To Whom It May Concern,

It is my great pleasure to provide this letter of recommendation for Mr. Jeff Traylor. Jeff has been the electrical engineer for the Wellington Major Rehab project for the past three years. His work has been consistently superlative. It is important to note that the embassy is fully occupied and must remain functional at all times during the project which involves a complete structural/seismic and full interiors/systems upgrade. Keeping in mind the need to maintain full functionality of operations, Jeff has coordinated the construction/installation of all of the medium voltage systems including two generators and several load banks. Jeff also has extensive experience in all low voltage systems including, security, fire alarm, data and telephone and has full responsibility for ensuring these and all other systems are installed in compliance with project requirements and have been commissioned accordingly. He insists upon and receives per-code installation throughout the project on all systems.

In addition to ensuring flawless outcomes in his assigned discipline, Jeff also has an excellent background in mechanical principles and systems and is able to advise me as well as provide sanity checks to the mechanical engineer throughout the planning and implementation of all MEP systems by the contractor. As an example, it was discovered that the HVAC equipment installation as designed would require extensive structural modifications with both time and money impacts to the project. Mr. Traylor proposed an alternate equipment location which in retrospect turns out to be better than the original design. This new design has been implemented. He has proven invaluable in coordinating the construction activities with the Post IT team and also with the government's clients that utilize Post facilities. He has demonstrated a depth of knowledge in his field that is far greater than found in mere graduate engineers. This has proven to be very valuable at inspection and commissioning during the project Jeff is also an excellent scheduler and has on a number of occasions provided me with fragnets for my planning purposes. I have used his mini-schedules to inform TDY teams about what to plan for in the future when the GC was unable to provide the same information as part of his regular scheduling efforts. His sequences and durations have proven to be very accurate and the various teams have expressed appreciation of Jeff s scheduling efforts on their behalf. Jeff is also eminently current on the use of AutoCad and has provided me and the OBO team with Cad sketches on a number of occasions for discussions with the GC. Jeff's interpersonal skills and logical thinking make him my go-to person for operational communications with the various tenants at the embassy. Jeff has countless times made the difference between a plan going awry and one that ultimately succeeds. He made it happen by deriving a professional middle-ground when there are competing requirements. His big picture understanding of the various equities at play is what makes it possible for him to facilitate agreement and allow for an acceptable path forward. This happens frequently on a weekly basis and I depend on Jeff to help OBO formulate reasonable outcome with so much in motion at all times. In short, Jeff is a multi-talented professional, with the highest integrity and notable work ethic. His highly developed, reasoned, interpersonal skills and sense of hierarchy, priority, sequence, and timeliness make him the most valuable team member I have had the pleasure of working with in my 30 years with OBO. We will miss him greatly when he departs at the end of his tour and recommend him highly to any entity in the business of planning, design, construction, and/or commissioning of US State Department projects worldwide.
