Career Summary:

Extensive work experience as a magistrate, legal advisor, electricity regulator, general administration and currently practising as a lawyer.

Was the administrator for Zimbabwe Electricity Regulatory Commission (ZERC) and managed the transition from ZERC to Zimbabwe Electricity Regulatory Authority (ZERA) for a period of about two and half years until the appointment of the first Board of Directors of ZERA and immediately became its Secretary for a period of 6 months. I represented the country worldwide on energy matters and represented Zimbabwe at the formation of the African Energy Commission in Addis Ababa, Ethiopia. I also initiated amendments to the Electricity Sector Acts currently in use.

As legal advisor of the Ministry of Energy and Power Development I was responsible for advising the Minister, permanent secretary, directors and their departments including energy companies under the Ministry and participated in international negotiations involving energy power purchase agreements and supply of fuel contracts through the pipeline.

The work extent as a magistrate involved adjudication and, as legal advisor and now as a defence lawyer; involves deeper application and understanding of criminal, civil and statutory law with great knowledge in giving legal advice, civil litigation, commercial law, negotiation and drafting of contracts, drafting of legislation, determination of civil disputes and giving written opinions on labour disputes. • In addition to being administrator, in September 2011 to 28th February 2012, became secretary to the newly appointed Board of the Energy Regulatory Authority.

Special Achievements:

• Issued a total of 13 generation licences which were at different stages of implementation many of which are in renewable energy projects.

• Managed to purchase a building for the Authority to ward off the problem of ever increasing rentals.

• Investigated electricity related complaints and made recommendations to the Minister on naked cables and that overhead cables to homes be replaced by underground ones to curb electrocutions.

• Made recommendations to the Minister to amend regulations in the fuel sector so that fuel retailers could have a sustainable margin.

• Managed the introduction of ethanol-petrol blending in Zimbabwe.

• Was in charge of the change process from Zimbabwe Electricity Regulatory Commission (ZERC) to Zimbabwe Energy Regulatory Authority (ZERA).

• Have attended a lot of training workshops and negotiations on energy, electricity regulation, tariff setting and governance issues in Zimbabwe, South Africa, Gambia, Germany, Ethiopia, Zambia, Kenya, Botswana and Mozambique.
