Maintenance Manager II

My employment with the State of California spans 34 years all with Caltrans working in the Maintenance Division. I started as a Landscape and Highway Maintenance Worker in the Walnut Creek Region then moved into painting toll bridges as a Structural Steel Painter. My supervisory career began as a Lead Structural Steel Painter in district 4, and then in 1997 I moved to San Diego accepting a promotion as a SSPS (Structural Steel Paint Supervisor). During this ten-year I ventured into the computer world working as an Instructor for the IMMS pilot program. My upward mobility continued once I return to my normal assignment in that I was offered a position in Maintenance Support functioning as the Budget & IMMS Coordinator. Leading to my present assignment in which I’m managing the District 04, Paint Region as a Maintenance Manager I.

My experiences within the Maintenance Division are varied, beginning in the late 80’s when as a Lead Structural Steel Painter I was directed to create a statewide Pb (lead) compliance plan for the in-house bridge painting program and managed the regional warehouse & tool crib as an Acting SSPS. During this time period we utilized the MMS (Maintenance Management System) and SVS (Service & Supply) computer systems along with creating CD/ PO’s (Contract Delegation / Purchased Orders) and wrote hundreds of purchase justifications due to the budget impasses at that time.

In the 1990’s Caltrans / Maintenance Division eliminated numerous management positions, wanting upward mobility I accepted a promotion to SSPS in San Diego to manage the structures coating program in District 11. The paint program lacked experience and didn’t have much discipline or program support. In my quest to build this program into respectability and compliant to industrial standards I began by restoring the Apprenticeship Program and lead the classroom instruction myself. During my stay at the Coronado Bridge I created new rigging and containment methods to comply with NDPES / Storm Water BMP requirements. I also co-authored a Mobile Paint program BCP (Budget Change Proposal) that provided funding for our in-house paint crews to travel throughout California, which added an additional bridge paint crew to the Maintenance Division in District 11.

As a leader in the Bridge Painting industry I have been asked to participate in numerous statewide exam panels as a SME (State Matter Expert) and in co-authoring a draft investigation as a member of a DART (District Accident Review Team) on bridge paint related worksite fatality.

In 2001 I participated in developing and implementing the IMMS / Hansen program as a SME working with the Office of Management Systems & Studies as an Instructor. In this position we were required to travel statewide and set-up IT equipment in private sector facilities to provided IMMS classroom instruction to all Maintenance Division Management personnel for a two year period on a limited term assignment. Preparing for this assignment we were required to attended the following training courses in working with HQ (Headquarters): Dealing with Difficult People, Creating and Delivering Winning Presentations, Computer Software: Ms Word, Excel, PowerPoint, Lotus Notes, and Hansen Technology.

Upon my returned to District 11, I continued to perform my duties managing the coatings program on the San Diego / Coronado Bay Bridge and applied for the IMMS Coordinator’s position. In May of 2007 I was successful in achieving my goal to become the IMMS Coordinator and began my duties ensuring that the Maintenance Division time keeping was accurate along with monitoring compliance requirements and preparing reports at the District and HQ levels. My workload increased when the Budget Analysts duties where add to my job responsibilities which have greatly expanded my knowledge of our Caltrans budget system.

In obtaining the knowledge, abilities and analytical requirements for both the IMMS Coordinator & Budget Analysts position, I have become proficient in all areas in maintenance operations and methods pertaining to materials, equipment, labor and accounting practices. In my last assignment in Southern California I was asked to work out of class as an Acting Area Superintendent directing all Landscape and Bridge operations in the southern area of the West Region of District 11.

In my present position I have increased my knowledge in working with outstanding people that are very dedicate to the bridge painting trade and believe that leadership is in the relationships & people, not production. The management team & I have worked hard at providing the tools for our Supervisors to grow and learn the art of directing people and managing major operations. The transfer of knowledge and demonstrating that “doing the right thing at the right time” is the corner stone of our department and followed to meet the goals & values of the Caltrans mission statement.

I have completed and obtained certificate of completion in the following Software based programs; BMS (Budget Monitoring System), BAS (Budget Allocation & Encumbrance System), Trams, FIDO (Maintenance Management System Financial Data to Oracle), IMMS (Integrated Maintenance Management System) Discover, WSVS (Web-Based Service & Supply System), E-FIS, and Microsoft Office.

My vast experience within the Maintenance Division working in different environments validates that I’m well qualified and have the necessary knowledge, abilities and analytical skills required to perform the duties of a Maintenance Manager II.
