Career Objective: Use my well-rounded knowledge and experience for El Paso Electric Company in a higher level management position. Engineering Technician

• Designed extension of electrical facilities to provide service to residential and commercial customers.

06/1980 – 08/1982

Power Consultant

• Assigned to a geographical area of EPE’s Texas service area and was the liaison between the customer and EPE for electric service and other Company-related issues…line extension policy, rates, billing, power quality and energy efficiency.

• Assigned large power accounts to develop and maintain positive customer relations and be the primary point of contact for the customer. Some of my assigned large power accounts included Ft. Bliss, UTEP, El Paso and Ysleta Independent School Districts and El Paso Water Utilities (PSB). 08/1982 – 04/1998

• Supervised the operations of a Section that included 15 employees. These employees consisted of Power Consultants, Energy Efficiency Specialists and Auditors, and Administrative staff.

• Supervised the coordination and organization of providing residential and commercial customers with electric service.

Responsible for ensuring compliance with the New Mexico Public Regulation Commission Rules and Regulations.

• Supervised the coordination and organization of providing customers with energy efficiency information and assistance, including residential energy audits. Responsible for ensuring compliance with the New Mexico Public Regulation Commission Rules and Regulations.

• Supervised the development and maintenance of excellent customer relations with all large power accounts in New Mexico including White Sands Missile Range, Holloman Air Force Base, Fort Bliss, New Mexico State University Stahmann Farms and other large agricultural processors and irrigators.

• Oversee, plan and coordinate the activities of the custom and territorial planners on the design and construction of electric distribution facilities to assure alignment with the Business Unit’s goals and objectives.

• Oversee and assure continuous improvement with the distribution work order process and service provided to customers.

• Identified and developed effective and efficient solutions on design and construction issues.

• Coordinate and schedule to assure maximum efficiency of personnel, equipment and other necessary resources to accommodate workflow variations and timely customer service.

• Oversee and assure the compliance with the Texas and New Mexico Line Extension Policies and the Rules and Regulations of the Public Utility Commission of Texas and the New Mexico Public Regulation Commission. 02/2000 – Present

Treasurer of the El Paso Electric Company Employee PAC Leadership Committee

• Maintain financial and membership records for the EPEC Employee PAC.

• Prepare and file all reports required by the Federal Election Commission, Ethics Administration of the Office of the Secretary of State in New Mexico and the Texas Ethics Commission.

I have experience with the federal government solicitation process as evidenced by the following projects:

• Project Lead in preparing the bid package for providing electric service to the proposed Ground-Based Free Electron Laser Technology Integrated Experiment (GBFEL-TIE) at White Sands Missile Range. This was commonly known as “Star Wars” and was supported and initiated by U.S. President Ronald Reagan. I was the primary contact person at EPE for the Department of Defense, White Sands Officials and the Ft. Worth District Corps of Engineers. This project was eventually canceled by the federal government.

• Project Lead in preparing the bid package for the privatization of the electric distribution system at Ft. Bliss. Rio Grande Electric Cooperative was awarded the contract for this solicitation.

• Project Lead in preparing the bid package for the privatization of the electric distribution system for electric service to new housing developments at Holloman Air Force Base.

• Project Lead in preparing the bid package for the privatization of the electric distribution system at White Sands Missile Range. Past Business Association Affiliations
