Primarily responsible for ensuring that Greystone Property Management Corporation and its subsidiaries comply with the regulatory requirements and applicable policies and procedures governing business practices. The Compliance Specialist will review and make determinations on household eligibility based on specific government requirements and additional Greystone Property Management Corporation Tenant Selection Criteria. They will also review applications for completeness and accuracy according to written company guidelines. This position will work closely with assigned properties to ensure that applications and annual re-certifications are processed in a prompt, accurate and timely fashion. This position requires a very detail orientated individual with excellent organizational skills. Specialist will adhere to and be familiar with non-discrimination policies as defined by the Fair Housing Laws. Review files from Illinois, Indiana. Kentucky, Texas, North Carolina, South Carolina, Wisconsin, Tennessee and Florida. Also, state reporting monthly and yearly to State Compliance Reporting Agency. Reporting to IHCDA, RCRS, WHEDA, and Kentucky online reporting systems.

Performs ongoing data integrity validation and correction activities in high-risk areas, documents finding and reports them to management in a timely manner

Documents and maintains assessment methodology: and supports external and internal examinations as assigned

Ensures ongoing compliance with all government program requirements and regulations for assigned properties

Assists in the preparation of monthly, quarterly and annual reports required by various programs or government entities ensuring deadlines are met or exceeded

Capability to research and plan implementation of other affordable programs as required by Acquisition and/or Rehab.

Ensure timely and accurate annual tenant certifications in accordance with property-specific program requirements

Maintains high standards of customer service including being always courteous and discreet. Can articulate standards and file audit results in a clear and professional manner

Attends LIHTC training seminars presented by such organizations as the Apartment Association and/or State Housing Agencies to ensure that the company is complying with new developments regarding Low Income Housing Tax Credits or BOND programs

Assists in file audits of LIHTC and Bond communities and with special projects and other duties as assigned

Assists with calculations of new utility allowance, maximum rents guidelines and other annually updated materials

Develops and implements assessment processes and prepare periodic monitoring reports

Documents departmental workflows and recommends solutions to improve quality and reduce costs identifies problems, diagnoses cause and determines corrective actions.

Planning and developing methods and activities to maintain acceptable vacancy and accounts receivable ratios, along with assessing progress toward goals, making necessary adjustments in priorities, and modifying procedures as required or appropriate. Preparing weekly and monthly status reports on vacancies and unit dispositions, as well as, completing all other required federal, state, and local reports.

Providing assistance to the department director in formulating and reviewing policies and procedures and setting goals and priorities as they relate to the region and the leasing/property functions, as well as recommending procedures to enhance operational efficiency. Assisting the department director in developing the twelve-month and three-year plans for the assigned region.

Responsible for adhering to all policies and procedures regarding the hiring and retention of staff, along with planning and scheduling work by setting priorities and goals, and reviewing and evaluating work performance. Monitoring progress of work upon completion of assignments, directing the training, providing counseling, and recommending disciplinary action as needed.

Reviewing financial reports and contributing data related to variance reporting. Representing the Region at official functions in the absence of the department director. Maintaining effective relationships with a variety of associations including HUD (The department of Housing and Urban Development), industry associations, community agencies, and the public.

Preparing the annual budget and adhering to rules for allowable expenditures and limits. Ensuring that the Assistant Community Managers control spending as bounded by budgetary constraints. Analyzing and evaluating staffing needs throughout the assigned region, including management, leasing, and maintenance personnel. Ensuring continuing education of staff through seminars, meetings and training programs. .

•Personally inspecting each property in the region on a regular basis (both scheduled and unscheduled visits), assuring the marketability of the community, both interior and exterior. Monitoring move-in and move-out procedures to ensure that apartments are being made ready according to established IHA standards. Maintaining control over expenditures at the community level, including reviewing site requisitions for approval.

Ensuring compliance with IHA policy and procedures, as well as established rules regarding HUD, Fair Housing, Equal Employment Opportunity, Americans with Disabilities Act, Occupational Safety and Health Act (OSHA), and other regulatory agencies.

Working with Assistant Community Managers and Property Office Clerks to ensure that tenant files are in compliance with regulatory requirements. Soliciting and approving bids for major contract work in collaboration with Procurement and Strategic Planning and Development departments, including major plumbing, electrical work, or replacing major equipment.

Maintaining acceptable turnover and resident retention activities, while maintaining a minimum 95% occupancy rate in all communities in the region. Working with the Resident Relations department in fulfilling obligations of community service for residents and providing resident programs
