Aug 2021 – Aug 2022: HEALTHCARE ENGINEER Department of Veterans Affairs, Fayetteville, NC 28301.
• Improved patient healthcare via facility retrofits by replacing core infrastructure in hospitals and clinics. Upgraded UPS, racks, servers, switches, patch panels and intrusion alarms in protected patient data storage.
• Developed SOW and IGE for fire alarms, energy efficient HVAC, HEPA filters, medical gases and DI water. Achieved compliance of clinical spaces with the JCAHO standard (now TJC) and NFPA101 Life Safety Code.

• Federal project manager and contracting officer’s representative Level II for the Bureau of Indian Affairs. Administered Federal grants to reconstruct K-12 Indian schools. Kept IAQ in compliance with ASHRAE 62.1.
• Controlled underground excavation in Navajo Nation to preserve historic artifacts by consulting tribal elders. Brought school dormitories into ADA compliance for toilets, showers, handicapped ramps and chair lifts. GAP - 8 YRS - RETIRED
Jan 2005 – Oct 2012: PROJECT MANAGER General Services Administration, Washington, DC 20407.
• Managed tenant improvement construction in Government occupied multi-story buildings in DC, MD, VA. Replaced centrifugal chillers, cooling towers, air handling units and computer room AC valued to $3.5 Million.
• Prepared tech specs using CSI and estimates using RS Means CostWorks. Used MS Project for scheduling. Resolved RFIs, created change orders, completed punch lists, approved invoices and closed out contracts. Jan 2003 – Jan 2005: MAINTENANCE ENGINEER Department of the Air Force, Washington, DC 20032.
• Guided a crew of airmen and civilians to repair installation-wide HVAC and utilities distribution equipment. Managed $4 Mil energy savings performance contract for lights, motors, DDC, chillers, ice storage and boilers.
• Designed and installed a standalone 2.5 mmbtuh ASME I boiler for a Temporary Lodging Facility on Bolling. Mentored a fresh BSME lieutenant from New York with no previous maintenance engineering experience. Oct 2000 – Jan 2003: ENERGY MANAGER Department of the Army, Ft. Myer, Arlington, VA 22211.
• Achieved utility cost savings at Ft. Myer and Ft. McNair buildings via $12 Mil Viron-Pepco ESPC project. Installed variable speed drives, ground source heat pumps, hot water boilers and Building Automation.
• Issued utility contracts to collect $2 Mil/Yr. from Army tenants. Participated in the utility privatization initiative. Remodeled historic buildings in DC with mandated approvals from regulatory agencies - NCPC, CFA, SHPO.
• Supervised 115 WG employees in heating, air conditioning, electrical, steam, water and sewage trades. GAP - 2 YRS - SURGERY
Jan 1997 – Jan 1999: ENGINEERING SUPERVISOR Marine Corps, Twentynine Palms, CA 92278.
• Managed 24 mechanics who operated 120 mmbtuh district heat, 3 MGD water and 1 MGD sewage plants serving 21,000 civilians, Marines and their family members. Maintained swamp coolers in all family housing.
• Installed an alternative energy 250-kW photo-voltaic plant funded by So Cal Edison at a remote rifle range.
• Recycled wastewater to irrigate an 18-hole, lush-green golf course in the high desert. Eradicated stinking phytoplankton growth with eco-friendly algaecide in a settling pond.
• Managed the AQMD/EPA asbestos control program. Abated friable insulation in MCAS Tustin hangars. Jan 1994 – Jan 1997: UTILITIES DIRECTOR Marine Corps, Iwakuni, Yamaguchi, Japan.
• Controlled a $17 Mil utility operations budget in a military base of 11,000 Marines, sailors, soldiers and civilians. Managed 51 Japanese FTE, construction contractors and Navy Seabees. Shore assets were 20 MW primary substation, 300 transformers, 25 generators, 47 steam boilers, 3 water pump houses and 2 wastewater plants.
• Operated a 5000 tons/year sanitary landfill and a 120-ton profitable recycle center for solid waste reduction. Restored station power to all airfield runways within 8 hours after super-typhoon Oscar wreaked havoc on base. Jan 1990 – Dec 1993: ENERGY ENGINEER Department of the Army, San Francisco, CA 94129.
• Promoted energy conservation across 6 million sq ft of Presidio buildings. Retrofit construction projects achieved a 20% reduction in gas, electricity, water and sewage costs.
• Calculated commodity resale rates, read 300 meters and collected $4 Million from Army tenant agencies. Managed tenant improvement (TI) buildouts in military housing, now leased to civilians by the Presidio Trust. EDUCATION
