EXPERIENCE
Current MARTA Functions & Experience:
Responsible for the Management and oversight of approximately 50% of the Authority’s Operational budget inclusive of the GM/CEO, CAO, Rail, IT, HR, Police, Safety, Research and Analysis. Ensures the proper linkage of the Authority Strategic Plan to the Authority's long range/short range financial plan and annual strategic budget development. Initiates, reviews, analyzes, and prepares recommendations for the most detailed and complex financial and/or organizational proposals. Proactively plans, schedules, coordinates, prepares, reviews, and analyzes the annual and long-range impacts to costs and budgets related to the Authority's capital, planning, or operating programs. Develops recommendations with proper linkage between the capital investments and operating impacts and financial strategies to ensure the Authority's financial viability. Serves as expert resource to lower-level analyst providing instruction on the more complex analysis and strategic planning processes. Prepares detailed periodic reports and communicates analyses, forecasts, and recommendations to responsible departments and senior management Current or past job-related experience in alignment with requested position: 1. Management, oversight, and monitoring, of Capitol Improvement Programs (CIP) budgetary compliance reporting ($600M+Annual Budget) 150+ Capital Projects. 2. Subject Matter Expert-Financial Expert” Provided costing analysis forecast and recommendations for final approval for Metro Los Angelas Transit to insource/inhouse Police Services providing an estimated
$300M + cost savings. Expert Services included implementation plan and all Capital & Operating costing considerations.
3. Skilled in defining scope, task, and modeling of Capital Projects from initiation to closeout with applicable Governance Compliance.
4. Experienced in oversight and management of consultants, contractors, and related stakeholders. 5. Innovative in the creation, maintenance, and support of modeling templates for projects, financial plans, and ad hoc Reporting.
6. Experienced in creating and managing training activities and developing Standard Operating Procedures
(SOP’s) for Budget Analyst and related Stakeholders 7. Analyzes accuracy of budgetary reporting and related variances, as well as consideration for allocating multi-year contracts and accurately identifying annual expenditures. 8. Prepares detailed management reports for use by project managers and stakeholders in monitoring and tracking individual project performance. Reports project performance issues to executive management, project sponsors, project owners, project managers and other key stakeholders and monitors status of corrective action plans to address identifies issues. 9. Contributor to the creation and budgetary tracking and resource allocation of the More MARTA expansion program.
10. Active participant in the development, reorganization, funding and full deployment of the Division of Capital Programs, Expansion, and Innovation.
11. Provides reports and training to MARTA GM/CEO, C-Suite, and Subordinate Staff. manager, Directors and other MARTA staff on budget analysis, procedures, templates, and systems. EDUCATION
