – Jan 2010, Nov 2012 – Mar 2013, Feb-July2014).Supervision of all infrastructure, civil, and M&E. Design of all electrical, controls and instrumentation,transformer, transmission line & substation protection & controls interfaces between 2 Siemens 60 MW open cycle gas turbines, & 1 Alstom 60MW Steam Turbine, 2 x double pressure HRSG, MV/LV electrical utilities, Balance of Plant, 3 x 86MVA step up transformers; 3 bay, double bus, ABB150kV switchyard and substation. Integration of remote monitoring via new RTU and PLC to load dispatch center for SCADA & grid frequency control. ABB transformer, MV/LV & Siemens generator protection systems, and the latest state of the art substation control and monitoring systems based on IEC61850 standard were specified and commissioned. Construction & Commissioning Manager-Responsible for design, cost estimation, local & international procurement, construction Civil, M&E & commissioning supervision for 2 Million TPA LNG Processing Refinery, Sulawesi, Indonesia, for PT South Sulawesi LNG (Jan 2009 – Jul 2013). Supervision of all infrastructure, civil, and M&E. Design of all electrical, transformer, transmission line & substation protection, ESD, T3000 DCS, & controls and instrumentation interfaces for 2 x 1 MTPA Gas Pre-Treatment Plants, and 4 x 0.5MTPA gas liquefaction plants, including LNG loading from a 2.5km long jetty, 80km of twin 150kV transmission line including line protection, and Siemens double bus,3 x150kV bay switchyard & substation, 2x66MVA step down transformers including protection. Technology was from Siemens for the mechanical, control & instrumentation, ESD, and electrical supply, including 4 x 27MW compressors with soft starter. 3 X 30 MW Solar Mars Gas Turbines installed. Current technology ABB RTU connecting to LDC by OPGW, & Siemens substation protection systems, the latest state of the art substation control and monitoring systems based on IEC61850 standard were specified and commissioned.
Electrical & Controls Engineer –Responsible for review and update of electrical, controls and instrumentation design and drawings for issue as international competitive bid. Oyu Tolgoi Project, Mongolia, Fluor Consultants(Jun – July2006) Responsible for investigation and design of controls/safety systems/ instrumentation/ communications for a water pipeline, approx 80 kms in length, feeding an open cut gold/copper mine. The project included remote control by a SCADA system of the bore field pumping consisting of some 48bore wells, feeding into 8 collection tanks (1 to 2 hour storage) for surge pressure relief. These collection tanks feed into the main riser break pressure tank and are then pumped, via a lift pump station, to a storage pond at the mine site. The control is fully automatic from a control centre computer system at the mine site. Primary communications is via a buried48 core optical fibre. The bore wells and collection tanks are connected via 24 channel VHF/CDMA radio for control, operational communications. Extreme temperature conditions were taken account of in the design of pipe work and instrumentation.
Electrical & Controls Engineer - Responsible for review and update of electrical, controls and instrumentation design and drawings for issue as international competitive bid. Abu Dhabi Water
& Electricity Authority(Oct 2005, Feb 2006, Jan 2007).The project consisted of 37 PLC controlled, fully automated pumping stations, remotely monitored and controlled, including pump protection and instrument systems, from a SCADA master and standby master station, located in Abu Dhabi and Al Ain. The pumping stations, and intermediary substations, were connected by a STM 16 backbone, STM 4 transport level, STM 1 access level SDH telecommunication system with SNCP, and split system digital microwave links for sites where optical fibre was impractical to use. Responsible for response to Tenders questions on electrical, control system, and telecommunications and instrumentation during bidding phase.
Electrical & Controls Engineer- Responsible for design of electrical & controls system and issue as international competitive bid. Uttar Pradesh, Lucknow, India(Mar - May 2006, June/July 2007).The ADB project consisted of canal automation by SCADA system for a land area of over 600,000 hectares with 6 main canals and 50 tributaries. Control and monitoring of remote unmanned canal gates including all, instrumentation, electronically controlled lifting devices, Wide Area Network using VHF and mobile phone network for SCADA and operations, auxiliaries, solar power supplies, and new control center were designed, specified, and let for international competitive bidding. SCADA & Telecommunication & Substation Specialist- Responsible for design of SCADA & telecommunication system, 330kV substation design, and issue as international competitive bid. Volta River Authority, Ghana(May -April 2005, - Dec 2007)Responsible for the technical and commercial design of the SCADA, substation equipment design, substation & transmission line primary and back up protection, OPGW and telecommunication aspects of this 215km, 330kV transmission project. The work included evaluating and specifying of SCADA, new RTUs, PAX, and STM-1 equipment with SCNP to be interfaced to the existing ABB Spider SCADA system, UNEM Network Management System, distance protection and directional overcurrent ground fault protection, revising technical specifications, and producing international bidding documents. Communications was by dual channel PLC and OPGW. Specification of SCADA, digital protection, and communication with ICB documentation.

Responsible for the ICB bid evaluation of the NSRC Canal Automation Project, as part of a World Bank loan. The bid covered SCADA, automation, controls and instrumentation, voice and data communications aspects, of a pilot canal automation project covering an area of 60,766 hectares. Seven major canal off takes served the pilot area for the Nagarjuna Sagar Right Canal. Power System Engineer-Responsible for design of automated network equipment system and issue as international competitive bid. National Power Company, PLN, Indonesia(Feb - Nov 2003). Responsible for the review of existing distribution network control systems in the three main cities of Sumatra; Medan, Palembang and Padang, and for the justification, study, SAIF/SAIDI, survey, design, costing, and preparation of ICB tender documents as part of a loan from the Islamic Development Bank for 3 new DCC’s, including SCADA system, control centre, DMS, distribution management system with distribution operational, and optimisation software, substation automation and protection, and remote controlled pole top circuit breakers, autorecloser’s, and sectionalisers. Medan consisted of 350 pole top RTU’s, Padang 150, and Palembang 200.
Project Manger. Electrical & Controls Engineer- Responsible for design review and commissioning of electrical and controls system. PT Yin Pau Trading (Korea), Makassar, Indonesia(Nov - Dec 2002). Design review and commissioning supervision of all electrical MV and LV works, and controls and instrumentation, for a new 250 ton per day snap freezing plant, and long term freezer storage. Cold storage plant was supplied by York International and consisted of a four tonne ammonia charged 4 compartment compressor system. Compressors were automated using distributed Allen Bradely PLC’s connected by data highway, with operator interfaces via VDU based information systems. Power was imported at 11kv and reticulated at 400v via underground cables and locally manufactured metal enclosed cubicles. 2 parallel 350kVA standby diesel generators were commissioned. Operator maintenance training provided. Electrical & Controls Engineer- Responsible for design of electrical and control system, and issue as international competitive bid. Hyderabad, Andhra Pradesh, India(April 2001 – August 2001, Feb-Mar 2005).Responsible for the SCADA, automation, controls and instrumentation, voice and data communications aspects, of a pilot canal automation project covering an area of 60,766 hectares. Electrical & Controls Engineer-Responsible for MEP review. PT Tritama Tatagraha, Makassar, Indonesia(May - Dec 1999). HVAC, water pumps, emergency systems, fire protection, and security on behalf of the construction managers for a 5-story shopping mall. Work had halted on this 100,000sq.m. building due to monetary constraints. The financial and economic cost of refurbishing and/or upgrading the existing installation was estimated. Quality inspections during installation and commissioning were provided.

SCADA/EMS System Specialist- Responsible for design of SCADA/EMS and operational & administration telecommunication system. Power Grid Corporation, Dhaka, Bangladesh(Nov 1995 - Jan 1997, Jan, April - June 2005).Under an ADB loan the newly formed PGCB undertook a major design of new SCADA, Telecommunication, and IT facilities to link all major100 x 230/132 substations and 22 power stations by the most modern telecommunication available to allow remote supervision by SCADA/EMS of the entire power national network from the NLDC, in Dhaka. Data, protection, and operational & administration voice communications were designed. An extensive Energy Management System and digital protection interface was included. Was responsible for the investigation, site surveys, data collection, design and production of commercial and technical documentation for international competitive bidding for the NLDC SCADA/ EMS system, including telecommunication network center, TNC, and new NLDC building. The system consisted of 100 RTU’s located in 230kV, 132kV substations and 22 power stations, connected via a secure STM-1 communications system, which comprised of an ADSS fibre optic backbone with microwave and PLC
(analogue and digital) links, to an open system based, client / server architecture SCADA system using UNIX RISC/Linux workstations. A complete hardware and software EMS package consisting of major software components, State Estimator, Contingency Analysis, Load Flow, Voltage Stability Analysis, Short Circuit Analysis, Voltage scheduler, Economic Dispatch, and fast response emergency dump. Responsible for the economic and financial justification of the design to the ADB. Electrical & Controls Engineer- Responsible for design of electrical and control system, and issue as international competitive bid. Pune, Mahathrasta, India(Jan -Mar 1997).Responsible for the detailed feasibility design and financial and economic justification of 28 cross regulating canal gates, 5 dam intakes automation, and canal level and flow control, from a central operations center. Electrical Commission of PNG, Papua New Guinea(Nov 1994-Mar 1995).Responsible for the commercial review, technical investigation, and economic/financial estimates for SCADA/EMS, substation automation, and communications development alternatives for the Commission's hydro and thermal generation, transmission (150 kV), and distribution systems (20 kV). The study included a detailed cost/benefit financial analysis using current SCADA, substation automation and communication pricing, and the Commission's operational and maintenance data for the three main areas of Port Moresby, Ramu, and Gazelle Peninsula. Control Engineer- Melbourne Water, Upper Yarra Guard Gate, Australia (May 1995)-Design review of electrical, controls and instrumentation, and PLC control system design and operation to ensure safe operation of 22 tonne guard gate for the Upper Yarra Outlet, Augmentation Project. Documentation review of operations and maintenance manuals to assess suitability of control design. Installation of hardwired controls and PLC reviewed to ensure independence and fail-safe modes of operation. Commissioning of the control system by simulation and on actual flow was undertaken. Project Engineer, North Island Control Centre RTU Project, New Zealand, Trans Power NZ, (April 1992 - Dec 1994). Responsible for the contract management, contract documentation, design, installation, and commissioning of remote terminal unit (RTU) and substation interface equipment into TransPower and Electricorp substations (220, 150 and 70 kV). Project Manager. Electrical and Control Engineer- Waitoa Milk Powder Factory, Anchor Products, New Zealand (Sept 1993 -Dec1994).Responsible for the design, commercial documentation and technical specification, documentation, integration, installation and commissioning of a plant-wide automation system consisting of interconnected Allen-Bradley PLC’s via a fibre optic data highway, and 11kV/400kV electrical reticulation network for a 3 million litre per day powder factory. Electrical and instrumentation standards were produced, which formed the basis for integrating three evaporators, one drier, milk reception, wet process, packing and a new energy center consisting of plant services, new 40 tonne boiler, and automation of two existing boilers. System capacity was 10,000 I/O of which 500 were PID control, 2,000 analogue electrical and energy measurements.
