Program Manager July 2021-January 2024

Facilitated an electric industry group on risk, controls, and compliance to share best practices and lessons learned on compliance matters. Focused on key member needs to add value to their programs in a proactive manner in a confidential and safe environment. Supported supply chain risk management and cyber/physical security activities through industry collaboration. Promoted and led entity discussions on governance, risk assessments, internal control development, monitoring and testing, overall compliance program management, and information and communication to improve compliance culture and improved reliability, security, and resiliency. Worked with members on implementing their GRC tools to improve efficiency in streamlining communication and meeting regulatory deadlines with subject matter experts. Provided guidance on how to monitor the changing and fast-paced NERC Reliability Standards development process to effectively become compliant well beyond the enforceable date of new or revised standards. Focused on the member needs to enhance the overall compliance posture and communicate effectively with the regulators (NERC/FERC/state PUCs, etc.).

Oversaw a team of enforcement analysts who processed potential non-compliances and worked with regional colleagues to ensure consistent and fair treatment of enforcement actions. Reviewed and approved filings of violations for submission to the Federal Energy Regulatory Commission (FERC). Proactively sought understanding of mitigation plan deadlines through professional and robust conversations about milestones and communicated effectively on those plans.

Senior Manager, Registration and Certification July 2016-August 2020 Oversaw the North American regulators in charge of organization (electric utilities under NERC jurisdiction) registration and certification. Led an internal team responsible for key political decisions and interacted with the FERC to report registration and certification activities. Led a group of regional experts to collaborate on common understanding of the registration regulations of electric transmission, generation, distribution companies. Collaborated with Regional Entities on workshop presentations and webinars to discuss the changing landscape of the electric industry. Acted as liaison for the NERC Board of Trustees (Board) Certification and Compliance Committee and presented to the Board on activities. Oversaw from a business unit perspective development of a new software application to streamline the registration process and provided input into the compliance monitoring and enforcement tool based on industry feedback. Led the complicated process of the Southwest Power Pool Regional Entity (SPP RE) dissolution to realign existing members SPP RE to other Regional Entities through technical analysis and communicated to all parties involved timely and effectively. Participated on a NERC discussion group on diversity and inclusivity with the NERC CEO and other senior members along with similarly situated staff members to share ideas. Collaborated with other business units (i.e., Information Technology, Compliance Monitoring, Compliance Enforcement, Reliability Assessments, Performance Analysis, Standards, Legal) on impacts to registration and certification activities. Facilitated several standard drafting teams responsible for developing new, modified, or retired NERC Reliability Standards, including Available Transfer Capability/Total Transfer Capability and other modeling requirements across the three United States interconnections, the CIP Version 5 and interpretation projects, and the CIP Version 5 revision project focused on FERC directives. Participated in the “CIP Version 5 Transition Pilot” to oversee how six utilities were prepared for the effective date. Worked with industry on understanding the implementation plan for planned or unplanned changes to help their preparedness. Coordinated with FERC to ensure their expectations were met while also working with industry to find a middle ground. Successfully led an external audit of the program through intensive preparation from already organized material and supported other groups based on that success. Engineer of Organization Registration and Certification July 2010-August 2012 Provided Registration and Certification engineering support to NERC and the Regional Entities. Conducted case studies on compliance programs of various entities to share compliance insights, perspectives, and lessons learned. Acted as the NERC liaison to the NERC Board of Trustees (BOT) Compliance and Certification Committee. Prepared Compliance Analysis Reports for BOT approval to provide industry guidance on compliance through historical violations data and current issues from operational lessons learned. Implemented NERC’s first official successful internship program and hired four full-time employees as a result. Developed NERC’s first official internship program; which hired three full- time employees.
