Large and small government purchases for NASA White Sands Test Facility, to included: Request for Proposals, Request for Quotes, Request for Information, Sealed and Open Bids, Site Tours, Technical Interface with purchase requestors, oversite of Sole Source Procurements and assessment of statements of work. My background in circuit board assembly, material control, sales and distribution of electronic components, wire and cable, electro static protection devices, soldering equipment, scientific research equipment, lab and clean room supplies gave me a great understanding of the goods and services purchased by NASA WSTF.

Both experience and comprehension of electronic assembly, components, sourcing of hard-to find aerospace and defense items such as, obsolete Amphenol and Bendix connectors, stainless steel, resistors and capacitors, wiring harnesses, test equipment, lab devices such as centrifuges, O-Scopes, soldering equipment, and lab apparel gave me familiarity with sources of supply across the entire nation, and established me as a key buyer for Lockheed Engineering and of course our NASA Customer. Led all procurements for the White Sands High Energy Laser Systems Test Facility (HELSTF), included day to day purchasing operations, In this position, tasks included subcontract and supplier management, as well as project management, cost/price analysis, negotiations, documentation, purchase order maintenance, interface with functional organizations and supplier management.

Preparation of Request for Proposal packages, analyzation and evaluation of proposals, negotiation of subcontract terms, price and schedule, routes awards, and administration of resulting subcontracts for the procurement of specialized materials, equipment, and services.

I negotiated and coordinated changes, addendums, additions, deletions, or modifications to subcontracts.

I was responsible for subcontracts administration and purchasing to develop subcontract policies and procedures.

Additionally, I was responsible for assignment of purchase requisitions to other purchasing representatives, oversite of sealed bid procurements, on-site contractor visits, pre-bid conferences, lead buyer for the White Sands Space Harbor / Space Shuttle Alternate Landing Site, and all procurements pertaining to Laser System Operations.

Had direct involvement / lead role in pre-bid activities, such as; definition of work requirements, assessment and confirmation of funds availability, team scheduling, risk analysis, communication with all procurement staff, as well as Government and Vendor Management. Responsible for advising management, Subject Matter Experts, and all private and Government Stakeholders with acquisition strategies, solicitations, evaluations, source selections, awards, and other complex contract administration matters for both large and small contracts awards, that were critical to the Army’s mission. Head of marketing and business development for MEVATEC Corporation, a small minority women owned business specializing in software development, systems integration, and missile defense systems. MEVATEC Corporation was the SBA Small Business Contractor of the Year, DoD Mentor Prime Contractor of the Year, with annual revenues of $129M. As head of Marketing, I was responsible for all aspects of proposal development, statements of work, issues feature benefits and proofs (IFBP), proposal team development, community outreach, business strategic planning, and Public Relations. I managed a team of 15, directly and reported directly to the President and CEO.

Also in my capacity as Business Development Manager, I was responsible for budget assessment with respect to Bid No Bid decisions, appropriation of Bid and Proposal Funds (B&P), establishment of strategic hires, subcontract team arrangements, establishment of Red Team members, schedule, compliance matrix, risk analysis, SWOT Analysis, evaluation criteria, key performance indicators, securing of non-compete and non-disclosure agreements, establishment of proposal writers and research staff, market analysis, and communication.

I provided direct government relations and business support in the establishment of the Department of Defense and the Small Business Administrations (SBA) Mentor Protégé Program for emerging and graduated Section 8(A) Prime Contractors. As Vice President of NASA Programs, I oversaw all NASA Business Operations for the company at our Marshall Space Flight Center Offices in Huntsville, Alabama. I was directly responsible for over 145 employees including engineering and scientific staff. Our programs included low earth orbit / microgravity research, advance propulsion systems, access to space, materials research, and the development of outreach programs to students within the scientific community. My business skills included staff assignment, workforce assessments, bid no bid decisions, direct interface with NASA Procurement, Technical, and Executive Staff. I bid and won over $25M in government contracts while at NASA.

I was responsible for all aspects of the business enterprise and development of NASA Support and Services within the company. I conducted competitive source selection activities and provided oversight to ensure compliance with applicable regulations and guidance documents, performed policy reviews, and provided advice and recommendations to team members, management, and stakeholders. Additionally, I reviewed and approved quality of work products, best business practices, strategic partnerships and hires, compliance with Federal Acquisition Regulations as well as NASA FAR Supplements, policies, and procedures, As VP my duties and oversight covered policy and tools for planning and delivery of procurement end user support services for ERP and CRM systems and applications that included data analytics, configuration, resource planning, troubleshooting, customer assistance, and training. I was also the only VP in BAE who simultaneously performed as a direct program manager for the NASA Specialized Engineering and Sciences (SEPPS) Blanket Purchase Agreement (BPA), where I managed pricing, oral and written task order submission and proposals, performed direct program management, evaluations, and made recommendations to senior procurement leaders on FTEs, rate structure, labor mix, reporting and communication to NASA Management. Under my BPA Prime Contract, I was responsible for the identification and placement of over 42 subcontractors under one “roof”. This diverse and qualified team gave NASA access to multiple sources, SMEs, Program and Project Planning Support, and unlimited access to technical and scientific staff. As PM I managed all Task Orders, Controlled Rate Structures, handled billing and invoicing thru my prime contract, and gave NASA a one stop shop for key small and large business entities.

PM - Research, Engineering and Scientific Support (RAES) for NASA MSFC:

Under my direction, I identified a need by NASA to integrate and combine all University and College Level Support and Principal Investigators under one contract. Understanding the difficulty of managing large Universities finance, billing, and technical services, I developed a management plan to harness the University Space and Research Alliance (USRA), previously responsible for scientific and engineering support to NASA, access them under one contract led by my Space Division at BAE Systems. Under this prime contract I over saw nearly 45 universities, including HBCUs and Community Colleges. Under this contract PIs would submit technical plans for research funding, I would assist in the development of pricing, team partnerships, communication, performance, reporting, billing, and task close outs. This Cost-Plus IDIQ Task Order Contract was funded at 45 FTEs for base research, with ability to fund, or co-fund with NIH and other research agencies, multiple scientific and research efforts. Focus under this contract were technologies such as:
