Introduction:
I am Barnet E A Delport, aka as Barney. I am an excellent negotiator. I have had the honour of working closely with Coleman Andrews when I was part of the restructuring team that restructured the airline from a parastatal to a company, both Internationally and locally. I have had considerable international and national experience in companies. I had my own successful training company and I sold it to go back into the corporate environment.
I am a hard worker not afraid to take on any business challenge. Tough negotiator. I am an expert in HR/IR/ Training and Development and I have climbed the ranks from HR Administrator, HR Officer, and Junior HR Manager to Regional HR Manager, and finally HR Director. I therefore have the qualifications and skills to match. I have over 25 year’s hands on experience in the HR environment.
At the SABPP, I also started at the bottom as a HRAP, then was promoted to a CHRP, and finally to the top as a MHRP - Generalist. I have looked after a workforce of 56 000 employees nationally and 5000 regionally. I had a HR staff compliment of 12 regionally, directly reporting to me.
I have dealt with various attorneys and Advocates, Labour court, CCMA and various Bargaining councils has never been a challenge for me. I have dealt with various Unions (12), many times, and I am the only person to have a favourable testimonial from SATAWU. During the Pandemic I was very proactively involved in ensuring that our company was sustainable and that the employees that we had to lose (retrench) along the way was minimal and unavoidable.
My only weakness is that I tend to dive into my work projects until they are fully completed, and I do not know when to switch off until the project is completed, then I know that I can rest a bit until the next project.

Title: HR/IR/Training Consultant (Freelancer).
Functions / duties:-
I consulted in Blue-chip and SMME companies on all matters pertaining to HR, e.g. HRIS, Policy and Procedures from design to Implementation, I counseled employees on various issues, e.g. Absenteeism, Poor Work performance, I also had meetings with employees w.r.t educating them on the various policies (employee engagement). I have also trained and advised the HRBP and Administrators in their duties and functions so as to build a first class HR department. I have consulted on all areas of the HR environment.
I am a Independent Chairperson in hearing and I also advise all companies on Labour Law and the impact it has on their organizations as well as risk analysis and reporting. I handle all grievances for a wide range of organizations and SMME’s, I have also consulted in NPO’s too.I have designed and implemented my own Codes of Conduct. I have also advised and represented various clients at the CCMA and relevant Bargaining Councils. I have trained all relevant managers on my own Labour Law courses and disciplinary procedures. I have handled up to 12 Unions at any given time, held meetings and even trained them on IR Matters. My IR experience stems back to 1984, whereby I was a shop steward and trained by some of the best in Labour Relations, so my engagement with Unions always reaps the best results for the company’s I represent.
As a qualified Assessor and SDF. I also assist and advise my clients on the GETNA, WSP's and ATR’s. I identify training gaps and advise my clients accordingly. I offer training by myself as I own some of my own course material.

Title:Regional HR/IR/TRAINING MANAGER
Functions / duties:-
I had 6 Branches under my direct control from Mthatha to Mossel Bay, with 12 HRBP and HR Administrators reporting directly to me. Regionally I was responsible for 5000 employees and Nationally 56000.
I was solely responsible for all HR matters in the regions and I only reported to My HR Director in HQ.
Some of my responsibility included but was not limited to HRIS, Policy and Procedures, design to implementation, Union engagement, employee engagements, HR project management, Payroll administration, Meetings, I was very proactive during the Pandemic due to the fact that we were classified as an Essential Service. I was proactive in retrenchments due to the pandemic. I also attended to strike actions by employees and resolved all grievances with zero delay to the business or our clients. I did monthly reports and attended to all inspections by PSIRA and the Department of Labour, all with clear audits. I also performed my own HR Audits within my region.
I attended to all CCMA matters and arbitration's with the relevant bargaining councils. I ensured labour peace with all the Unions within our company, with an open door approach, I chaired all the hearings in my area. I won most of my CCMA cases and settled only a few small ones in my seven years. I trained all management levels and Union reps in Labour Law. I held meetings with the Unions on a regular basis which resulted in our CCMA referrals dropping by 1/3 percent in the first year. I attended to all grievances swiftly and decisively. I had labour peace.
I also did most of my training myself and took control of my regions training needs b y shopping around, I was able to act within the allocated budget and showing cost savings. I took care of the WSP’s and ATR’s from compilation to submission.

February 2011 - February 2015
Company: Nationwide Security Holdings
and Sizwe Risk Consultants CC.
Title:National HR MANAGER & HR Director
Functions / duties:-
The main company was Nationwide Security Holding and one of the 6 subsidiary company’s was Sizwe Risk
Consultants CC. I was first the National HR Manager for the Nationwide Security Holding and its six subsidiary and then I was promoted to HR Director of Sizwe Risk Consultants.
My duties were, HRIS, attending to staff grievances, Union and employee engagements, retrenchments, All labour Law related matters. Training and development, organizational design. I attended to all strikes. I chaired all the disciplinary hearings and I advised all management on disciplinary and HR matters. I was subcontracted to be the regional HR/IR/ Training Manager for the successful Soccer World cup 2010. I was also responsible for preparing and authorizing the monthly payroll.
I was then promoted to be the HR Director of Sizwe Risk Consultants CC and unbeknown to me they went under business rescue and liquidated in February 2015. I was therefore retrenched without any option due to liquidation by the owners.
January 2007 - December 2010
Company: Sentratek (Aircon) and OLM (Manufacturing) Title: HR MANAGER
Functions / duties:-
I was the HR Manager for two companies, Sentratek or the SAN Group, they installed industrial Air conditioners even into Africa, Nigeria, and the OLM, they manufactured aluminum hulled boats
My duties included, VIP payroll, attending to all HR Matters, counseling staff on absenteeism and work performance. Training all management on disciplinary procedures, designing and implementing Policy and Procedures as well as the disciplinary code of conduct. I was also responsible for applying the Labour Law in Nigeria under their rules and regulations. I was also in charge of the MTS subsidiary, which was a Labour Broker and thus supplied manual labour, welders and fitters to the OLM side of the business. It was quite a successful small business and had a turnover of R2M p. a.
I resigned for a better offer and better benefits and a unique chance to get HR/IR/Training International exposure. February 1981 - December 2004
Company: South African Airways Cargo & Passengers
Title: Customer Services Agent / Personnel Manager Functions / duties:-
I started out as a Customer Services Agent, both Passengers and Cargo, I worked in various departments e.g. Customs, receiving and forwarding, bookings, rates construction domestic and international. Cargo warehousing receiving and dispatching, accounts debtors and creditors, departure control, passenger services, Pax bookings, Sales and Marketing, Lost luggage, Customer complaints, Logistics and control, FMCG, Checking in, on boarding, off boarding.
Then I joined the union SALSTAFF and I was educated by them in grievance procedures and Arbitration ( We used IMMSA then as the CCMA was not established yet.) I then joined SATAWU as a representative and then I was poached to join the airline industry Union, AIWU as the vice chair of the country. Coleman Andrews was the CEO of SAA and saw value in me and thus SAA paid for all my studies and I was then elected to be on the SAA Restructuring Labour Caucus, which we negotiated taking the entire SAA from a parastatal to a company (I have documented proof of all of this). I was proactively involved in setting up the successful SAA Bargaining Forum.
I resigned in December 2004 to being my own successful Training company with blue chip companies and to become a Chairperson in hearings (Freelancer).
