LICENSING ENGINEER 4 – NUSCALE POWER COMPANY LLC

Senior level Licensing Engineer support for NuScale Small Module Reactor licensing activities. Prepare regulatory documentation for NRC review and approval. Coordinate activities in standard design application. Respond to NRC information requests to ensure reasonable assurance.

Technical Expert in emergency planning; including process improvements driven by performance metrics, Regulatory Compliance analysis and reviews to assure equipment reliability and response team performance, Prepare regulatory documentation for programmatic changes in procedures, plans and equipment for NRC review and approval.

Project management for key initiatives, some examples include the adaptation of electronic notifications using an “out-of-the-box” solution not originally designed for nuclear power called “Engage”. The software was originally built for the medical industry but not nuclear. Collaboration with myself, vendor, and end users resulted in a simple to use and efficient product to better meet regulatory requirements and internal and external performance metrics.

Development of a unique, first of its kind, software program for facilitating emergency response drill design, monitoring, and implementation. This project was born from an idea to simplify the most time intensive task facing drill developers. It in use today across most of the commercial nuclear industry. This tool has led to significant task time savings of ~50%. It also provides a platform for utility collaboration.

Project lead for the physical changes to combine two major emergency response facilities into one. This required construction activities, underlying infrastructure modifications. Each project involved setting a project plan, establishing key milestones and deliverables, coordinating and communicating to provide for synergy with internal and external stakeholders. The result provided for efficient and timely emergency response and greatly increased responder radiological safety. The project finished on time and on budget.

Provided lead technical support with cross functional teams for equipment reliability in the plant. This ensured key technical requirements were met. Contingency plans and acceptance testing needs were established prior to installation. Communication with all stakeholders to ensure problems were addressed efficiently.

Project lead for the annual and decennial evacuation time estimates. This involved project planning, budget, and coordination with offsite agencies and a traffic engineering firm.. It is a unique, data driven analysis that, once drafted, is reviewed for completeness by the offsite and on-site partners. Determination of the possible impact(s) are then coordinated and reconciled as needed. Coinciding with this activity, is the review of state and county proposed traffic plans for any local road construction. Representing the plant and public safety, I review and approve the road project proposals. This required collaboration and negotiated outcomes to ensure the road project plans were effective in ensuring timely evacuation(s) if needed while maintaining budget limitations.

Project Stakeholder for plant modifications. Lead expert in project development to ensure any operational impacts to operational response and radiological safety met regulatory requirements. Collaborated with a cross-functional team of internal and external clients. Examples of tasks, replacement of spent fuel pool level indications, Fukishima response equipment, radiation monitors, and other plant equipment.

Coordination of on-scene response during actual events at Fermi 2. Lead investigator for post-accident radiological and chemical events.. Prepared all after action reviews for regulatory reviews.

Provide Technical Training for emergency and operational response personnel. Prepared After Action Reviews for significant activities such as actual nuclear events and response and equipment modifications. Performed root cause analysis; project lead for cross-functional emergency drills and exercise to include scenario design. Implementation and evaluations, federal, state and local government liaison, public interface and outreach coordination, Self-Assessment Lead, Corrective Action program lead.

Technical Writer for the department, Prepare, revise, and develop plans and technical procedures for the department for cross-functional, site-wide use. Provide regulatory compliance for all proposed revisions to all technical and administrative documents. Prepare technical white papers and NRC submittal documents for governmental review and approval.

2010 – 2011

ACTING EP MANAGER, DTE ENergy, Fermi 2

Professional development assignment. Oversaw the emergency planning department. Provided Project management for the implementation of the “new” NRC EP regulations. This involved both internal and external stakeholders planning and coordination to ensure compliance. Multiple smaller projects were inclusive of the overall changes including upgrading the physical response facilities design and equipment. Worked with station staff to manage development and execution of drills / exercises and to maintain emergency response staffing. Managed the outage O&M and capital budget for the department.

2000 - 2022

RADWASTE SUPERVISOR, DTE ENergy, Fermi 2

Supported the Radiation Protection program as the RadWaste Supervisor during refueling outages. Supervised crews of ~35 workers. Responsible for work control and scheduling for the department, resource management and coordination across all levels of the organizations, troubleshoot and repair related equipment. Coordinated department work package and surveillance tasks across multiple departments to ensure timely scheduled completion. Project lead for significant activities involving multiple work groups, examples include reactor cavity decon and entry, Torus recoat project, and multiple plant modifications. Troubleshoot emergent radiological work impediments by data gathering and collaboration to assure effective solutions were realized. Coordinate radioactive waste processing and shipments. Managed resources during the Covid pandemic to assure tasks were prioritized properly with minimal impact to “critical path” and the overall scope while ensuring worker safety. Managed the outage O&M and capital “budget” for the work group.

Project management for RadWaste during the two Torus recoat projects. Working across organizational boundaries to develop and implement the project safely and efficiently. Modifying plans based on emergent conditions to effect worker safety. Coordinating resources to meet the changing conditions that arose. This involved cross functional teams to address storage, operational impediments, and radiologically adverse and environmental conditions.

1986 - 2000

SENIOR RADIATION PROTECTION TECHNICIAN, DTE ENergy, Fermi 2

Supported the Radiation Protection program during refueling outages as a senior RP Technician. Responsible for radiological sampling/surveys and job coverage. Provided pre-and post-job briefs for work groups assigned. Coordinate and implement required surveillances.

1991 - 1997

Develop and implement training for site personnel including radiological emergencies and chemical (HAZWOPER), utilizing INPO guidelines and processes to develop, write and implement. RadWaste systems and controls, Evaluate overall training effectiveness reviews and measure against key metrics.

Qualified Incident Commander in chemical / environmental emergencies.

Responsible for radiochemistry sample and analysis, instrument calibrations, troubleshooting and repairs, Secondary chemistry sampling and analysis including service water, fuel oil and grease, environmental sampling to assess potential impact.

Qualified Engine Room Supervisor, Nuclear Protype Instructor, Diesel Mechanic, Lead Engineering Lab Technician. Radiochemistry, radiation protection, radiological health, radwaste management, mechanical equipment monitoring and repairs. Coordinated maintenance and work scope at both naval prototype and assigned port of duty (USS James Monroe, SSBN-622) during “refit” periods. Develop and implement work force and sampling schedules Coordinated “fly away” days from naval base to overseas assignment, and reverse, ensuring all required data and equipment were identified, loaded and shipped in accordance with naval standards.

ACTIVITIES

I enjoy public interface and volunteer extensively in the local community. I have worked with the Big Brothers program, Court Appointed Special Advocate, and post school activities. This aligns with my focus to work with children. Additionally, I have volunteered as a coach with the local area programs in youth baseball and swimming. I also volunteer with the local Habitat for Humanity projects.
