Westin Resort & Conference Center, St. John, USVI - $40+ Million. Lead Estimator for a multi-phase, resort-wide renovation of the resort that included six poolside buildings (96 rooms); three Coral Vista buildings (54 rooms); public areas including main lobby, convention building, restaurants, and fitness center; pool deck renovations; and sanitary sewer work. Responsibilities include preconstruction services (document review, constructability analysis, scheduling requirements, site logistics, and operations impact); and budgeting and estimating (initial budget pricing for schematic design; update and revise pricing through 30%, 60%, and 90%; final estimate and review of 100% CDs; subcontractor and vendor procurement; analysis of change requests for pricing and schedule impact; and supervision of transition and overlap of various phase of project development).
Federal Markets—Numerous projects ranging in size from $15,000,000-$200,000,000. Projects include MAAC Awards for NAVFAC, Corps of Engineers, and other Federal Agencies. Renovations to 121 7th Street, Pittsburgh, PA - $4.4 Million. Lead Estimator for the conversion of an existing commercial space into a 40 unit residential building in the cultural district of downtown Pittsburgh. Responsibilities include preconstruction services (document review, constructability analysis, scheduling requirements, and site logistics); and budgeting and estimating (initial random order of magnitude budget costing and value engineering through design development, final pricing and establishment of GMP, and subcontractor and vendor procurement). Additionally, acted as Project Director after dissolution of dck’s local Business Development Team.
Penn-Rose Building-$14.5 Million. Lead Estimator for the conversion of an existing commercial/office space into 50-70 residential units in the “Strip District of Pittsburgh. Responsibilities include pre-construction services, budgeting, estimating, value engineering through design development, final pricing and establishment of GMP, subcontractor/vendor procurement. Project was in final negotiations upon my departure from dck. Project later was put on hold after Development Group had partner shake up.

SUPPLEMENTAL INFORMATION – Clients/Consulting Work
Crawford Consulting Services—
VAMC Manhattan—Bid Analysis of Swtichgear/Transformer Relocations--When Hurricane Sandy hit, the VAMC Manhattan was flooded. Most of their switchgear and transformers were located in areas that were affected by the flooding. They solicited bids to relocate all switchgear and related equipment to upper levels to avoid flooding again. They were working with a $38 mil budget.
They received one (1) bid for $72 mil. Crawford was retained to do a review of the budget vs the contractors bid and determine which number best represented the work involved. Following our review, Crawford advised that realistic budgeting for the project was in the $60 mil area. VAMC rebid the project and received three (3) bids ranging from $58-$61 million.
Allegheny County Sanitary Authority (ALCOSAN)—Allegheny County/Pittsburgh is under a federal decree to upgrade their Storm Water Management System. Initial estimates for the project, depending on extent of work range from $1.8-$3.2 bil. Estimates were over four years old, and Crawford was engaged to review and update estimates. The project is considered “Specialty Construction” as it involves miles of tunneling, and numerous large diameter deep shaft excavations. Crawford reviewed the estimates prepared by the engineers, expected market conditions at the time of project inception, and presented several pricing models to the client based on budget constraints, as well as required performance models for the Management System.
