Serves as the subject matter expert Drug Testing Program Assistant with operational and administrative oversight of the Kadena Airbase Military and Civilian Drug Testing programs. Collects, processes, inventories and stores unique and oftentimes irreplaceable urine specimens. Inventories shipping container to determine if specimens within are accompanied by appropriate forms. Maintains chain of custody of specimens utilizing DD Form 2624 and shipping documents. Recognizes, identifies and annotates discrepancy codes as they apply to box, form, or urine specimen bottle. Reviews specimen data and test information in iFTDTL. Ensures Civilian urine samples are within temperature limits. Track sample retention documentation and destruction dates based on predetermined schedules. Operates various pieces of equipment to create, store, copy, and retrieve a variety of documents. Serves as point of contact for all specimens received by the Drug Demand Reduction Laboratory. Liaisons with the Human Resources Office, legal office, and the Medical Review Officer to ensure submission of evidence in accordance with regulations. Provides guidance to submitting agencies on procedures for requesting special testing of specimens. Corresponds with expert witnesses for a rapid and accurate processing of trial counsel requests. Uses manual and automated entry methods to record specimen data and test information. Maintains tracking database. Assigns individual and discrete laboratory accessioning numbers to each specimen received in accordance with SOP. Conducts drug use/abuse prevention education. Teaches drug testing collector training. Directly assists commander and Unit Coordinators in the management of all administrative support programs for drug testing and prevention education, channels of communication, routing of correspondence, filing systems, chain of custody, and storage of files and records ensuring program compliance with regulations, policies and laws. Trains and supervises trusted agents and observers at DDRP. Notes and follows-up on commitments made at meetings and conferences. Prepares written memoranda (correspondence) and recurring reports, and other laboratory documentation that is generally free of format, spelling, and grammatical errors. Uses office automation to produce documents that require complex formats, graphics, tables within text, editing and reformatting electronic drafts, and updating existing databases and spreadsheets. Monitors and coordinates personnel action requests and document flow. Performs other technical and administrative support functions as necessary.

Key Accomplishments:

Met all administrative drug testing deadlines; efficiently operates the drug testing program (DTP Lite) reporting system.

Managed a $35K budget and requisitions office supplies, printing support, and related materials and services as the Drug Testing Program GPC Card Holder.

Maintained 100% timeliness and accuracy rate of drug testing records, reports and chain of custody documents; performed quality control checks.

Possesses knowledge of DoD Directives, Air Force Instructions, MAJCOM, and local policies governing drug testing procedures.

Provided general guidance consisting of policy and objectives, and advised commanders, first sergeants, civilian supervisors, trusted agents, observers, Medical Review Officers, and legal office personnel on drug testing, iFTDTL test results and MyeScreen test results.

Explains reporting requirements to all command teams; ensures they are briefed on their drug testing responsibilities within 60 days of assumption of duty.

Establishes a two-hour suspense for personnel to report to the drug testing location on the same date and within two hours of notification.

Maintains a current contact listing of all unit Commanders, First Sergeants, trusted agents, and legal office personnel.

Ensures the utilization of DTP Lite for random testing and other-directed tests.

Tracks all (100%) employees unavailable for testing for various reasons.

Serves as acting DDRPM while incumbent is absent from the office; performs manager and primary duties with little or no supervision.

Coordinated with HR for pre-employment drug testing and record of results.

Achieved 100% testing in FY22 and FY23, #1 in the PACAF theater; on-track to repeat in FY2024.

Processes and packages over 4K specimens, exceeded 10% per month quota; ensured 100% chain of custody drug testing specimen collection, packaging, inspection, testing, and shipping instructions are followed.
