Safran Federal Systems, (Orolia) Rochester New York 11/2019 – 12/2023

Program Manager

As the Program Manager at a Safran, I had many responsibilities: Program Manager, Engineering Manager, System Engineer, Manufacturing Engineer. My main responsibilities were for my program performance and P&L for a medium to large complex program. I provided leadership to a matrixed cross functional integrated program team (IPT), and I delivered continuous improvements using company root cause analysis and corrective action processes. I am responsible for delivering the program objectives, managing program performance, risks, opportunities, and change control according to internal rules and processes. I exhibit strong leadership skills and extensive expertise with many different military products. I deliver advanced solutions that solve the military’s needs. These programs are on time, within budget and exceed the military’s expectations.

I am the Technical Point of Contact with the US Army to design and develop a Second-Generation Beacon (SGB) into production. Working with NASA, NOOA and Electric Proving Grounds to win a $92M IDIQ contract that was awarded to me by the US Army after a successful certification COSPAS-SARSAT of the only SGB beacon in the world. The contract included millions of dollars of development and full rate production. I also provided the US-Army a secure mode solution that is LPI, and LPD and secure.

As the Program Manager I work independently and lead small/medium/large programs such as Hardware Refresh Program which included verity of cross functional teams for this program. This project was cradle to grave and would take over 1 year to complete. For this program I am the customer’s point of contact and I maintain relationships with customers.

I use my personal skills to interact with my employees to improve their capabilities. I have face to face meetings each with each employee, to ensure that they are working to their best capabilities.

Cobham Aerospace, Prescott Arizona 08/2019 – 11/2019

Sr. Program Manager,

As a Sr. Program Manager, I lead the Emergency Services Network Communication System Program (ESN), a $100M program that will replace the Tetra system in England. This system is for all first responders used in aircrafts for secure voice and data systems across the 5G network and designed to DO-254. My staff of over 40 Managers, Electrical, Software, Mechanical Engineers to produce an airborne radio platform to meet the UKs schedule, budget, and requirements. I captured a $3.2M add on to the ESN program for engineering services.

MKS Instruments, Rochester New York 07/2017 – 07/2019

Program Manager

As the Program Manager I was held fully accountability and authority for MKS products. Annual sales from my customers were over $65M. My responsibility includes managing personnel and engineering to ensure effective coordination of projects. I was the point of contact to my customers for the successful execution and development of MKS products. MKS produces UHF and VHF; 1K Watt to 35K Watt RF generators for the semiconductor industry.

Manage personnel and engineering work to ensure effective coordination of projects. Point of contact for customers, ensuring that their needs are being met and that the company is meeting their expectations, including cost, schedule, requirements, and quality.

Developing and implementing strategy for the programs, including developing robust risk mitigation plans, to ensure customer requirements are met. Using Microsoft Project to lead the team to be within cost and schedule.

Work daily with Salesforce to forecast new opportunities schedule, cost and deliveries.

Managing budgets and reporting on fund allocation.

Harris RF Communications, Rochester New York 04/2011 – 07/2017

Project Engineer, (Project Engineer Manager and Supervisor)

My team of engineers develop integrated distributed communications solutions combining complex tactical radio systems and IP networks. This team of engineer’s design systems utilizing Harris and other vendor equipment, including HF, VHF, UHF, microwave, data, IP networks and/or custom design peripheral subsystems. I managed the development of a Multichannel Mobil Radio System for the US Airforce. I meet with high-ranking USAF officers to ensure closures of the sale of this program. The demonstrations and presentations for the USAF resulted in over 55 million dollars being awarded to Harris.

Using my whitepaper as a guide, my team of engineer’s design systems utilizing Harris and other vendor equipment, including HF, VHF, UHF, microwave, data, IP networks products and custom design peripheral subsystems. I presented and demonstrated this to 4-star General of the US Airforce.

Project Manager for aircraft as a relay node to send data from aircrafts to an operations center. Following DO-160, DO-178 requirements. These demonstrations and new products for the USAF, US Army, US Special Forces, and other military customers domestic and foreign resulted in multimillion dollar programs being awarded to Harris. This system was certified on many different air frames. Airborne Radio:

Project Management responsibilities included leading each project from start to a successful finish with responsibility for technical performance, cost, quality, and schedule using Stage/Gate product development process. Each month I would present Program Status to senior staff.

Ensure a timely resolution of technical issues with customers.

For the US Airforce I wrote a white paper on multi-Channel-manpack. Then collaborate with a team that designs and deliver it on time and budget. This led to over a $37M contract.

Develop solutions for asset management and tracking of schedules, design activities, and tests.

Develop and maintain production and design schedules to ensure delivery is on time (EVM).

Lead large system demonstrations including trade shows, customer on site first article testing.

Utilize lean principles to manage the successful completion of departmental tasks within the boundaries of quality, time, safety, and budget.

Participate in the definition and promotion of engineering best practices within the organization in collaboration with other team members ensuring a CMMI level 3.

Perform risk assessments on programs.

ITT Communications, (Harris, Exelis) Fort Wayne, Indiana 11/1995 – 1/2011

SpearNet Product Champion, (Technical Program Manager) (1/2009-1/2011)

Technical Program Manager for securing a Radio Modernization program valued at $200M. Included a $5.6M subcontract to develop a 20W vehicular amplifier, $2.8M software development subcontract. Design included software, hardware, mechanical and production phases of the development under an aggressive time schedule.

Led and coordinated other sub-contracts for Bluetooth headsets and other ancillaries. Other responsibilities include management of 28 support staff including software, networking, logistics, technical writing, drawing, design, production, evaluation and generating revenues of up to $30M per year.

Managed project from white paper to full production.

Using Six Sigma process I lead a team in a cost reduction effort to reduce the recurring cost of the product by 30%.

Provide complete oversight of project efforts including Support of sales and presentations to military customers, defining the end customer's technical requirement, designing, documenting, and costing of systems, and execution of programs.

Present business cases to senior management for new products and stage gate reviews

Functioned as Technical Point of Contact for international customers with extensive international travel to present briefings to foreign military customers in Spain, India, South Africa, UK, Chile, Saudi Arabia, Germany, and Singapore.

Developed system requirements for DSSS networking radio and Coordinate budgets, requirements for R&D projects.

Senior Project Engineer, 2006 to 2009

Oversaw the development of engineering design phases from concept to production for ITT’s International products, including functional and system requirements and Concept of Operations (CONOPS).

Project Manager for the FAA’s long range radio, which include design to stringent specifications.

Developed cost estimates, and proposals for over $30M design proposal. Worked with Spanish military to assess the bidding of a $100M networking radio system including SATCOM integration using SIP calling and real-time video systems and vehicle integration.

Managed multi-million-dollar programs and over 40 personnel during hardware, mechanical, and software design activities to ensure an innovative solution while maintaining technical risk, schedule, and budgets.

Ensured excellence in program execution by overseeing risk management activities, performance, cost metrics, obsolescence planning, identification, corrective action, and risk management.

Lead the development of proposals and prepared/presented Business Decision Gates to senior management.
