I have over 30 years of experience managing large-scale and complex programs across New York City. I was the Project Executive for the NYC Department of Design and Construction’s (DDC)

$2.5B new jail facilities under the Borough-Based Jails program and before that the Deputy Program Director of DDC’s Courts Program Unit and Senior Project Manager in the Correction, Courts, and Health Program Units. I have been part of award-winning projects with building additions designed or historically renovated by notable architects including Perkins Eastman and Platt Byard Dovell White. I am well-versed in design/build, CM and CM/Build project delivery methods. My overall project portfolio also includes health care facilities and building modernizations and fire/life safety upgrades.

Queens Borough Hall – New Parking Garage and Community Space, $87M

Brooklyn Detention Complex – Renovation and Addition, Life/Safety Improvements, $65M

Queens Detention Facility – Dismantle and Swing Space, $53M

Renovation and addition to Riverside Health Center, $32M

NYC COVID-19 Emergency Response, Citywide – Fast-track, scattered site program to design and build testing specimen collection facilities

Reconstruction of Staten Island Family Justice Center, $7M

NY State Appellate Court – Renovations at NYC Landmark courthouse, $13M EXPERIENCE

NYS Office of General Services, Sing Sing Correctional Facility, Construction Management Services for Various Projects, Senior Project Manager (2023-Present) working for the Design and Construction Group, projects across the 130-acre campus and more than 30 buildings consisted of renovations, additions, system upgrades and site/security improvements. NYC Department of Design and Construction, Borough-Based Jails (BBJ) Unit, Project Executive

(2020-2023) DDC is a mayoral agency serving as the primary capital construction project manager for New York City with a $3.4B capital portfolio. I was responsible for the management of projects under the approximately $7.2B BBJ program to dismantle existing detention facilities and build new high-rise borough-based jails in Manhattan, Queens, Brooklyn, and the Bronx. DB projects included:

New Parking Garage and Community Space, $87M

Eight-level parking garage with more than 600 spaces, bicycle racks, and adjacent 25,000-sf, two-story, flexible, multi-purpose community space. Project include a partial planted green roof, EV charges, solar panels, and on-site stormwater retention. Project to receive LEED Gold and Parksmart Certifications

New Queens Borough-Based Jail, $1.75B (procurement/in-market) New 826,000-sf facility that will contain 886 beds including 126 beds for women in NYC- DOC custody. Also included are space for on-site services and programming, indoor and outdoor recreation, food services, staff offices and facilities, amenities, and a secured entry

New Queens Detention Center Dismantle and Swing Space, $53M Dismantlement of eight-story building to be replaced by a new detention facility. This Design-Build project’s objective was to decouple all connected utility connections between the Queens Detention Center and the Queens Criminal Courthouse. Project included installing new water services, new fire, jockey and domestic water pumps in courthouse. Also, a Temporary Sallyport was built at the court as swing space to bring persons in custody for court operation

NYC Department of Design and Construction, COVID-19 Emergency Response – Part of agency team responding to various COVID-19 emergency projects across New York City. Managed teams of construction managers and contractors to survey and select sites, then design and build COVID-19 testing and specimen collection facilities. The fast-track program required facilities to be completed within 16 days. Responsible for successfully completing three of the citywide sites on schedule.

NYC Department of Design and Construction, Courts Program Unit, Deputy Program Director

(2016-2020) Managed team of a dozen project managers and construction managers responsible for the delivery of court projects for various client agencies. Projects included:

Manhattan Criminal Court – New cooling tower system; accessibility modifications, $18M

Courthouse Elevator Modernization, Multiple Sites, $16M

New York State Appellate Court – Renovations, $13M

Brooklyn Appellate Court – Electrical and fire alarm upgrade, $7M

Staten Island Family Justice Center Renovations, $6M

Manhattan Civil Court – Façade and bulkhead reconstruction, $6M NYC Department of Design and Construction, Correction, Courts and Health Program Unit, Senior Project Manager (1995-2023) Responsible for the supervision and management of construction projects working with in-house, CM and CM/Build teams. Projects ranged from detention and correctional facilities to healthcare and courthouse buildings. Highlights include:

Brooklyn Detention Complex – Renovation and addition, $35M; fire/life safety improvements, $30M

Riverside Health Center – Renovation and addition, $30M

George R. Vierno Center/Rose M. Singer Center, Rikers Island - Site and building improvements, $3M

NYC Department of Citywide Administrative Services, Resident Engineer Managed construction projects for the department responsible for managing 55 public buildings for various mayoral user agencies. Projects included:

Queens Criminal Court - New Addition/Annex designed by EE&K (now a Perkins Eastman Company), $35M; elevator modernization, $1.8M

Rikers Island – 500-cell Addition to North Facility, $35M

Long Island City Courthouse – Renovation of 4-story, 59,000-sf historic landmark building,
