Work assignment with Bechtel was with one of the major wireless Telecommunication carriers, upgrading their network for LTE in NYC, Long Island, lower NYS and northern NJ. My work assignment included working with several A&Es that were retained by Bechtel and Self-Perform engagements for the client.

Assignments consisted on site visits, Power and HVAC audits, and preparation of drawings for permitting the work; including FDNY drawings in NYC and Construction drawings in the majority of the other sites. Reviewing and approving Structural analysis after confirming that the correct loading had been used for the proposed and current loading. Reviewing the construction drawings to confirm that the structural work was included, rectifiers and converters were added and the drawings agreed with the latest RFDS.

Worked with construction on the close out of permits, for both Bechtel Engineered sites and sites that were engineered by other A&E firms. Trained personnel within Bechtel to inspect Bechtel engineered sites for D14 inspections and special inspections as required by NYC and the NYS Building Code.

Assignments with Tectonic Engineering included, but were not limited to:

Construction Manager for over 25 sites for the Sprint PCS launch for the Cincinnati, OH Market, with responsibility for review of Engineering drawings for the sites, ordering materials including the tower, arranging for the facilities for the site and coordinating any special inspections that were required by the jurisdiction and Sprint’s required inspections.

Construction Manager of over 125 sites for expansion and fill-in sites for Sprint PCS in the ME, MA, RI, CT, VT, NH, MD, VA and DC for sites that included raw land sites, Co-location sites and roof tops. Responsible for the review of drawings from several A&E firms, ordering of facilities for the sites, ordering of materials for the sites that were provided by Sprint, coordinating Special Inspections as required by the Zoning Jurisdiction, and inspection of the work as required by Sprint. Supervised Construction managers to oversee the work for the sites.

Construction Manager for the T-Mobile up-grade of service from GSM to UMTS in upstate NY and NE-PA for 30 sites. Engineer of record for the CDs that were prepared for the zoning and BPs that were required for the sites.

Project Manager for the design and upgrading of Telecommunication sites in VA, WV, MD, DC, NJ, NY, PA and CT for Sprint PCS, T-Mobile, and Verizon Wireless. The sites included Raw Land, Co-location and roof top sites which included the deliverables of NEPA, SHPO, Survey, structural analysis and design, drawing preparation for zoning and construction as well as testifying at zoning hearings as required. Some of the sites included post construction inspections to confirm that the site was built in accordance with the drawings.

Project Engineer for the preparation of CDs for mounting of antennas on WTs that a client had specific requirements for the carriers and review of CDs prepared by others for the upgrading of the existing carriers equipment from new to additional antennas; new sector antennas, new generator installed at the site as well as post construction site visits to ensure that the contractors for the carriers had followed the CDs for the installation.

Worked on Vulnerability Assessments for Clients that had concern about the security of their assets which ranged from water reservoirs, pipelines, dams, pumping stations, buildings, etc.

As a Consulting Engineer, I provided quality control and quality assurance for clients on civil / geotechnical projects that were politically sensitive throughout the PA, NJ and NY area. Projects included slurry walls at hazardous waste landfill, jet grouting for underpinning, and grouting of historical buildings and Project Manager for closure of an uncontrolled landfill in Warwick, NY. Duties included contract administration, submittal review, interfacing between owner, federal and state regulators, contractors, designers and owners.

During this period I was assigned to various projects throughout the US and overseas including:

I provided technical assistance to clients in the area of slurry wall construction / containment, provided on-site construction monitoring / management for implementation of grading and paving sites of contaminated sites and landfill closures. I worked with sub consultants on developing engineering solutions to sites, including the investigation of storm water runoff, lining of ditches due to erosion and paving of areas. I was responsible for design and evaluation of shallow and deep foundations, dewatering and excavation support systems, landfills, hazardous waste site and dam design.

I provided quality control, engineering support and project management during construction of power plants, pipelines and nuclear generating stations as well as Remedial Investigation Manager for contaminated sites.

I performed site investigations and provided quality control/quality assurance for geotechnical and civil engineering related activities during the construction of small and major projects that ranged from additions to existing structures to construction at electric generating stations, the Trans Alaskan pipeline and overseas assignments.

I was a project manager/field engineer for various site investigations/remediation in the NJ; NY PA areas that were contaminated with various hazardous materials that left the sites no longer able to be utilized in their present condition due to the contamination that was present.
