Possess over 30 years combine experience in environmental remediation, restoration, demolition and construction site safety, Supervisor, project management, hazardous waste management, emergency response operation, asbestos and lead project handler, supervisor, manager and design. Developed and implemented site health and safety plans, risk assessments and job hazard analyses. My impeccable safety record and years in the field have given me the experience necessary to maintain site safety while meeting operational goals. As Site Health and Safety Manager, my routine accomplishments have included: maintenance, periodic inspections of field equipment and instruments, Training field personnel to work in hazardous environments, and determining appropriate levels of personal protective equipment based on sampling results. Advatex Asbestos Manhattan, New York United States: Worked and Managed numerous Asbestos Projects as Handler, Supervisor and Project Manager Also, imparted OSHA Training for ACI Environmental and White Lung Association in my spare time. (1986-1996)

Air BP at Carolina, Puerto Rico: Consulting as EH&S under IOTS for all site work, which included Construction, Spill response and Incident Command Supervision (ICS), coordinating the removal and abatement of asbestos and LBP, staff training on the EPA programs involving SPCC, FRP, ERAP, SWPPP and OPA-90, and 40-Hazwoper. Also, designed and conducted OSHA training for 40-hour HAZWOPER, Confined Space, 30-hours Outreach Training programs. (1999-2002)

Multiple Projects, MS&D Barceloneta, Puerto Rico: EH&S Manager for several projects, including Construction, Asbestos Abatement, -Tritium Identification, Dismantling and Disposal (smoke alarms, exit signs), -Mercury Recuperation, Decontamination of process equipment and piping before demolition, and Upgrade of the Storm Water System and OSHA Training. Hooker and Cockram Site Demolition for Elli Lilly of Mayagüez Puerto Rico: EH&S Manager for Elli Lilly’s Waste Management Program, which involved the recycling of all metals, sending hazardous waste off site, “Cradle to Grave.” The site involved the removal of asbestos and lead based paint (LBP) abatement, tritium identification, dismantling and disposal (smoke alarms, exit signs), mercury recuperation, decontamination of process equipment and piping before demolition, and chemical inventory of all spills and exposures during demolition phase. Also drafted the Storm Water Pollution Prevention Plan. (2006-2007)

International Occupational Training and Services, Puerto Rico: Environmental, Safety Consulting services, and OSHA Training for Puerto Rico, USVI and Dominican Republic. (2007-2009)

El Dorado for PUMA, Total Terminal of Guaynabo and the Muñiz Navy Base, Carolina Puerto Rico: EH&S Manager and Site Safety Officer. Conducted OSHA training and related safety services, such as monitoring and recordkeeping. Project work included the restoration and cleaning of fuel storage tanks after an explosion on site. (2009-2010)

Remedial Construction Services L.P. Cut Off Barrier Wall, Rio Tinto’s Kennecott Eagle Minerals Company, Ishpeming, Michigan: Site Safety Supervisor for the installation of a soil bentonite wall approximately 2,200 linear feet long and 80 feet below ground. The cut-off wall reduced the potential for seepage through the unconsolidated alluvial soils and upper portion of bedrock at the north end of the existing tailings impoundment at the facility. (2011-2011) Did not fished the project due to freezing temperature, and I was sent to Texas and Louisiana.

Remedial Construction Services L.P. North Plant, Kinder Morgan, Galena Park, Texas: Site Safety Supervisor during the relocating 43,000 cubic yards from flood plain in response to requests by local authorities. Project included hauling 25,000 cubic yards from East Plant to North Plant in support of tank project. Constructed all access roads, laydown areas, and parking areas for the Tank and Splitter Project. Poured slab and sidewalks for operations building. Built asphalt parking lot for Kinder Morgan personnel. Performed various tasks for client such as SWPPP management, cathodic protection installation, and general site maintenance. (2011-2012)

Remedial Construction Services L.P. Soil Improvement, Sabine Pass LNG Terminal Project (Phase 2), Cheniere LNG, L.P., Cameron Parish, Louisiana: Site Safety Supervisor during the stabilization of approximately 850,000 cubic yards of dredge spoils with fluidized bed and fly ashes to depths of 16 feet on this 2-year project. Soil improvement project includes installation of 1,800,000 linear feet of 4-inch vertical wick drains, 70,000 linear feet of 6-inch horizontal strip drains, and construction of 3,750 linear feet of containment dikes with the stabilized dredge spoils for a 30-acre LNG storage tank area. (2012-2013)

Remedial Construction Services L.P. Former Shell Refinery Site Cleanup, Yabucoa, Puerto Rico: Site Safety Supervisor for the final cleanup of the former Shell refinery after removal of all process equipment. Work included: removal of all below ground concrete (23,440 tons), above ground concrete structures (91,756 tons), and below ground process piping (63,163 linear feet); demolition and closure of the wastewater treatment plant; and solidification/stabilization of approximately 20,000 cubic yards of impacted soils and process sediment with Portland to create a reusable fill material left on site through U.S.EPA Region 2 approval of a beneficial use determination. Work also included asbestos abatement. (2013-2014)

Remedial Construction Services L.P. Former Shell Terminal Site Restoration, Guayanilla, Puerto Rico: Site Safety Manager managing the safety activities during the final restoration and grading of the permanent closure of the Shell terminal. Work included erosion control measures, removal of 40,000 recycled vegetation barriers, and construction of drainage ditches. (2015-2016)

Envirocon, Inc. Entergy Power Plant at Cecil Lynch, Little Rock, Arkansas USA: Site Safety Supervisor for demolition of the entire plant and oversee Asbestos Abatement and general clean up. Also, performed Site Safety Supervisor at Hasting on Hudson at a BP Plant at Yonkers, New York USA. (2016-2017)

Ozone Cleansing Technologies, Inc.: Manager for Emergency Response for Hurricane Irma and Maria in Puerto Rico, St. Thomas, St. Croix and St. Johns USVI cleaning up chemical spills and debris. Performing Water Damage and Mold Remediation.
