OC405 Partners (OHLA.USA) – Orange County, California, USA Nov 2021 – Apr 2022 PROJECT ENGINEER

Orange County Freeway (I-405) Improvement Project includes general purpose lane in each direction, addition of a tolled express lane in each direction, new bridges, reconfiguration of interchange ramps, crossroads, pedestrian bridges, bridge widening, overhead rail road’s crossings, drainages, and utilities infrastructure for 16 miles, $ 1.4 billion contract that covers Costa Mesa, Fountain Valley, Huntington Beach, Seal Beach, and Los Alamitos cities of OC in California.

• Timecard review and approval.

• All take off, such as HMA for all civil works including outside widening lanes, median, shoulders, Ramps and connectors, concrete for sidewalks, curbs and gutters, dikes, fence, concrete barriers, guard rails, gravel mulch, and rock blankets.

• Schedule updates, on the weekly bases, provision of workplans, and associated cost codes.

• Follow up the subcontractors for civil works, and as well as land scaping, and irrigation system.

• Implementing all miner concrete for the curbs/gutters, sidewalks, gore areas, and texture concrete.

• Site verification and control for all HMA applications.

Assist Consultants Inc. – Kabul, Afghanistan Jan 2019 – July 2020 OPERATIONS MANAGER (Remote from USA as of Jan 2019 – July 2020) Managed several construction projects in Afghanistan that was funded by USACE (US-Army Corps of Engineers). The projects were located in different parts of Afghanistan and were built for the Afghanistan National Police and Afghanistan National Army. Projects worth $75M to $115M.

• Extended buildings and facilities, roads and utilities, force protection, Power transmissions and power Substations, road construction, barracks, dining facilities, Guard Towers, parking lots, water supplies & Waste Water system, Power Generations/distribution and communication system.

• Attended weekly progress meetings with the client (USACE) and discuss projects progress/problem and development.

• Followed submittal approvals, Design provisions, schedule provision, Site topo, and geotechnical and facilitated chain link communications between all team members to ensure the project is mainstreamed properly.

• Developed methodology where the projects are implemented per the schedule, technical specs and scope of work.

• Coordinated activities and progress of each project with the subcontractors to implement and finish the tasks as scheduled in timely manner.

• Managed procurement to feed the construction site with the required materials and equipment with in the time frame determined in the schedule, specially the long lead items that were supposed to be procured internationally.

Worked as Project Coordinator with First Global Engineering and Construction Company from for the NMB and LSS Camp Scorpion contract Number: W5J9JE-17-D-0004-W5J9JE17F0011. The design-build Project was construction of three (3) New Latrine facilities, One new Site Adapt Guard Tower, Construction of New HESCO perimeter walls, demolition and removal existing HESCO walls, Design and Construction of renovation to 2 existing buildings, Asphalt parking and utilities connections electrical, water and waste water to the existing system.

• Provided project schedule, Cost Estimations, submittals, and design modifications.

• Attended weekly progress meetings, communications with stake holders, subcontractors and relevant team members for an improved methodology application.

• Followed up materials supplies and procurement of items abroad.

• Coordinated activities between the team members to ensure timely implementation is maintained through conducting continues site visits.

As the Vice President and Senior Project Manager of the company, I have worked for 11+ years and managed more than 30 design-build projects of USACE, AFCEE, ISAF, NATO and many other international donors. Have worked as Project Manager, Project Engineer and project Quality Control for different projects and areas in Afghanistan. Here are my responsibilities under these positions:

• Provided general management and administrative follow up of the company.

• Direct management for all projects in Herat, Kabul, Nangarhar and other provinces, where FARDA implemented the construction projects.

• Supervised the entire team and provided technical instructions to the site engineers and supervisors.

• Prepared 100s of proposals and cost estimates per the project documents such as RFPs, POs, and RFQs with USACE, AFCEE, NATO, US firms such as ECCI, Tetra Tech, Lake Shore Engineering, Aims, and Fluor). In addition provided proposal for G4S, Aeigis, UN-Agencies, and PRT projects.

• Conducted very close communication with all FARDA’s clients in regards with the project activities general progress, problem resolution towards successful completions.)

• Organized meetings with the government authorities of Afghanistan for securities, coordination, land issues, site access and further cooperation required to facilitate completion of the projects.

• Provided logistical supports to the projects through resourcing reliable, reduced cost and affordable prices within the country and abroad.

• Conducted tentative site visits for each of the project to ensure right approach is undertaken by the site team and subcontractors towards the successful completions.
