Senior Business Consultant

Supported the Modernization Project for the state of Missouri. Functioned as a SNAP, Curam Business Analyst. Contributed to the writing of various Functional Design Documents (FDD), specifically for Evidence, Quality Control, and Reporting functionality. The FDDs contained process flows, screen designs, system requirements, system design, and test scenarios, implemented as part of the state’s CURAM system.

JIRA was used extensively during this project. The business requirements, related system requirements, and related test scenarios were all entered into JIRA and tracked back to multiple design deliverables. All work for this project was done in sprints. All design and development tasks, also tracked in JIRA were part of a sprint. SIT testing was tracked in JIRA as were any resulting bugs. Tasks and bugs were assigned and moved through various statuses utilizing JIRA workflow. Custom dashboards were created and utilized to track all work.

Curam Business Analyst /Product Owner / Project Manager

Functioned as the business analyst lead for the Arkansas Department of Human Service (DHS) Eligibility and Enrollment Framework (EEF) conversion project. The EEF system, which is an expansion of the IBM CURAM (V7.0) system, is used in support of Medicaid in the state of Arkansas. As the business lead, I documented the system requirements and mapped those requirements to the existing design documents that would need to be updated. I came up with a schedule for the design work and assigned the work out to the rest of the BA team. I reviewed all design work and made suggestions for corrections and clarifications as needed. I ensured that all tasks were completed per the schedule.

Functioned as a business analyst for the reporting team, documenting the reporting requests from the business stakeholders, as well as doing system testing on the completed reports.

Prior to the decision to convert EEF to the new Medicaid eligibility system, I proposed and documented requirements for enhancements to the EEF Medicaid system. I worked with the business stakeholders and the development team to finalize the requirements. I then wrote the corresponding functional design documents.

Reporting BA and Tester

Was the sole BA and SIT tester for the reporting team for a time period. As the tester, tested against the documented reporting specs, did extensive system analysis, data analysis and data mining, to ensure that all scenarios were covered with the reporting logic. I supported the analysis and testing of many impromptu, adhoc reporting requests.

SIT Tester

Functioned as a SIT tester as part of the conversion from the EEF system to the new Medicaid eligibility system. Tested both batch jobs and online changes to the EEF system. Created and documented the test scenarios in JAMA. Ran the test scenarios, documenting the results. Did some adhoc testing to ensure that no scenarios were missed.

Northrup Grumman – Little Rock, Arkansas June 2013 – 2017

Project Manager

Functioned as the Project Manager for the Arkansas Division of Child Care and Early Childhood Education (DCCECE) team. Managed all baseline work for multiple DCCECE systems and reduced the product backlog significantly using agile/scrum. Managed the rewrite of the Health and Nutrition system for which I was also the primary Business Analyst. This rewrite incorporated much needed enhancements to greatly reduce the amount of fraud in the supported USDA feeding programs. This system rewrite included the application, claims, training, and auditing functions. Managed the requirements gathering for the rewrite of the systems for the Child Care Licensing and Accreditation unit and Residential and Placement unit. My team consisted of Developers, Business Analysts and QA testers. The team averaged around 15 members.

As the Project Manager, I addressed daily project concerns from the team and the client stakeholders. I held status meetings with the client on the ongoing maintenance and rewrite work. I created project plans for all projects to be able to better meet the client’s expectations and for better resource allocation across the various projects. I was in daily contact with my teams, attended their “daily stand ups”, and mitigated issues as they arose.

Business Analyst / Product Owner

Served as the Business Analyst and Product Owner for multiple projects, including the initial Criminal Background Check project, the Rate Reform project, the Health and Nutrition (H&N) Rewrite project in support of the DCCECE division, and the Funds Ledger project in support of the Office of Finance and Administration (OFA). As the Business Analyst/Product Owner, I met with the customer and end users to gather and document the requirements. I wrote detailed requirement specifications utilized by the development and test teams for software development and testing.

For the Criminal Background Check Project, I researched the criminal background check processes and systems utilized by other states and other Arkansas Department of Human Services divisions. I documented and presented to the customer an automation solution for the Criminal Background Check Project utilizing automation already being utilized in the State of Arkansas.

Wrote reporting requirements for the Enterprise Data Warehouse (EDW) for each project. I worked with the EDW team to understand any new DB tables or changes to the existing transactional DBs. For the H&N rewrite, I worked with the EDW team to map the legacy system’s DB tables to the new system’s tables.

Assisted as a Curam Business Analyst when needed. Assisted with data migration mapping and gap analysis.

QA Analyst

Served as a QA Analyst/ Tester for the initial Criminal Background Check Project and was one of several testers for the Rate Reform Project. As a QA Analyst/Tester, I documented test cases, ran the test cases against the delivered product, created and kept up with tickets, and performed retesting and regressing testing.

Served as the Scrum Master for a scrum pilot and functioned as the Scrum Master and Product Owner for the Funds Ledger project.

Was the sole business analyst for a telecommunications order entry / provisioning system for several years. Was consistently responsible for 8-10 projects in varying stages at a time. Participated in Business Requirements reviews to determine system impacts. Traveled to and participated in joint design sessions. Contributed to Architectural and Process flows. Wrote Functional Requirements and General Design. Contributed to system and end-to-end test plans. Worked with development teams throughout projects. Participated in testing of requirements. Assisted with trouble shooting of issues found during testing. Organized and participated in implementation testing. Was a primary contact for system users when questions or issues came up with the system.

Organized and led a team of Business Analysts and IT SMEs for extensive use case work as part of a migration project. Project Manager

As a project manager, managed multiple projects at a time that were either part of a major or minor release. The projects assigned to a major release impacted multiple systems, had billing impacts, and needed extensive end-to-end testing. Major releases followed a strict traditional SDLC – waterfall approach, with distinct requirements, design, construction, test and implementation phases. These projects also had extensive testing including unit, system, end-to-end and user testing. Projects assigned to minor releases had much smaller system impacts and at times followed traditional SDLC but were more often using an AGILE approach.

At the start of all projects, I worked with project sponsors and end users to ensure that requirements got documented, reviewed and approved. Worked with the impacted development teams to come up with a detailed project plan. Worked with the entire project team to come up with the projected costs.

Once the detailed project plan and budget were agreed upon and the project was committed to a release, worked with the project team throughout the project to ensure that all agreed upon tasks were completed and that major milestones were met. Held weekly status meetings and held ad hoc meetings as needed to get issues and questions addressed. Coordinated integration between multiple systems as needed.

Facilitated testing related meetings to ensure that test plans were developed and that all test related questions were addressed. Was at times involved in driving the various test efforts, ensuring that tickets were being addressed in a timely manner. At times had to facilitate a daily working bridge with testers and development teams to expedite testing and ticket resolution.

Documented and reported project status weekly.

Created implementation plans and facilitated the implementations as well as implementation testing (See Release Management below).

Functioned as the Business Analyst and the Project Manager for Job Controller Automation which was much needed to provide workflow automation. The implementation resulted in a 50% reduction of job controller hours.

Release Management

As release manager, worked with development teams to document each system’s detailed implementation plan. Worked with development teams during the implementation window to ensure that all documented steps were completed. Reached out to support groups as needed during implementation window as issues arose. Facilitated post implementation testing. The well documented and executed release plans resulted in smooth implementations that ended on time and as expected.

Production Support

Was responsible for trouble shooting tickets submitted by internal users for a telecommunications order entry/provisioning system. Ticket resolution included educating the user on how to properly use the system, fixing data due to the user following improper procedures or because of software glitches in the system, analyzing software glitches, documenting workarounds for users for future reference, and documenting issues for possible software fixes. The timely and thorough attention to the production tickets resulted in satisfied users and sufficient information for future system fixes.

Client/Server Development Lead
