Performs professional engineering investigations and feasibility studies, sketches and cost estimating to determine program requirements, develop long range analysis reports and recommendations for the projected construction, maintenance, and repair requirements of existing and planned facilities. Responsible for a continuous examination and evaluation of the Maintenance Planning Program in order to initiate, develop and maintain improvements that will result in lower maintenance costs and higher operational efficiencies. This includes the establishment of specifications and standards for recurring repairs and maintenance work, the formulation of recommendation on maintenance based on analysis of field conditions, new methods, and selection of materials best suited for the specific work. Researches and gathers all available documents and information pertaining to the maintenance history and correct condition of each facility. Inspects facilities, utilities and power plants to verify and/or identify all electrical maintenance and repair deficiencies with respect to mission requirements and determine required repairs to correct deficiencies.
Performs on-site surveys of each facility to verify building components for input to the building Annual Inspection Summary (AIS). Prepares comprehensive narrative reports on building deficiencies found and determines the required repairs to correct the identified deficiencies. Reviews manuals and instructions to determine required categories for deficiencies and prepares cost estimate. Supervises the switchyard tenders in their full responsibility of the safety and efficient operation, tending, troubleshooting, modifications, variations, housekeeping and changes of the power substation ranging from routine to more complex. Interprets/analyzes the daily load curve/graph submitted by the tenders so that power scheduling of load shedding would be attain to anticipate future overloading of the 20 MVA power transformer.
Schedules the monthly duties on a rotation basis of the tenders and at the same time submit their daily time record to the Payroll Section for the appropriation of their salaries. Performs supervision on the preventive and corrective maintenance done for the efficient and reliable operation of the power substation. Investigates reported trouble spots on the existing electrical distribution system of Olongapo City and prepares appropriate action for that matter. Updates as-built plans, single line diagrams of the existing distribution system and switchgear schematic diagrams from time to time. Surveys proposed expansion of the secondary distribution system and at the same time prepare the working design, plans and estimate of the pole line materials to be used.
