Summary of Experience

I have served as a Programs Manager, leveraging my experience as a consultant and project principal in the energy industry with extensive linear project experience in numerous states as well as programmatic experience. Additionally, I have served as an expert witness during regulatory proceedings as well as eminent domain proceedings.

As a Project Management Professional, I have worked with my project teams to ensure the appropriate KPIs are identified and monitored to ensure projects are delivered successfully and risks are mitigated to minimize avoidable delays. Collaborating with project teams and advising on strategy to target early and sustained project successes is a primary focus as well as project-specific training to ensure the teams are well-versed in local issues to gain support of the communities we work in.

TRC Texas/ Oklahoma

Programs Manager June 2021 – December 2023

Responsible for managing & overseeing portfolio of 38 separate projects and staffing in right-of-way and real estate acquisitions for transmission assets.

Provided leadership for any problem resolutions for 22 employees.

The land rights routinely acquired include, but are not limited to, easements for the construction, re-construction and operation of electric transmission lines, and fee property acquisitions for electric substations.

Ensure proper scoping and budgeting and have the overall responsibility for providing administrative direction and management with the supervision and coordination of activities of their project teams during the project’s lifecycle.

Ensuring an effective execution plan for all aspects of small, medium, or large projects.

Responsible for the project schedule status to meet deadlines.

Responsible for tracking and monitoring all financial aspects of projects values at over twenty million dollars.

Successfully negotiated over 50 complex property rights with landowners.

Provide technical assistance to resolve issues and solve problems.

ATXI Program inclusive of the Ameren Illinois Rivers Transmission Project

Ameren Illinois Interconnect Project

Project Manager August 2013-May 2021

Program portfolio comprised of 9 separate greenfield 345kV projects, running simultaneously with individual schedules and in-service dates, spanning the state of Illinois with 1,400+ landowners and the largest river crossing of the Illinois River in Ameren’s portfolio at over 1,300 feet.

Managed the brownfield interconnections for the ATXI Illinois Rivers Project into the existing Ameren Illinois transmission system with targeted acquisitions and planning.

Provided support during the preparation for filing for the necessary Certificates of Public Convenience and Necessity (CPCN) under Section 8-406.1.

Worked closely with Ameren management to develop forecasted project budget, both labor and acquisition, and identified strategic land acquisition closure targets.

Worked closely with Ameren management to select cost effective routing and rerouting to also minimize environmental impacts.

Identified possible risks for siting and environmental issues.

Managed project checking account for land acquisition program exceeding $100M.

Responsible for daily activities, training, and safety of over 40 Right of Way, Permit, Survey, and

Construction agents.

Directed the ROW Agents through encroachment remediation and tracked the removal through the construction process.

Coordinated with other vendors on pullback locations, access, and a variety of survey access permissions.

Worked to identify and facilitated fee purchases for vital substation properties.

Performed training on all project phases including but not limited to title, survey, acquisition, mortgage subordinations, condemnation, reporting, and construction practices.

Performed GIS flyovers of the transmission lines to ensure that all properties were identified, no structures were stranded without access, and coordinated with in-house GIS on the appropriate reporting necessary to automate the line review where possible.

Assisted with document creation and tracking of edits between landowners, attorneys, and ATXI

general counsel.

Worked closely with Ameren and outside counsel to maintain a condemnation rate less than 3%.

Assisted in preparing testimony before federal, state and local agencies.

Collaborated with ATXI legal counsel on training agents for eminent domain proceedings as well as oversaw the field preparation of documents, testimony, and review of the condemnation filings.

Implemented protocols for agent meetings to help identify risks that could impact critical path, tracking in the project database for reporting to ATXI.

Responsible for project database management and the eventual data transfer of the project into

ATXI’s proprietary database as well as final hard-copy file transfer to ATXI.

Worked with ATXI to develop custom reports out of the project database.

Provided field oversight during construction and damage remediation, ensuring terms agreed upon during easement acquisition were complied with, as well as negotiated damage settlements post- construction.

Key member of working group with Ameren engineers and management that reviewed and developed over 500 route adjustments and structure relocations. This group reviewed the technical engineering requirements for relocations while I provided the field impact of changes/shifts due to history with the affected property owners, the topography, and estimated if the changes/shifts would cause an increased acquisition cost.

Partnered with other departments such as Business Development, Damage Prevention, Public Engagement, Project Management Office, Legal and Local Operations with corporate projects and initiatives.

Supported all internal and external stakeholders while providing effective communication throughout project lifecycles.

Spectra Energy July 2013 – August 2013

Supervisor

Oversight of due diligence for title including tax card, tax maps and Vesting deed on over 5,000 tracts in Tennessee.

Enbridge Pipelines, LLC July 2011 – July 2013

Supervisor - Missouri/Kansas

Oversight of daily workload for 15 agents across 180 miles of Right of Way comprised of 1,400 landowners.

Worked closely with Enbridge Engineering and Construction management to design reroutes and road borings.

Completed due diligence on over 4,000 multi-line agreements.

Achieved a 94% acquisition rate in less than a year.

Personally negotiated one hundred closings with attorneys.

Managed the operations of survey for environmental, archeological, and civil surveys.

Monitored survey staking for 180 miles of right of way.

Negotiated acquisition of 12 main line valve sites and 3 pump stations additions.

Created forms for Temporary workspace, landowner sign-off and damage release.

Florida Gas Transmission Company, Phase VIII Expansion Project June 2008 - July 2011

Senior Right of Way Acquisition Agent

Negotiated leases for this pipeline installation for 650 linear miles in Alabama and Florida.

Negotiated for and prepared documents required for purchase of Pipeline easements.

Maintained a 97% closure rate prior to condemnation.
