It is with sadness and pleasure that I am providing this letter of recommendation for Mike Flood.
I am saddened because of the circumstances. I asked Mike to join me in Haverhill, a District of 17
buildings and 3M square feet of conditioned space, as the Assistant Director, Facilities. Unfortunately,
Mike’s position was eliminated from the budget after the City reduced its’ funding to the District. Had I
thought this was even a remote possibility, I would have never asked Mike to Leave his Belmont
position. Mike joined me in Haverhill after I had been here about a year. Clearly, the mere fact that I
invited him to join me indicates I have confidence in his performance.
It is my pleasure to provide this recommendation because Mike is an outstanding performer
with substantial knowledge of buildings and grounds, including but not limited to janitorial/custodial
management, all aspects of general building maintenance, HVAC preventative maintenance, capital
project planning, and asbestos mitigation and compliance. Mike is AHERA trained and certified. One of
the first things Mike accomplished was getting the District complaint.
For over 25 years, prior to my arrival and Mike’s, the 65 person two shift custodial staff was
largely unmanaged, not trained in best practices, had no performance standards, and generally
consistently underperformed. Mike cured all of four of the circumstance, and more. He brought in third
party vendors for best practice training after doing a gap analysis, set realistic performance standards
and held people accountable, purchased more efficient equipment, and changed our chemical lines.
Mike is a very fair and consistent manager. When there were circumstances of subpar performance,
Mike document it well, provided constructive feedback and terminated the recalcitrant.
