Retired as a Highway Engineering Technician (Civil) with the Federal Highway Administration in 2018. My position lasted 27 years.
Extensive experience in the use of Microstation (Bentley software) and other pertinent software, such as writing specifications, developing spreadsheets, and creating cost estimates. In my position as Highway Engineering Technician, I was responsible as Lead Designer to assist, and work as part of a team in the Scope of Work from preliminary thru final design packages for the advertisement of the several projects. It was required of me to review, design, and coordination of comments and/or meetings with EFLHD Partners, AE Firms and other EFLHD offices such as Planning and Coordination, Construction, Plans, Specifications and Estimates, Hydraulics, Geotech, and Bridge. On some occasions I had to deliver Plan, Specification and Estimates to various Branches outside my place of employment.

Past and current experiences in the Consultant and Computer Services, A&E branch and Project Development required/requires knowledge of AASHTO English and Metric, FP-96/FP-03/FP-14 Standard Specification, FAR and TAR Regulations, and Highway practices and procedures, to adequately review, design, and comment on complex PS&E packages developed by A/E firms and in-house projects, and to communicate both orally and in writing of technical and narrative reports.
During the past 27 years, I have, (1.) operated CADD, and other automated equipment to prepare drawings, details, and graphic data; (2.) participated in Plan-in-Hand field reviews of drainage, utilities, right-of-way, existing sign locations, and construction traffic control reviews. These reviews require evaluation and recommendation to assure that the final workable and economical (engineering and cost) solutions developed from the plan reviews and meetings are properly coordinated and understood by all participants; (3.) participated orally and in writing in Plan-in Hand field reviews and meetings attended by the NPS., Federal and other Government agencies, and EFLHD personnel in representing EFLHD, A&E office; (4.) detailed assignments with Geotechnical Services to assist them with, pavement surveys, borings, and surface testing for rock.
As a result of the above reviews, designs, and meetings. I have effectively prepared engineers estimates, drafted specifications, calculated pay item quantities, Scope of Work reports and answered written correspondence, specials plan review comments, in-house correspondence, and field review reports, documenting concerns and recommendations expressed by the above participants.
