Anthony Swaray Domawa (PhD) is an Academic, a Strategic Planner and a Human Resource Management Specialist with a clean track record of professionalism and integrity over12 years of hands-on experience across Governments, Donor Partners and Non-Governmental Organisations, in progressive leadership positions. Anthony S. Domawa is an exceptionally seasoned and reliable professional with extraordinary negotiation and organisational abilities. He is able to work well independently with little or no supervision. Dr Anthony S Domawa’s wealth of experience and his ability to relate Theory to Practice has established him as professional in his discipline over the years. Anthony S Domawa also has experience in project management, including monitoring for results, capacity strengthening of implementing partners, implementing monitoring and feedback systems at national levels, and preparing and submitting high quality progress and performance reports in conformity with a range of development partners in Sierra Leone. Has flexibility in negotiating agreements that protect UNDP legal interests in Sierra Leone, specifically during the EBOLA period; and also has speciality in administrative duties, develop, and direct the operations of the UNDP office in Sierra Leone. As an Academic, Dr Anthony S Domawa is actively engaged in research and teaching at tertiary level. Anthony has been contributing to knowledge and relates practice to research, teaching and supervision of both undergraduate and postgraduate students’ dissertations form Institute of Public Administration and Management (IPAM), University of Sierra. Anthony S. Domawa has served in the capacity as both acting Head of Department, in the Department of Public Administration and currently the Director of Human Resources, University of Sierra Leone.

WORK EXPERIENCE
As a Lecturer at IPAM, Dr. Anthony Swaray Domawa is a subject expert who design, develop, and deliver material using a range of methods and platforms; he lectures Human Resource management, International Relations, Civil Society Organisation, English Language and Communication Skills, Public Administration, Public policy and Implementation, International Relations and other subject matters. Dr. Domawa is also assisting in the Human Resource Department as expert guide in the University of Sierra Leone, attached to the Institute of Public Administration and Management (IPAM). Before getting a (Ph. D) in HRM, he has served as Assistance Director of HR at the Methodist Church Sierra Leone (MCSL), served as Deputy HR Officer at the Kenema District Council. He creates course material, lesson plans, and curricula, conduct research and fieldwork, engage with students, assist with processing applications, and also attend interviews, conferences, and meetings. He demonstrates superior listening and communication skills. Anthony S. Domawa is currently the Chairman of a Curriculum Committee set in the Faculty of Leadership and Governance, responsible for creating new courses for the faculty. He has just completed creating a whole course structure for a Bachelor of Science in International Relations and Diplomacy which is presently before the University Court for approval.
As a resource Mobilisation Officer at the District Council, in the Kenema District of Sierra Leone, Anthony S. Domawa was responsible for increasingly diversified network of resource partners including development partners, corporates, academia, policy-makers, philanthropists etc. for the council. He was also responsible for ensuring the continuation of the council’s service provision to clients, support council sustainability, and allows for improvement and scale-up of products and services the council provides. He supervised and ensure proper facilitation of project design of council workshops, develop concept papers as and when there is need for that, develop full proposal and budget on purpose, ensure that high quality standards are met, and that proposals meet donor and member requirements.
As a Liaison Officer at UNDP during the Ebola crisis, Anthony S Domawa gave local coordination and communication support to the implementation of the UNDP in assisting Sierra Leone fight against Ebola, and shared responsibility for ensuring that its overall objectives are achieved. Under the overall direction of the UN Resident Coordinator, Anthony S Domawa was accountable to heads of each of the participating UN agencies and worked closely with their staff to facilitate their work in the country. Anthony S Domawa gave special attention to liaising with local government and non-governmental actors, and to effective communication of the programme’s goals, activities, and achievements.
As a Rapid Response Coordinator, Anthony contributed to the coordination of the national response to the outbreak of Ebola Virus Disease. Specifically, He worked with Rapid Response Teams to coordinate and support in the areas of resource mobilisation and information management. Hierarchically and functionally, Anthony reported via the Director of Plans and Operation to the United Nations Mission for Ebola Emergency Response representative (UNMEER).
He immediately notified the relevant authorities about the findings/results of the investigation of the rapid response team and to recommend possible interventions to the preliminary containment and control measures as appropriate according to the findings in the field. Anthony also assisted Program Managers to build relationships with UN partners (national governments, ministries, civil society actors, among others) and represent the Program Manager, as necessary.

Anthony played a key role in capacity development and knowledge management, and was celebrated as a Liaison.
