DoD ICD 705 Subject Matter Expert/Consultant

As part of the Intelligence Community Policy Guide (ICPG) Development group, I co-authored the original Intelligence Community Directive 705 (ICD) & Intelligence Community Standards (ICS) including the more recent revisions promulgating Version 1.5 of the Technical Specification for Construction and Management (TSCM) of Sensitive Compartmented Information Facilities (SCIF) to the Intelligence Community, which replaces Version 1.4 (Ref A) to which my contributions were clarifying technical specification. Other key contributions were my inclusion of oversight and implementation aspects applicable to the operational function of special operation facilities.

Seasoned trainer on multiple certification courses for DoD Personnel’s Security Training Program

NGA HQ - Bethesda MD

Authorship of Training Manuals as part of high-end Technical SOW’s while also serving as the trainer.

Created the agency’s first fully compliant and actionable Environmental, Safety, and Health Program

Established and implemented ESH training programs which are still used as the standard to this day.

Prepared and produced the first fully functional Emergency Evacuation Plan, reducing evacuation times from 30+ minutes to 5 minutes for evacuating over 7800 agency employees and contractors.

Designed and authored instructions for the first on-site Chemical Decontamination Center for NGA.
