Authored over $250 Million in contract growth modifications. Modifications included the increase in staffing by eighty five individuals as we converted standard hourly based guard force to Day Rate as well as increased security footprint by assuming other us government facilities.

Instrumental in managing the Department of State client to grow the Worldwide Protective Services Kabul Embassy Security Force contract from its initial 5 years $500 million award to over $1.1 billion during the first 3 years of the contract.

Utilizing Root Cause Analysis, I solved the Labor/Invoice process with the client; changed invoicing submission speed worth over $15 million from 50 days to submission to under 5 days.

Provided operational know how and expertise in the development and win of the recompete of the companies Worldwide Protective Services II contract IDIQ and US Embassy Kabul Wins.

Continually provide written and expertise guidance to the BD team in order to secure other Local Guard Force Contract wins in Kenya and Rwanda and Department of Defense Security Contracts in Afghanistan.

Established the recruiting criteria for the 1800-man security contract. Criteria established for prescreening resulted in lowering the total number of candidates reviewed to hired from 24/1 to 16/1 which lowered overall costs.

West/Central Africa Branch Chief, Latin America, Europe/Eurasia and Africa Analysis

Substantive expert and Crises action officer supplying comprehensive intelligence on West/Central Africa. Supervising eight desk officers who provide intelligence for a customer base which included the President of the United States, Secretary of Defense, Chairman and the Joint Chiefs of Staff, Congressional customers, and other elements of the intelligence community.

Led Branch Team to produce over 50 items for policy makers during a three-week period covering the Crises in Ivory Coast; briefed the offices of the Secretary of Defense and the National Security Staff on the matter.

Project Manager for the Wiki Task force which reviewed tens of thousands of US sensitive documents made public and prepared comprehensive analytical reports to policy makers as to the potential damage to US policy international standing due to these documents released. This 18-month project was delivered on time with no degradation conducting normal business.

Defense Intelligence Agency – N’Djamena Chad January 2008 – December 2009

Army Defense Attaché, Chad & the Central African Republic

Served as the senior Department of Defense official at the United States Embassy in N’Djamena. Responsible for overall direction, management and coordination of all US defense related issues and activities that took place in Chad and Central African Republic. Served as the ambassador’s primary advisor on all military matters and engagement.

Led discussions which implemented the change of Chadian military force structure to facilitate the renewal of military-to-military engagement, a $0.5 million annual program.

Authored in conjunction with the Regional Security Officer a counter terrorism training program for the Chadian police force, resulting in a $1.1 million training program being awarded to the embassy.

Rebuilt the embassy’s defunct International Cooperative Administrative Support Services (ICASS) program, garnered $66,000 in additional ICASS funds, an 8% increase in embassy operational funding, without passing this additional cost to the customers.

Project Manager for 50+ humanitarian assistance projects in Chad and Central African Republic Projects included Schools, Water Wells, and Medical Clinics, all projects completed within budget.

Substantive expert providing comprehensive intelligence on Nigeria providing intelligence for a customer base which included the President of the United States, Secretary of Defense, Chairman and the Joint Chiefs of Staff, Congressional customers, and other elements of the intelligence community.

Project Lead on the Intel Communities Intellipedia Nigerian outlook plan for the National Intelligence Community, oversaw the production of the page which had input form CIA, DIA, NGA, NSA SIGINT Command, US Marine Corp, Army, Airforce and Navel Intelligence, Coast Guard, State Department and other agencies. This was the first time the government utilized the database to draft and publish a substantial paper.

Authored / published in excess of 50 briefings, papers and reports on Niger Delta and the Gulf of Guinea for senior policy makers. To include a Presidential Daily Brief on Nigerian forces in Darfur, and a joint British US document to the Director of Intelligence on the Nigerian Elections.

Monitored the Nigerian 2007 Presidential Election as Part of the United Nations Voting Observer, conducting on site appraisals and inspections in Kano and Kaduna Nigeria. Managed a team of 12 individuals collecting and publishing reports on the election reports.

Joint Staff – Pentagon, Washington DC December 2004 – March 2006

Middle East/Africa Desk, Senior Watch Officer, National Military Command Center

Responsible for time-sensitive indication and warnings for 68 countries. Provided critical real itme intelligence support to the Chairman of the Joint Chiefs of Staff, Secretary of Defense, Joint Staff.

Redesigned the desk officer training packet on the intricacies of working in the Watch Center, revolutionized this standardized training packet which became the standard for all watch desks.

Project lead over 4 desk officers and three military reservist to ensure the desk was covered twenty four hours a day 365 days a year.

When Required provided subject matter expertise to the Joint Staff J2 prior to the Joint Staff daily intelligence Brief.

Senior Trainer, Iraqi Working Group February 2004 – September 2004

Iraqi National Intelligence Service –Baghdâd Iraq

Responsible for the mentor and development of the Iraqi National Intelligence Service Analyst Division. This was an international intelligence operation with personnel form US, Britain, Canada, Australia and New Zealand.

Program Manager: Developed the Iraqi National Intelligence Services’ first twenty four hour watch floor, this program was completed on time and $25,000 under budget.

Managed: Implemented the Iraqi National Intelligence Services’ Daily intelligence Briefing; the first daily intelligence brief for the Iraqi Prime Minister from a purely Iraqi perspective.

Networking: Orchestrated the first Iraqi National Intelligence Estimate, bringing together Iraqi internal security, Iraqi military and intelligence services, a first for Iraq, this resulted in the first Iraqi Intelligence led capture of insurgent forces in Baghdad.
