750 kta MonoEthylene Glycol (MEG) plant located at Oyster Creek East site in Freeport, TX. Supported the Project from the Houston Office with Contract Formation for various Contracts including Electrical and Instrumentation, Site Preparation, Scaffolding, Insulation and Fireproofing, Fire Protection, Tank Internals, General Services, Pipeline Engineering and other early contracts.

July 2013 – May 2017 – Technip USA

Project Subcontracts Manager Sasol Lake Charles Cracker Project

In partnership with Fluor, Technip is providing Engineering Design and Construction of 1.5 million tons of ethylene annually Ethane Craker. Headed the planning, bidding and execution of third party contracts including the Process and Piperack Cracker Modules Fabrication, Module Transportation, Erection of 8 Furnaces, Field Erected Tanks, Design and Construction of Geopiers and other services agreements.

Project Subcontracts Manager for the Chevron Phillips Chemicals two, 1,000,000 metric ton capacity Polyethylene facility in Old Ocean Texas. Headed the team that developed ITBs, bided, awarded and executed all Contracts that contained Engineering content such as Field Erected Tanks, Cooling Towers, Silos, Cathodic Protection etc.

November 2006 – February 2010 – Fluor Corporation

Contracts Manager – Takreer Ruwais Refinery Expansion Project. Prequalification of Bidders for 5 Major EPC Packages including preparation of reports and presentations to Project Steering Committee. Bid Evaluation and recommendation for the Dredging of Materials and Site Preparation Work for the site.

Contracts Manager – Yanbu Yansab, Saudi Arabia. Negotiating final settlements and closing out contracts at the end of a multibillion petrochemical project.

Contracts Manager – ConocoPhillips Wood River CORE Expansion Project. Development and formation of Engineering and Construction Contracts for the CORE Project. Bided out various portions of the Scope in support of the COP Lake Charles Feed Project.

Participating in the bidding of a Major Petrochemical Project in South America by analyzing Terms of Reference and Proforma Contract documents for potential risk.

Contracts Director – KNPC Clean Fuels Project 2020 near Kuwait City, Kuwait. The Clean Fuels Project is a 16 Billion dollars expansion of the Kuwait National Oil Company Petrochemical infrastructure. Participated in the development of the Contracting Strategy. Developed the prequalification process for the various lateral EPC Contracts. Developed Contractual Structure, Bid Evaluation Strategy and Procedures, ITB, Contractual Documentation, etc., for the selection and acquisition of the Main EPC Contractors for the Project. Supervised the execution and administration of Licensor Agreements.

August 2001 – November 2006 – Kellogg Brown & Root.

Contracts Manager – QPGTL Pearl Project in Ras Laffan, Qatar for the implementation of the early contract work. In JV with JGC, KBR was starting the construction of the early works, including Site Preparation, Material Offloading Facilities, Construction Office Buildings and Power Generation and Distribution.

Senior Manager Subcontracts / Chevron Escravos Project – In JV with Snamprogetti of Italy. US $2.5 Billion Dollars Gas to Liquids Project in Escravos, Nigeria. Headed a team of Subcontracts Managers that established at the Houston office the fabrication and construction Subcontracts for the Project.

Senior Manager - Corporate Subcontracts / Americas – Supervised the Corporate Subcontracts Group and Domestic Projects Subcontracts Managers in the Americas. Provided guidance and support to Subcontracts Administration Staff on matters of Policies and Procedures, Master Agreements, Subcontractor Quality and Export Compliance. Headed the implementation of the Meridian Subcontracts System and the training program for subcontracts personnel. Project Subcontracts Manager - Rio Polimeros / Brazil / Front end Contracts planning for a 500,000 MTA Ethylene & 540,000 MTA Polypropylene Units to start commercial operation in 2003.

Project Subcontracts Manager - Monsanto / Brazil / Major Biochemical Facility. Procured and issued all Engineering and Construction Subcontracts. With the support of local team managed the erection Subcontractors, negotiated change orders and close out of Subcontracts. ISO 9001 certification was obtained by the ABB Lummus Global after the review of practices in this Project.

Project Subcontracts Manager - Coastal Corporation/ Aruba / Coker Production Plant. A “personal best” for ABB. The Project was planned to be completed in just 20 months. It was completed 17 days ahead of schedule, much exceeded financial objectives and performed well beyond design requirements. Managed all Subcontract Administration activities for the Project and ended the job without a single claim. Also, during that period, managed the Subcontracts Management activities for the construction of Heaters in Shell Norco, Louisiana.

March 1997 – May 1998 - Halliburton Energy Services, Inc. (Continuation of B&R employment – tranfere4d to parent company)

Senior Subcontracts Manager - (North and Central America (FBM). Supervised the Halliburton North American Subcontracts staff. Developed a Subcontracting System based in Master Agreements in order to be able to issue orders in an expedited basis. System included the development of all policies, procedures, manuals and documents for the acquisition of onshore and offshore upstream Oil and Gas Services in support of the Company’s Integrated Solution activities.

Negotiated Master Agreements and Subcontracts. Created databases of Subcontractors and types of service information, presentations, procedure flowcharts and related information. Developed the subcontract page in the Intranet work for remote personnel to have access to document forms, policies, and procedures, etc.

Provided training to Subcontracts personnel and administered Signature Authority structure. Reviewed and Approved large value Subcontracts.

March 1988 – March 1997 – Brown & Root and Associated Companies

Home Office Subcontracts Supervisor - Supervised the Home Office staff handling Corporate and miscellaneous Project Subcontract Activities. Support projects with home office review and approval of subcontractor’s selections; subcontract documents and claims resolution. Participated in the development of forms, systems & procedures, provided subcontracts systems documentation support to the Integrated Project Management Systems “IPMS” design team; participated in the allocation of Subcontracts manpower resources to Projects and the training of Junior Staff. Participated in a Partnering Team. Participated in the development of the Subcontractor data collection and reporting system. Evaluated and Rated Subcontractor’s performance, financial and safety information as a contribution to the Supplier Quality Management Effort of the Company.

Subcontract Manager for the Southern Indiana Gas and Electric Company “SIGECO” - Projects including the Flue Gas Desulphurization System “FGD” at the SIGECO Culley Generating Station and other miscellaneous projects. The subject jobs were 100% subcontracted. As per the Business Unit Vice-president at the conclusion of the job, the FGD Project set an example of how subcontracts shall be handled throughout the company. Managed miscellaneous small jobs such as Chrysler Valencia and various proposal efforts.

Subcontracts Manager - Nekoosa Papers No. 64 Paper Machine Expansion Project, the largest Lump Sum Contract in Brown & Root history at that time (550 MM) and, at the start-up time, the largest volume fine Paper Machine in the world. Responsibilities included the preparation and successful execution of the Subcontract Plan and all Subcontracting Activities in the Project; from inquiry through negotiation through Administration and final closeout. Managed the Subcontracts Staff at Project Home Office and overlooked the actions of the Construction Subcontracts Coordinators. The project was the most commercially successful project of the Company’s Pulp and Paper division.

Senior Subcontract Administrator - Responsible for the preparation of Inquiry documents, evaluations and recommendation; negotiation and execution of Subcontract Terms and Conditions, and administration of subcontracts for miscellaneous projects.
