Ms. Milton is a seasoned Senior Proposal Writer with more than 25 years of experience in developing strategic and credible proposals for Federal Government requirements, including the General Services Administration (GSA), Department of Defense (DoD), Department of Homeland Security (DHS), United States Postal Services (USPS), Department of Energy (DoE), Department of Health and Human Services (DHHS), Department of Justice (DoJ), Department of Housing and Urban Development (HUD), etc.

Ms. Milton is an expert in the entire proposal development process from start to finish, which include RFP evaluation and analysis; proposal templates development; effective schedule development; managing storyboards; technical approach, management plan, transition plan, and past performance proposal writing; desktop publishing; proposal reviews (pink team, red team, and gold team final reviews), and appropriate graphics creation. Ms. Milton is also known as a Subject Matter Expert (SME) in writing technical proposals because of her system engineering professional working experience with the federal government and major corporations that encompasses the entire spectrum of system engineering (SDLC) from requirements definition, system design and development, configuration management, quality assurance, production, implementation, cutover, security, and operations and maintenance. Ms. Milton developed hundreds of credible proposals for several companies that include Lockheed Martin, Verizon Federal, IBM, GSTI, Alcatel-Lucent, Titan/L-3 Communications, Raytheon, CACI, Northrop Grumman, Micro-Tech Tel/NewCloud Networks, Management Technologies, Inc. (MTI), AW Enterprises, Milvets System Technology, SymTech, and 8(a) small businesses.

Most recently (May 2003 to 2014), Ms. Milton was a senior proposal manager and technical writer for Hewlett Packard (HP). She provided nearly 13 years of remote technical and proposal writing for HP’s IT, software, cloud, and security documentation and solutions for SLED, Commercial, and Federal Government. She worked within HP’s Strategic Proposal Center, where she supported more than 80 bids per year with total proposal wins up to $4 billion annually. Currently, 2014-Present, Ms. Milton is assisting Arizona State University (ASU) and the Ohio State University (OSU) in the writing and development of credible grant proposals. Ms. Milton specializes in providing SLED, Commercial, and federal proposal development for RFPs, RFQs, RFIs; and task order proposal development support for Indefinite Delivery/Indefinite Quantity (ID/IQ) contract vehicles (e.g., NASA, SEWP, AFWAY, GSA 70, SeaPort, Netcents (AF), Eagle2, T4 (VA), etc.)

Ms. Milton implements the Shipley Proposal Methodology in development of all proposals and is a member of the Association of Proposal Manager Professionals (APMP). She is proficient in Microsoft Suite including Word, PowerPoint, and Excel; and various graphics software, including Adobe, FrameMaker, Illustrator, and Photoshop. She also uses SharePoint and other project management monitoring tools.

POSITIONS HELD:

Ms. Milton is a veteran. She has held various management and engineering positions with the NASA, Federal Aviation Administration (FAA) National Airspace System (NAS) Modernization Program; MITRE Corporation’s National Communications System (NCS) program for the Department of Defense; Navy Surface Warfare Center; Satellite Business Systems; and the East-Coast Telecommunications Center (ECTC) for the U.S. Army SATCOM Division. ECTC is the largest communications facility in the world.

SUMMARY OF CONSULTING EXPERIENCE:

MarLaw Systems Technology, Inc./ United States Department of Housing and Urban Development

(HUD) July 2001 – December 2001:

Ms. Milton assessed four legacy systems for HUD’s Human Resources Division for acquisition of a new information system. She analyzed and wrote and developed critical documentation that included: (1) Feasibility Document, (2) Business Processes Workflow, and (3) Functional Requirements Document (FRD). The recommendation was for the acquisition of PeopleSoft’s Human Resources Software Module. Also for the Office of the Chief Financial Officer (OCFO) Division, she assessed an existing loan accounting legacy system. Ms. Milton developed a Functional Requirements Document (FRD) that defined the system and users requirements specification for acquisition of a COTS solution.

TREEV, Inc./ United States Agency for International Development (USAID) July 2000–Jan 2001: Ms. Milton assessed USAID’s system workflow and development requirements and wrote and developed a Configuration Management Plan (CMP) to establish and maintain a CM program for the USAID. The plan provides guidance that ensures product traceability and system configuration integrity for all of USAID’s software development projects (e.g., configuration identification, control, status accounting, and audits). The plan was tailored to manage rapid application development (RAD) of these systems instead of the traditional full life-cycle software development.

TREEV, Inc./ United States Agency for International Development (USAID): Ms. Milton wrote and developed a Software Test Plan for the development of a rapid application development (RAD) correspondence tracking system. The plan verified and validated the newly developed information and correspondence tracking system for the USAID. The plan included test scenarios that validated the agency’s workflow and business processes requirements. Mele Associates, Inc. / Federal Aviation Administration (FAA) May 1999 – August 1999: Ms. Milton assisted in a Capacity Management Study for the FAA’s ARTS IIIA Host Computer Systems. The purpose of the Study was to identify possible upgrades to extend the systems’ life. She also wrote and developed a mathematical and statistical Causal Model of the systems’ performance, identification of bottlenecks, and recommendations for hardware/software upgrades. SUMMARY OF WORK EXPERIENCE:

Principal Engineer: RMS Technologies, Inc. March 1992 – September 1995 Ms. Milton was assigned to the Federal Aviation Administration (FAA) Voice Switching Control System (VSCS) Program, a National Airspace System (NAS) Modernization Program. She assisted in the development, engineering, quality production, and implementation of this system at all of the Nation's air route traffic control centers. System Engineer: MITRE Corporation April 1988 – November 1991 Ms. Milton provided technical and management guidance to the National Communications System (NCS) for the Department of Defense. She wrote and developed several technical documentation for the NCS that included functional requirement specification and user manuals. She also wrote a technical manual on The Impact of Intelligent Networks (IN) on NS/EP Telecommunications.

Task Manager: Arinc, Inc. March 1985 – March 1988

Under the FAA Integrated Communications Switching Systems (ICSS), NAS Modernization Program, Ms. Milton managed the successful installation and implementation to cut-over ICSS Type II and Type III systems for the airports, Tracons, and Automated Flight Service Stations

(AFSS) nationwide. Ms. Milton traveled to more than 30 airports to oversee the systems implementations.

Network Manager & Station Engineer Positions: March 1977 – February 1985 Ms. Milton managed and operated Lockheed Martin’s private satellite communications network called MARCALL. The Network provides integrated voice and data communications to the *************@*******.*** 301-***-****

corporation divisions and served over 30,000 users. She was a Network Manager for the Navy Surface Warfare Center, where she monitored the telecommunications network and ensured continuous operations. At Satellite Business Systems, Ms. Milton operated and maintained the company’s Satellite Communications Network for clients across the nation (e.g., IBM, Aetna, Wells Fargo, etc.). Ms. Milton was also an Earth Station Officer for the East-Coast Telecommunications Center (ECTC) for the U.S. Army SATCOM Division. ECTC is the largest communications facility in the world.

EDUCATION:

Ms. Milton holds a BS degree in Mathematics and Economics from Virginia State University (1976). She was also educated and trained in Electronics Engineering and Satellite Communications at the Military Signals School in Augusta, Georgia.
