Qualifications/Relevant Experience: Over 35 years of Project Manager, Superintendent, Quality Control, Site Safety Health Officer, Foreman, and Operator expertise. Mr. Cortelyou has extensive experience working on active military/federal projects (QC/RMS System) having been directly responsible for the day-to-day field supervision, quality control and safety of over thirty years. Clients include the U.S. Army Corps of Engineers, NASA, U.S. Air Force, and State of California, State of Arizona and Local County and city governments.

His expertise includes demolition, mass grading, underground, concrete, bridges hazardous materials removal, new commercial and industrial construction, interior remodels as well as heavy equipment operation experience which gives him specific understanding of how to utilize equipment and manpower to hit project milestones on time and on budget. Mr. Cortelyou is certified with USACE Quality Construction Quality Management for Contractors, 30-hour OSHA Compliance, State of California Hazardous Waste handling and numerous safety related training courses.

Rail to Rail, LA Metro (owner), Inglewood, CA $86M

Superintendent. Project was removal of 200,00 CY of contaminated soil from the old six-mile BNSF Property. Import replacement clean soil. Install bike path and pedestrian path, including Bio-retention planters, lights, panic buttons, wrought Iron fence. Also included rebuilding 22 intersection including, storm drain and electrical improvements. (November 2022 to May 2023)

LAX terminal 5.5 New Construction, $385M

Nighttime Superintendent. Complete demolition of terminal 5.5 and build a new one too also accept the Automatic People Mover Bridge. Ground up construction, OX, hazardous materials, tying into the existing utilities. Earthquake retro fit to separate terminal 5.5 from terminal 5 &6.

Baggage handling system under the building and luggage carousel. (April 2021 to April 2022)

Responsible for the day to day construction of various projects. Making sure the projects met the plans and specs and followed State and Federal environmental policies. Managed equipment and labor as necessary for each project.

Orange County Flood Control, San Diego Creek Sediment Removal, Irvine, CA - $4.8M. Superintendent for this project which consisted of excavation and removal of 280,000CY of sediment buildup in a live river channel approximately seven miles long. Rebuilding slopes per original drawings. Salvage slope rock and replace per original drawings. Hydroseeding, temporary irrigation and maintenance. (March 2018 – June 2020)

Orange County Flood Control District, Lane Channel Rebuild, Orange, CA - $8M. Superintendent for this project which consisted of de-watering, excavation and backfill including Geogrid every two and a half feet of fill over a 4,300LF live river channel. Work also included, installation of 600,000SF of Geocell, concrete footing, Gripple anchors, topsoil and irrigation system. Installation of 24" diameter culvert extensions, new CAB maintenance road with v-ditch adjacent, new water main and hot tap into city owned main line, chain link and cable fencing. Earthwork includes approximately 200,000 CY of excavation and compacted fill, dewatering of up to 20 FT of groundwater, hydro-seeding, landscape planting, irrigation and maintenance. Use of GPS during all phases of grading to ensure quality control and mapping. (November 2018 – May 2020)

U.S. Army Corps of Engineers, Montecito Disaster Clean Up, Santa Rosa, CA - $6M. Superintendent for this project which consisted of excavation and debris removal from two sediment basins including 140,000cy of soil. This was a 24-hour a day operation and included over eighty super tens hauling debris away for 18 hours a day. This project lasted ten days. (November 2018- November 2018)

U.S. Army Corps of Engineers, Santa Rosa Disaster Clean Up, Santa Rosa, CA - $40M. Superintendent for this project which consisted of demolition and clean up of disaster debris caused by the fire, approximately 2,000 structures. Work included separation of debris from steel and concrete that was recycled. Removal of foundations and any contaminated soil. Work with ACOE on environmental testing before and after site work was completed to ensure property owners were cleared to enter their property. This was a seven day a week operation and included over thirty pieces of equipment, fifty super-ten trucks and sixty personnel. (March 2018 – November 2018)

Orange County Flood Control, Lower Santa Ana River Sediment Removal, Newport Beach, CA - $35M. Superintendent responsible of the removal of 670,000cy of sediment from channel, dredge lower portion of channel under PCH to ocean and pump sediment approximately two miles and place on Newport Beach to rebuild eroded beach. Work also included fine grading of channel, above and below the water using GPS on excavators and dozers. Equipment included fourteen excavators, eight dozers, thirty rock trucks, three blades, two screen plants, dredge, booster pump and over eighty personnel. The dredging was a 24-hour a day, seven days a week operation, grading was 12-hours a day, seven days a week. (August 2015 – March 2018)

U.S. Army Corps of Engineers, VA Medical Center Building-220 Renovation, West Los Angeles, CA - $3.2M. Site Safety and Health Officer for this project which consisted of an entire building remodel. Tasks included lead and asbestos abatement, demolition of all interior walls and ceilings, install new chillers and HVAC system, electrical, plumbing, fire suppression system and finishes. (January 2015 – August 2015)

U.S. Army Corps of Engineers, Santa Ana Mainstream, Lower Santa Ana Chanel, Reach 9 Phase 2A, Prado Dam, Riverside, CA - $24M. Grading Superintendent/Asst. Quality Control Manager for this project which consisted of excavation and backfill for construction of approximately 6,000 feet of 24-inch thick grout stone bank protection and approximately 1,800 feet of steel sheet pile with tie back anchors. Work also included, construction of approximately 800 LF of reinforced concrete retaining wall, culvert extensions including a 12' by 10' high double box culvert, 72" to 24" diameter culvert extensions and new construction, chain link and cable fencing, wrought iron fencing, pipe gates, guardrails, and decomposed granite and asphaltic concrete road surface and base course materials. Earthwork includes approximately 300,000 CY of excavation and compacted fill, dewatering of up to 20 FT of groundwater, approximately 80,000 tons of derrick stone, approximately 50,000 tons of grouted stone and other bedding, dumped stone, riprap, hydro-seeding, landscape planting, irrigation and maintenance. Use of GPS during all phases of grading to insure quality control and mapping. (May 2012 – June 2013, July 2014 - Dec. 2014)

U.S. Army Corps of Engineers, CA Women’s Institution Dike Overbuild, Chino, CA - $7.8 M. Superintendent/Quality Control Manager for this project involved de-watering, excavation, installation of pressure cells, settlement pads, piezometers and data collection. Backfill segregated areas with select, clay and sand to surface level. Excavate 280,000 C.Y. from borrow pit area, place and compact to build new Dike Overbuild. Use of GPS during all construction phases to ensure quality control and mapping. (June2013 – July 2014)

U.S. Army Corps of Engineers, Sewage Treatment Plant Dike & Corona, San Bernardino, CA $2,558,289 Lead Man/Asst. Quality Control Manager for this project that involved construction new RCP drainage structures and repairs of existing structures.
