1)Finishes Solutions: Construction Program Manager (Jan. 2022–April. 2024)

I served as a Lead estimator, Construction Project Manager for Jacobs PM/CM Group with responsibilities in construction management, cost estimating, prepared bids/proposals, construction budgeting. Prepared & participated in numerous feasibility studies, and design reviews.

As a construction Project Manager, I managed all activities including Purchase Orders, RFIs, submittals, shop drawings, entitlements, control of bids, budget and schedule. I prepared cost proposals, organized change activities, prepared project procedure manuals, monitored schedules and coordinated design, constructability reviews, and monitored project delivery process and daily field inspections. I monitored monthly progress reports, pay applications. Prepared IGEs and negotiated price with all contractors in all disciplines. I served as a QA/QC manager on many projects.

oFort Belvoir $1.7 Billion NGA (National Geospatial Agency) Project under BRAC Program. This project was awarded Jacobs Master Builder Award. This included Hi Rise Buildings, Roads, Bridges and Tunnels.

oPentagon Project, Washington, DC. Refurbishing of the complex.

oPrepared cost estimate for The National Defense University NDU at Ft. McNair in Washington DC. Completed construction on time and within budget. Succesfully negotiated contractor’s change orders to the entire satisfaction of the Client.

c)Arial Rios Government Historical Building Refurbishing Project: GSA - EPA Govt. Historical Bldg in DC.

Project Manager/Chief Estimator: Overall responsibility and accountability for the successful delivery of Budget.

Completed on time and within Budget. 70% on estimating change orders and negotiating to the entire satisfaction of the client.

d)The World Bank Complex, Washington, D.C., Sr. Project Engineer/Chief Estimator, Price Negotiator

This $350 million 12 story HQ facility with five (5) levels underground parking facility. Demolished seven out of nine existing buildings to form a square donut. Monitored contractor’s Bids, schedules, reviewed plans and specifications, verified durations, monitored contractor’s progress and schedules for payment and project control. Identified, prepared, and successfully negotiated changes for entitlement and cost, in addition to settling claims to the full satisfaction of the Client. Provided life cycle cost and value engineering.

Based on my WB experience Jacobs/World Bank sent me to India as the Design/Construction Manager on developing and installing Telephone towers, and Highway Projects all over India). Nogotiated price and completed projects within budget.

4)KBR (Formerly Brown & Root, Inc) Houston,Texas: (Jan. 1979 – Aug. 1989) Project Controls Estimator 70% and Construction Site Engineer 30% I Estimated numerous hard money projects based on design drawings and also with conceptual refinery models. Projects also included Civil work, chemical plants, pipelines, and refinery upgrades, Civil Engineering including land Development. (10. yrs.)

Conceptual engineering and bid/proposal for 9-Gas Oil Separation Plants (GOSPS) & lift/pump stations. Provided modification and re-routing of crude and gas pipelines. Prepaid completed estimate with a team efforts of Civil, structural, MEPand Electrical team.

I introduced a cost control “Q&M” (quantity/manhours) a special cost management/site management system.

Coordinated & negotiated change order works for entitlement & payment with client’s contract department and all contractors. Estimated many miles of u/G Pipelines from Basra to Khurais Oil fields and highways from Dahran.

d)Revamping of Chevron Refinery, Pascagoula, Mississippi, USA: Lead Cost Estimator 4. Yrs

This was a 20 million direct man-hours and $1.2 Billion project. Controlled cost through preparing independent estimates and successful negotiations with subcontractors. Defined a plan for accomplishing the work within the client’s imposed requirements. Prepared cash flow analysis. Coordinated & monitored contractors cost proposals for plant shutdown with minimum downtime. Did structural design for all piperacks for different sizes of pipe runs. Volunteered to work night shift for one year.
